ADVERTISEMENT Applications are invited from suitably qualified candidates to fill seven (7) positions which exist at the Lesotho Millennium Development Agency on contractual basis ending on the 31 st December 2016. 1. CLIENT SITE AGENT ENVIRONMENT AND WASTE MANAGEMENT The CSA-EWM will be responsible for amongst others, ensuring effective as well as environmentally sound management of healthcare waste at all health facilities throughout the country by among others supervising waste management contracts. Additionally the officer is to provide guidance, monitoring and supervision in respect of health and safety requirements during implementation of LMDA s health facilities maintenance programme. Ensure environmentally sound management of health care waste; Monitor waste management disease vector control contractors; Guide and monitor compliance with environmental, social and health and safety requirements; Report programme performance. - Degree in Environmental Management or equivalent, plus five years relevant experience. - Knowledge of occupational health and safety as well as the requirements of health care waste management in Lesotho will be an added advantage. An understanding of Lesotho public health systems as well as development issues relevant for Lesotho will be an added advantage. - Code B driving license and defensive driving certificate. Knowledge of the internet, project management software, spread sheet software and word processing software.
2. ACCOUNTS OFFICER Coordination of payments for all LMDA activities. The incumbent will among others, compile information required for payment processing from sections to facilitate authorization and approval for payment. Timely processing of salaries, benefits and deductions Timely payment to suppliers Maintain proper records of expenditure Administer petty cash - Certified Accountant Technician - Minimum 3 years experience working in a professional accounting position; OR - Diploma in Business Studies or Equivalent with at least 3 years experience in a related field.
3. ADMINISTRATION OFFICER Responsible for the purchasing function, stores and office supplies management, maintenance of all LMDA assets i.e. keep up to date vendors database and facilitate repair and replacement of assets where necessary. Ensure Timely purchasing of office consumables, goods and services Implement stores and supplies management system; Provide logistic support; Implement Fleet and Asset Management System; Prepare reports on a regular basis; Coordinate activities of office managers from regional offices in Leribe and Mohale s Hoek; - Diploma in Business Administration or equivalent from a recognised institution; - 5 years administration experience in an organisation of not less than 70 persons; - 5 years experience in office purchases and stores management; - 5 years experience in implementation of fleet and asset management systems; - Code B driver s license and defensive driving certificate. Knowledge of Ms Office Applications, internet browsers and on-line research tools; Fleet Management System; and Inventory and Asset Management Systems.
4. PROCUREMENT OFFICER To provide professional support and coordination of procurement activities at LMDA. Coordination and facilitation of Procurement Planning; Implementation of Procurement Guidelines; Coordination of procurement performance and reporting; Coordination and management of all procurement activities leading to the selection process of Consultants/Contractors/ Suppliers until contract award; Coordination of procurements to ensure commitment in accordance with the Procurement Implementation Plan (PIP); Contract administration, and coordination; - Degree in Business Administration/Management/ Supply Chain Management or related field, or Professional Diploma in Purchasing and Supply chain/procurement (CIPS); - Minimum four (4) years experience in coordinating and managing the procurements process; - Minimum three (3) years experience in project management and contract administration; - A Certified Procurement Professional / Member of the Chartered Institute of Purchasing and Supply Professional (CIPS), is preferred - Code B driving license and defensive driving certificate. - Familiarity and/or experience with procurement guidelines and procedures of international Donor Institutions particularly those of the World Bank and/or US Government. - Demonstrated ability to work collaboratively with domestic and international stakeholders and counterparts. - Strong computer skills with MS Office applications (Word, Excel and PowerPoint)
5. ACCOUNTING SPECIALIST To manage the accounting and reporting aspects of LMDA s Fiscal Services Section and provide expertise in assets, liquidity and foreign exchange management. Bank reconciliations Fixed assets reconciliation Provision of periodic divisional reports General ledger management Advances management Coordination of foreign exchange rates - Bachelor of Commerce in Accounting Degree or Registered Accountant - Three (3) years of prior work experience involving finance and accounting at supervisory level. - Code B driving license and defensive driving certificate. Strong analytical and critical thinking skills. Understanding of economics, including conducting cost-benefit analysis; Deep and relevant knowledge of the business environment and private sector stakeholders in Lesotho and/or Southern Africa as well as opportunities for and constraints to growth and development Strong computer skills (Micro soft Office, Internet, MS Project, Statistical analysis packages and database, particularly MS Access).
6. MANAGER FISCAL SERVICES To manage the operational and administrative aspects of LMDA s Fiscal Services Section and provide leadership to a small team. Plan, organize and coordinate activities of the Section; Supervise automated accounting system of the Agency; Provide periodic reports to management; Manage fixed assets module; Plan and coordinate budget activities; Coordinate external audit work - Bachelor of Commerce in Accounting Degree or Registered Accountant. - Seven (7) years of prior work experience involving finance and accounting at a managerial level. - Code B driver s license and defensive driving certificate. 7. SENIOR ACCOUNTING SPECIALIST Responsible for maintenance of the automated accounting system and financial reporting as well as fixed assets register.
