DCR Phoenix 256 Rideau Street OTT-00206641-A0 April 12, 2013 1 Background It is proposed to construct a 183 unit, 27 storey apartment building at 256 Rideau Street in the City of Ottawa. The site is located between a 4-lane urban arterial roadway, specifically Rideau Street, and Besserer Street. However, Besserer Street is not considered a noise source by the City of Ottawa Official Plan - Schedule F. The site is also located within 100m of a 2-lane urban arterial road, Cumberland Street. As a result of this development s proximity to these noise sources, a Noise Assessment Study is required. The exact location of the site can be found in the attached Figure 1. The goal of this report is to address anticipated noise levels from road traffic and to make necessary recommendations for any noise levels exceeding acceptable guidelines as set out by the Ontario Ministry of the Environment (MOE) and the City of Ottawa s Noise Control Guidelines. The specific requirements as identified in the City of Ottawa's Environmental Noise Control Guidelines are as follows: Where a new development is proposed within 100m from the right-of-way of an existing or proposed road arterial, major collector or bus Transitway, 250m of an existing of proposed highway, light rail transit corridor or a secondary main railway line, or 500m from the right-of-way of a freeway or 400-series provincial highway or a Principal Main railway line, the City will require a noise study to be prepared. 2 Sound Level Criteria The Ministry of the Environment (MOE) requirements and the City of Ottawa Noise Control Guidelines place limitations on indoor and outdoor sound levels from road traffic are summarized in Table 23-1 below. Because noise from roadway traffic fluctuates over the audible range of hearing, it is convenient to describe noise in terms of an equivalent 24-hour sound level (denoted as Leq). MOE Guidelines require that traffic noise be evaluated in relation to specific locations during certain time periods. In general, noise levels are predicted for outdoor living areas (generally the backyard of a residential home) during the day and for 1

Summaries of these requirements are shown in Tables 2-2 to 2-5. However, for this particular 27 storey apartment building, no outdoor living areas have been provided. The balconies are too small to be classified as outdoor living areas. A review of the internal uses of the building was completed in order to determine the noise control requirements. Architectural floor plans and elevations of the building are provided in Appendix C. Generally, the first through third floors are comprised of commercial space, and the fourth through twentysixth are comprised of residential areas. The north face of the building include windows that face Rideau Street. Noise levels were therefore assessed on the north face of the building. Predicted noise levels were determined at the centre of the windows on the first, sixth, thirteenth, nineteenth and twenty-seventh floors. Refer to Figures 2 and 3 for noise source and receiver locations. Noise receiver locations are labeled by the face of the building on which they are located, along with a number indicating on which floor noise was analysed (i.e. N6 indicates a receiver located on the north receiver position of the building, with noise level analysed on the sixth floor). 2

DCR Phoenix 256 Rideau Street OTT-00206641-A0 April 12, 2013 2.1 Vehicular Traffic Noise Noise emanating from roadway traffic was analyzed at the north face of the proposed apartment building. Refer to Figures 2 and 3 in Appendix A for noise source and receiver locations. In general, noise levels are predicted for outdoor living areas and indoor living areas during the day and for bedrooms during the night. This building does not include any designated outdoor living areas (OLA), so this element was removed from consideration. 2.2 Aircraft/Airport Noise This site is located outside of the Noise Exposure Forecast and Noise Exposure Projection zones of the Ottawa Airport as per the Revised Airport Noise Contours 2013 NEF and 2023 NEP. Therefore, noise from air traffic does not impact this site and will not be examined in this report. 2.3 Stationary Noise A review of the surrounding building uses and the zoning of adjacent properties was completed in order to determine if there was a potential impact or influence from stationary noise sources. Though typical residential and commercial HVAC units exist within proximity of the proposed building, these existing buildings are zoned as residential and commercial and therefore not classified as stationary noise sources. 3 Traffic Information Traffic information used for this study was obtained from the review of existing roadway conditions and reference to the City of Ottawa s Noise Control Guidelines. In proximity to the site, a total of one roadway and one railway are within the required distance for noise impact evaluation, as described in Section 1. Noise sources are as follows: Rideau Street (within 100m) Cumberland Street (within 100m) Road traffic parameters used in this analysis are summarized in Table 3-1 below. Noise levels were calculated based on the noise emanating from these segments. 6

STAMSON Version 5.03 (1999), which is based on the Ontario Road Noise Analysis Method for Environment and Transportation ( ORNAMENT ) Model, was used for all calculations in this report. The output files are attached in Appendix B for reference. In addition to the traffic data (Table 3-1) that was used in the analysis, the following information was applied to the STAMSON model Intermediate surfaces between the source and receiver locations were assessed as a reflective ground surface. Topography was assessed as a flat/gentle slope. Road pavement and road gradient were assessed as typical asphalt or concrete and flat grade. 7

Based on the results summarized above, all north facing units require Central Air Conditioning (Warning Type D). The building components (walls, windows, etc.) for these units must be designed to achieve indoor sound level criteria as follows: North façade components: Reduce predicted outdoor sound levels of 70.97 dba to 45 dba for living/dining areas and 50 dba for commercial areas. 7 Conclusions and Recommendations It is recommended that this development be approved with respect to Noise Assessment based on the following: Notices on Title: 1. It is recommended that the following Notices on Title for all the units facing Rideau Street on the north should be included in all Agreements of Purchase and Sale in accordance with the terms specified by the Development Agreement. a. This dwelling unit has been supplied with a central air-conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of Environment s noise criteria. b. The Transferee covenants with the Transfer or that the above clause, verbatim, shall be included in all subsequent agreements of Purchase and sale and deeds conveying the lands described herein, which covenant shall run with the said lands and is for the benefit of subsequent owners of the said lands and the owner of the adjacent road. In addition, the building components should be reviewed by a qualified acoustical engineer to determine the sound insulation requirements for building components (walls, windows, doors). 9
