SECTION II: INSTRUCTIONS TO BIDDERS 5 Section II Instruction to Suppliers 1. General The company has prepared prequalification Documents, which contain all information necessary for a prospective supplier to apply for pre-qualification. These include the invitation for bids, instructions to bidders and questionnaires to be completed by possible suppliers. 2. Submission Prequalification documents shall be submitted appropriately signed by the supplier s authorised representative and any amendments duly initialled. The completed documents shall be delivered in sealed envelopes quoting the contract (s) number the supplier has interest in. The Documents shall be delivered by the established deadline to the Employers address, as specified in the invitation for bids. 3. Opening of documents, evaluation and prequalification. (a) Pre-qualification Documents opening procedures. The bids shall be opened promptly after the submission deadline at the employers address specified in the invitation for prequalification of suppliers. Prequalification documents shall be opened at the stipulated time by EWASCO S procurement Unit. The names of the suppliers applying for prequalification shall be recorded in the order they are opened, and prequalification documents received after the time stipulated shall not be opened. (b) Process to be confidential The prequalification Documents, information relating to the examination, clarification and evaluation and recommendations concerning pre-qualification shall not be disclosed to other persons not officially concerned with this process. After the evaluation process all the applicants will be informed of the out-come. Further, those who do not qualify will be informed of the reasons leading to their disqualification. (c) Examination of Prequalification Documents Following the documents opening, the procurement Unit shall ascertain whether the prequalification documents (i) have been properly signed; (ii) are substantially responsive; (iii) contain no material errors in presentation; and (iv) are otherwise generally in order. If a prequalification document which are not substantially responsive shall be rejected and the reasons (s) thereof recorded. (d) Evaluation The evaluation Committee will evaluate the documents in order to establish whether the suppliers are compliant and whether they have the capacity to supply. The committee will make their recommendation to the procurement unit.

(e) REGISTRATION OF SUPPLIERS EVALUATION CRETERIA 6 EWASCO will examine the tenders to determine completeness, general orderliness and sufficiency in responsiveness.
