DEFINITION: Under general supervision provided by the Accounting Manager, performs a variety of technical and paraprofessional accounting duties such as: payroll, accounts payable, general ledger activities, bank account reconciliation, report preparation, assist with utility billing functions, performs internal and external customer service, business licenses and revenue collection, and other duties as required. DISTINGUISHING CHARACTERISTICS: The Accounting Technician is a journey level position assigned to the Finance Department. Under minimal supervision, this position will perform a variety of complex accounting related duties, such as: payroll, general ledger activities, bank reconciliation, and assist in utility billing functions and report analysis. This position is responsible for the administration of the City s payroll cycle, including, but not limited to: MOU interpretation and application; payroll withholdings, payments and adjustments; payroll-related vendor payments. SUPERVISION RECEIVED/EXERCISED: The Accounting Technician will receive direction and general supervision from the Accounting Manager. The Accounting Technician may exercise functional and technical supervision over clerical staff in the Finance Department. ESSENTIAL FUNCTIONS: (include but are not limited to the following) Administer the City s bi-weekly payroll process, which will include: preparation of payroll data and employee records, review employee hours and leave time entries, process employee paychecks and direct deposits, review registers and other related reports, make necessary corrections, prepare and submit payments to payroll related vendors, interpret and apply MOU s as related to payroll activities. Processes wage garnishments, withholdings, tax withholdings and payments, and all other payroll related activities and reports, including, but not limited to, the preparation of quarterly and annual payroll reports. Prepare, research and analyze payroll reports and activities, making necessary corrections and adjustments if needed. Prepare payroll related journal entries for approval by the Accounting Manager and/or Director of Finance. Prepare a variety of financial statements and reports for internal and external users on an ongoing basis, such as: department budget reports, general ledger account reports, and quarterly and annual reports for federal, state, local and other agencies.
ACCOUNTING TECHNICIAN Page 4 Performs bank reconciliation activities for the City s bank accounts. Prepare necessary journal entries for approval by the Accounting Manager and/or Director of Finance. Maintain, reconcile, and monitor various general ledger accounts. Maintain various Finance Department records, logs, journals, registers and files. Monitor and balance various general ledger accounts, including liability accounts, which may involve separate spreadsheet creation and maintenance. Assists other accounting and clerical personnel in performing a wide variety of technical accounting duties in the preparation, maintenance, and processing of accounting records and financial transactions, such as: accounts receivable, business licenses, accounts payable, and utility billing. Provides analytical support to Account Clerk staff in regards to utility billing, customer accounts, and report analysis. Have the ability to administer various software programs related to the City s utility billing functions. Prepare and interpret utility billing reports and registers, including but not limited to: water usage consumption reports and meter activity reports. May provide customer service over the telephone and at the front counter as needed. Customer service is provided to both internal and external customers of the Finance Department. Assist with the City s fixed asset records, inventory tracking, and record keeping. Assists the department with software implementation, future ERP module implementations, and other department projects some of which may include: department liaison with software company, training on software and assisting other department staff with the training and implementation of software, and performance and cost analysis. Establishes positive working relationships with representatives of community organizations, state/local agencies and organizations, City management and staff, and the public. Provide support and assistance to auditors, vendors and contractors when necessary. Provide recommendations on Department policies and procedures. Perform other related duties as assigned. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement, and fine coordination in data entry and preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required. QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.) Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Technician. License/Certificate: Possession of, or ability to obtain, a valid Class C California driver s license.
