Economic Assessment COMMERCE CORRIDOR STUDY 21

Assessment of Bundled Improvements To quantify improvement economic impacts, the bundles of improvements have been assessed for how the projected changes in transportation activity and improvement expenditures affect the economy. Before the economic assessment was performed, data were obtained from the Transportation Assessment modeling of network impacts and the expenditures for the bundled improvement projects. The economic assessment translates the changes to the transportation network in terms of miles and time into dollars and job impacts due to resulting performance changes. Mechanism for the economic impact analysis modeling is how project bundles affect the economy through cost savings 22 and/or new expenditures as consequences of their adoption. COMMERCE CORRIDOR STUDY 22

Bundled Project Impacts Evaluation Bundled projects with modeled network impacts are better able to be modeled for their economic impacts Projects which together as a bundle generate greater improvements in travel time savings, safety improvements, and travel time reliability are those most likely to generate significant economic impact results. Wider-area economic benefits of productivity gains can matter too, but not likely in insolation. Projects serving a higher volume of traffic and providing more travel improvement benefits at the margin are likely to be those with greater economic impacts. Economic impacts were therefore modeled for the three bundled investment packages. 23 COMMERCE CORRIDOR STUDY 23

What was done? the Economic Assessment Process Modeling 1. Define baseline future network (existing + committed) 2. Define (incremental) alternative investment packages E.g. Mid-level versus aggressive investment Travel Demand Modelling Network performance under base and alternative investment packages: TRIPS VMT VHT % Congested (By Mode/Purpose) (Investigate changes in Labor/Delivery Market Access, Intermodal Access) Economic Modelling (TREDIS) Construction and O&M costs Economic impact of investment packages relative to baseline: Jobs Sales Income GRP (Including industry/occupation detail) 24 COMMERCE CORRIDOR STUDY 24

Economic Assessment Process Understanding Economic Impacts Industry & household responses to cost savings: Households: Businesses: Decrease in spending on transportation Decrease in spending on transportation Increase in spending on other consumer goods Retained as profit Passed on to customers (reduced prices) Changes in industry sales (output) by sector Invested in workers, equipment, and R&D Additional broader productivity effects: Effect of improved reliability on logistics costs and industry sales Effect of access/connectivity on productivity, by industry 25 COMMERCE CORRIDOR STUDY 25

Short-, Medium-, & Long-Term Grouping and Cost estimates COMMERCE CORRIDOR STUDY 30

Study team is looking for input from TAC & PAC regarding cost estimates for the various solutions and the grouping of those solutions into Short-, Medium-, and Long-Term categories. COMMERCE CORRIDOR STUDY 31

The study team is showing a draft cost for each solution. These costs either come from published documents, the VDOT Planning Level Cost Estimating tool, or were estimated using professional judgment. When previous cost estimates were for a year other than 2017, adjustments were made to allow all cost estimates to reflect 2017 dollars. COMMERCE CORRIDOR STUDY 32

Study team has also developed a first-cut at grouping the solutions into Short-, Medium-, and Long-Term categories. The following slides document the general criteria used for this initial grouping. COMMERCE CORRIDOR STUDY 33

Short-Term: Solutions are marked as short-term if the activity could generally be completed within a 10-year timeframe and has at least three of the following attributes: Relatively low cost (generally $0 to $50m) There exists a current need Funding is in place We re not waiting for something else to occur before we can proceed (e.g. not waiting on development to occur, federal, state or local approvals required) The action would help to market the area for industrial redevelopment COMMERCE CORRIDOR STUDY 34

Medium-Term: Solutions are marked as medium-term if the activity could generally occur in the 10 to 20-year timeframe and has at least three of the following attributes: Higher cost than short-term solutions & generally up to $100m Solution is not fully funded Solution is based on needs identified in the 10 to 20-year timeframe Requires more complex project delivery such a multijurisdiction, public and private infrastructure, multiple funding sources, federal, state or local approvals Waiting for other activities to occur before it makes sense to pursue (e.g. waiting for clarity on nature & intensity of industrial redevelopment, increased rail demand at port) COMMERCE CORRIDOR STUDY 35

Long-Term: Solutions are marked as long-term if the activity would realistically occur beyond the 20-year timeframe and has at least two of the following attributes: Higher cost than short-term and medium-term solutions and generally above $100m Solution is not fully funded Solution is based on needs identified in the 20+ year timeframe Requires very complex project delivery such a multijurisdiction, public and private infrastructure, multiple funding sources, or significant federal, state or local approvals Waiting for other activities to occur before it makes sense to pursue (e.g. waiting for clarity on nature & intensity of industrial redevelopment, increased rail demand at port) DRAFT COMMERCE CORRIDOR STUDY 36

Shortlisting of solutions COMMERCE CORRIDOR STUDY 41

With the information developed thus far in the study, the project team sees opportunities to make informed eliminations among the list of 62-solutions. We are looking for input from the TAC/PAC in this area. Any eliminations could be made based on a number of factors including but not limited to: 1) Is the solution redundant with a more economical solution? 2) Is the anticipated performance from an economic and/or transportation perspective relatively low The following slide offers a qualitative perspective about considering solution performance. COMMERCE CORRIDOR STUDY 42

Higher direct transportation & economic benefits (e.g. congestion relief, travel time savings, change in VMT Quadrant 1 Quadrant 2 Lower cost solutions Higher cost solutions Quadrant 3 Quadrant 4 Lower direct transportation & economic benefits (e.g. congestion relief, travel time savings, change in VMT COMMERCE CORRIDOR STUDY 43

When considering the criteria listed on a previous slide relating to redundancy and solution performance, below is an example elimination that comes to mind: Ref # Need Solution Increase horizontal and vertical clearance at two I-95 underpass locations that H3.1 Improve ability to bring larger / connect Commerce Road to Deepwater Terminal Rd. oversized cargo to RMT via truck H3.2 Construct 0.7 mile Deepwater Terminal Road extension to Goodes Street Cost Estimate (2017 Dollars) $20,000,000 $3,785,000 Short-Term Medium-Term Long-Term In this example, H3.2 effectively accomplishes the Need in a much more economical way, thus allowing the elimination of H3.1 Following this same logic, it s likely that several more solutions could be taken off the list. We re looking for TAC/PAC feedback in the next few weeks on this subject. COMMERCE CORRIDOR STUDY 44
