GB 16487.4-201 Foreword This Standard has been drawn up to implement laws and regulations such as the Law of the People s Republic of China on the Prevention and Control of Environmental Pollution from Solid Waste and Law of the People s Republic of China on the Prevention and Control of Radioactive Pollution, placing strict restrictions on imports of solid waste and controlling environmental pollution caused by waste and scrap of paper or paperboard imported as raw materials. This Standard sets out the environmental protection and control requirements for imported waste and scrap of paper or paperboard. This Standard is one of a series of environmental protection control standards for imported solid waste. It applies to the management of importing relevant waste and scrap of paper or paperboard listed in the Catalogue of Solid Waste Imported as Raw Materials. This Standard was first published in 1996 and revised for the first time in 2005. This is the second revision. Main amendments under this revision: -- Requirement added to include the dose rate value of external beam penetrating radiation for imported waste and scrap of paper or paperboard; -- Requirement adjusted for the control of hazardous waste; -- Requirement tightened up for the control of general carried waste; -- Inspection and testing requirements amended. Environmental Protection Control Standard for Solid Waste Imported as Raw Materials - Waste and Scrap of Paper or Paperboard GB 16487.4-2005 will be repealed as of the effective date of this Standard. The Soil Environmental Management Department and the Scientific Standards Department of the Ministry for Environmental Protection are responsible for the revision of this Standard. Environmental Protection Control Standard of Solid Waste Imported as Raw Materials - Waste and Scraps of Paper or Paperboard 1. Scope This Standard sets out the environmental protection and control requirements for imported waste and scrap of paper or paperboard. These standards apply to the management of importing the following waste and scrap of paper or paperboard. Terms and definitions The following terms and definitions apply to these standards. 3.1 Carried waste Other materials mixed with imported waste and scrap of paper or paperboard in the manufacturing, collection, packaging and transportation processes (excluding packaging materials for imported waste and scrap of paper or paperboard and other material that needs to be used in the course of transportation). 1
4. Control standard and requirements 4.1 Control of radioactive pollution from imported waste and scrap of paper or paperboard shall be comply with the following requirements: (a) waste and scrap of paper or paperboard shall not contain any radioactive substance; (b) the dose rate of external beam penetrating radiation for imported waste and scrap of paper or paperboard shall not exceed the normal natural radiation background value +0.25 μgy/h at the port of entry; (c) the level of α and β radioactive pollution on the surface of waste and scrap of paper or paperboard: for any part of a surface of 300 cm 2, the average maximum detected level of the α value shall not exceed 0.04 Bq/cm 2, while that of β shall not exceed 0.4 Bq/cm 2 ; (d) the radionuclide specific activity of waste and scrap of paper or paperboard shall be lower than the limit values in Table 1. 4.2 waste and scrap of paper or paperboard shall not contain any explosive munitions such as abandoned bombs or artillery shells. 4.3 Inclusion of the following carried waste is strictly restricted in waste and scrap of paper or paperboard, and its overall weight shall not exceed 0.01 % of that of the imported waste and scrap of paper or paperboard: (a) Incinerated, partially incinerated waste and scrap of paper and paperboards; waste and scrap of paper and paperboards contaminated by a fire extinguishing agent; (b) airtight containers; Table 1 Limit values of radionuclide specific activity Nuclide Specific activity (Bq/g) 59 Ni 3x10 3 63 Ni 3x10 3 54 Mn 0.3 Co 0.3 Zn 0.3 Fe 300 Sr 3 Cs 0.3 Cs 0.3 U 0.3 U 0.3 Pu 0.1 Am 0.3 Eu 0.3 Eu 0.3 Nb 0.3 β-γ mixture of unknown components 0.3 α mixture of unknown components 0.1 (c) waste listed in the National Catalogue of Hazardous Waste; (d) all other hazardous waste with one or more types of hazardous properties, such as causticity, toxicity, flammability and reactivity identified pursuant to Identification Standard GB 5085.1 - GB 5085.6. 4.4 Inclusion of carried waste other than materials listed above shall be restricted in imported waste and scrap of paper or paperboard (including waste wood, scrap metal, waste plastic, waste rubber, waste fabric, waste glass, waste adsorbent, aluminium-plastic-paper composite for packaging, heat sensitive paper, asphalt moisture-proof paper, self-adhesive paper, wallpaper, waxed paper, wax dipped paper, oil impregnated paper, silicone paper, carbon paper and other waste) and its overall weight shall not exceed 0.5% of that of the imported waste and scrap of paper or paperboard. 2
5. Inspection and testing 5.1 Inspection and testing pursuant to these standards shall be done through random sample testing, by opening and emptying crates, unpacking, unbaling and sorting imported waste loaded and transported in containers, and opening cabins for examination and post-unloading inspection for imported waste shipped in bulk. Where necessary, samples shall be sent to the laboratory for testing (including for radionuclide specific activity, hazardous properties etc.). Results from a random sample testing shall apply to the entire consignment. 5.2 Inspection and testing pursuant to paragraph 4.1 of this Standard shall be done in accordance with Regulation SN/T 0570. 5.3 Inspection and testing pursuant to 4.3d) o f t h i s S t a n d a r d s h a l l b e d o n e i n a c c o r d a n c e w i t h t h e m e t h o d s l a i d d o w n i n GB 5085.1 - GB 5085.6. 5.4 Inspection and testing pursuant to other requirements of this Standard shall be done in accordance with Regulation SN/T 1791.13. 3
