CITY OF MONTGOMERY POSITION DESCRIPTION Position Title: Construction and Compliance Inspector FLSA Status: Non-Exempt Reports to: Public Works Director Civil Service Status: Unclassified General Function: Is responsible to the Public Works Director and assists with coordinating, inspecting and requiring compliance with construction standards and zoning and property maintenance codes. Ensures the health, safety, and general welfare of Montgomery residents and businesses through the interpretation, administration and enforcement of provisions contained in the Ohio Revised Code, City of Montgomery Code of Ordinances, zoning and property maintenance codes of the City, the Ohio Manual for Uniform Traffic Control Devices and all applicable construction and safety standards adopted or approved for construction within the City of Montgomery. Is committed to the mission, vision, and values of the City through ethical conduct, community stewardship, individual initiative and responsive service. Demonstrates leadership, management and technical skills through effective collaboration, using team resources, progressive decision making and personal responsibility. Technical Tasks Performs routine inspections of City-owned properties, parkland and equipment, annual sidewalk inspections, right-of-way permit inspections and private development project inspections. Demonstrates comprehensive knowledge of and enforces all standards contained in the Ohio Department of Transportation Construction Manual, City of Montgomery construction standards, the Ohio Manual for Uniform Traffic Control Devices, the Ohio Revised Code and all other applicable city, county, state or federal regulations. Assists with enforcing provisions contained in the City of Montgomery Code of Ordinances and laws for zoning and property maintenance codes. Conducts routine and random site inspections of improvement projects with approved zoning permits to ensure compliance with the conditions of the permit. May assist with investigating and responding to complaints regarding zoning and property maintenance code violations. Conducts sweep inspections to insure compliance with temporary sign regulations. Prepares reports of inspection activities and documents the progress of construction projects. Responds to inquiries regarding construction or improvement projects within the City. Completes inspections of projects to verify compliance with established standards and completes and/or reviews all as built site plans for public infrastructure and private construction redevelopment projects. Works in cooperation with, and under the general supervision of, the Public Works Director to provide comprehensive support to city staff, appointed and elected officials, and to businesses, residents and visitors to the community. Performs all job duties in compliance with the established rules and regulations of the City of Montgomery. Prepares letters, reports, purchase requisitions, legal notices, memos, and other written documents. Demonstrates accountability and responsibility for completion of work assignments in the absence of a department supervisor; provides responsive and timely feedback to supervisory staff on status and progress of work activities. Promotes safe work practices and ensures compliance with City safety policies.

Provides recommendations for the development of operating procedures, policies, rules and regulations. Attends meetings, seminars, conferences, and other related events. Maintains individual knowledge and skills to be able to carry out all duties of department personnel. Reviews and investigates and completes work or provides recommendations for corrective action associated with requests for service(s). Maintains professional certifications and training through attendance at related trainings and conferences and membership in professional organizations and other professional affiliations. Handles other responsibilities and duties as assigned or needed. Equipment Used: Operates automobile and current office equipment including: telephone, fax machine, copier, calculator, computer, paging and two-way radio equipment. Also uses camera, Geographic Information Systems and various infrastructure software applications, and other office and field equipment. Location of Work and Physical Requirements of Position: Must be able to safely and effectively operate a motor vehicle; demonstrate physical strength and dexterity in the use of hands and feet; work requires walking and standing on varying types of terrain and irregular surfaces; must be able to move/transport oneself from one work site to another; must be able to perform lifting of departmental equipment, supplies, and tools; requires climbing, balancing, stooping, kneeling, and reaching; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small equipment and tools or detailed clerical work, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; requires working in adverse weather; requires ability to work a flexible schedule (to include nights and weekends); and be able to deal with stressful conditions in a calm and professional manner; must be able to work in off-site locations, including construction sites, confined spaces and residential structures. Work is performed primarily throughout the physical environs of the City and in other off-site locations or in the Montgomery City Hall or other city buildings, as is necessary. Minimum Requirements for Position: High School diploma or G.E.D. required; minimum of five years of prior experience in construction, engineering, public works, or construction management related field preferred; associate or bachelor s degree in business administration, construction management, or

engineering preferred. Ability to interact effectively with the public, agencies, and staff at all levels. Must possess a working knowledge of management principles and all aspects of construction. Must be able to perform the essential functions of the job without posing a threat to the health or safety of oneself or others; must have knowledge of current office equipment and procedures including computer data entry and retrieval; ability to inspect work for compliance with applicable standards; coordinate project activities with City staff; demonstrated leadership skills and abilities; ability to maintain effective working relationships; ability to communicate effectively orally and in writing; must possess a valid driver s license from state of residency.
