Noise Feasibility Study, Proposed Stacked Townhouse Development Page 1 3060 & 3072 Sixth Line, Oakville, Ontario October 13, 2015 1 Introduction and Summary HGC Engineering was retained by 2457667 Ontario Inc. to conduct a noise feasibility study for their proposed stacked townhouse development to be located between Sixteen Mile Drive and Kaitting Trail in the Town of Oakville, Region of Halton, Ontario. There is agricultural land to the northeast and low-rise condominiums or single-family detached dwellings in the surrounding areas. South of the proposed site is a public space with a pedestrian bridge crossing over a channel. The study is required by the municipality as part of their planning and approvals process in support of a planning application. Road traffic data for Sixth Line and Dundas Street West were obtained from the Town of Oakville and the Region of Halton. The data was used to predict future traffic sound levels at the locations of the proposed dwelling facades. The predicted sound levels were compared to the guidelines of the Ministry of Environment and Climate Change (MOECC). The results of the study indicate that it is feasible to achieve the MOECC sound level guidelines at the proposed residential development. The sound level predictions indicate that the future traffic sound levels will exceed MOECC guidelines at the dwelling units adjacent to and with exposure to Sixth Line. The dwellings adjacent to Sixth Line will require central air conditioning systems. The dwellings with some exposure to both Sixth Line and Dundas Street West will require forced air ventilation systems with ductwork sized for the future installation of central air conditioning by the occupant. Upgraded building constructions and glazing constructions will be required for the blocks adjacent to Sixth Line. The MOECC guidelines recommend that noise warning clauses be used to inform future residents of the traffic noise impacts and sound level excesses.

The site is located on the west side of Sixth Line and north of Dundas Street West and Kaitting Trail, in the Town of Oakville, Ontario. The proposed development will consist of 4 blocks of three-storey stacked townhouses, with 2 blocks fronting onto Sixth Line. There are rear balconies and an underground parking garage. Figure 2 shows the latest site plan of the development prepared by Global Architect Inc. dated August 2013 along with the locations at which the STAMSON noise predictions were performed. Appendix C includes the General Land Use section of the Town of Oakville Official Plan. A site visit was made by HGC Engineering personnel on July 22, 2015. The primary noise source of road traffic noise is Sixth Line and a secondary source of road traffic noise is Dundas Street West. The subject lands are currently residential. The lands surrounding the subject site are existing residential uses with some agricultural lands along the east side of Sixth Line. As indicated in the Town of Oakville Official Plan, the lands to the east of the subject site are designated Central Business District and Uptown Business Core for a range of commercial, medium and high density residential, institutional, entertainment, employment, cultural, medical and related public uses. 3 Noise Level Criteria Guidelines for acceptable levels of road traffic noise impacting residential developments are given in the MOECC publication NPC-300 Environment Noise Guideline Stationary and Transportation Sources Approval and Planning, release date October 21, 2013, and are listed in Table 1 below. The values in Table I are energy-equivalent (average) sound levels [L EQ ] in units of A-weighted decibels [dba]. Noise Feasibility Study, Proposed Stacked Townhouse Development Page 3 Sixth Line and Dundas Street West, Oakville, Ontario October 13, 2015 Daytime refers to the period between 07:00 and 23:00, while nighttime refers to the period between 23:00 and 07:00. The term "Outdoor Living Area" (OLA) is used in reference to an outdoor patio, a backyard, a terrace or other area where passive recreation is expected to occur. Balconies that are less than 4 m in depth are not considered to be outdoor living areas under MOECC guidelines. The MOECC guidelines allow the daytime sound level criteria in an Outdoor Living Area (OLA) to be exceeded by up to 5 dba, without mitigation, provided that a clause warning future occupants of the potential noise excess is included in the Development Agreements, offers of purchase and sale, and rental agreements. Where OLA sound levels exceed 60 dba, physical mitigation is recommended to reduce the OLA sound level to 60 dba or less. A central air conditioning system as an alternative means of ventilation to open windows is required for dwellings where nighttime sound levels outside bedroom windows exceed 60 dba or daytime sound levels outside living room windows exceed 65 dba. Forced-air ventilation with ducts sized to accommodate the future installation of air conditioning is required when nighttime sound levels at bedroom windows are in the range of 51 to 60 dba or when daytime sound levels at living room windows are in the range of 56 to 65 dba. Building components such as walls, windows and doors must be designed to achieve indoor sound level criteria when the plane of bedroom window sound level is greater than 60 dba or the daytime sound level is greater than 65 dba due to road traffic noise. Warning clauses are required to notify future residents of possible excesses when nighttime sound levels exceed 50 dba at the plane of the bedroom window and daytime sound levels exceed 55 dba in the outdoor living area and at the plane of the living room window due to road traffic. 4 Traffic Noise Predictions 4.1 Road Traffic Data Sixth Line is a Town of Oakville roadway. Ultimate road traffic volumes for the intersection of Burnhamthorpe Road and Sixth Line were obtained from the Town of Oakville, Engineering and Construction Department, and are provided in Appendix A. This data was used for Sixth Line. For Sixth Line, a commercial vehicle percentage of 6%, split into 4% medium trucks and 2% heavy

A posted speed of 60 kph along with a day/night split of 90%/10% was used in the analysis for Sixth Line. Dundas Street West is a Region of Halton roadway. Ultimate road traffic volumes for Dundas Street was obtained from the Region of Halton, and is provided in Appendix A. A commercial vehicle percentage of 13%, split into 8% medium trucks and 5% heavy trucks was used in the analysis. A posted speed of 80 kph along with a day/night split of 90%/10% was used in the analysis for Dundas Street West. Table II summarizes the traffic volume data used in this study. Sample STAMSON output is included in Appendix B. The acoustic requirements may be subject to modifications if the site plan/draft plan is changed significantly. Sound levels were predicted in the plane of the 3 rd storey windows during daytime and nighttime hours to investigate ventilation and building façade construction requirements.

Recommendations to address these excesses are discussed below. 5.1 Outdoor Living Areas The stacked townhouses front onto Sixth Line. There may be small balconies less than 4 m in depth on the rear of the dwellings. These balconies are not classified as outdoor amenity areas and are exempt from road traffic assessment. There are no outdoor amenity areas shown on the plans. 5.2 Indoor Living Areas Air Conditioning The predicted future sound levels outside the plane of the bedroom windows of the blocks directly fronting onto Sixth Line are greater than 60 dba at the bedroom window and greater than 65 dba during the daytime. Central air conditioning systems are required so that windows may remain closed. The location, installation and sound ratings of the outdoor air conditioning devices should minimize noise impacts and comply with criteria of MOECC publication NPC-216, Residential Air Conditioning Devices. Figure 3 shows the blocks requiring air conditioning.

Noise Feasibility Study, Proposed Stacked Townhouse Development Page 6 Sixth Line and Dundas Street West, Oakville, Ontario October 13, 2015 Provision for the Future Installation of Air Conditioning The predicted nighttime sound level at the plane of the bedroom windows of some of the townhouse units with some exposure to Dundas Street West and some exposure to Sixth Line is between 51 and 60 dba during the night and between 56 dba and 65 dba during the day. To address this excess, the MOECC guidelines recommend that these dwelling units be equipped with a forced air ventilation systems with ducts sized to accommodate the future installation of air conditioning by the occupant. The guidelines also recommend warning clauses for this townhouse block. Window or through-the-wall air conditioning units are not recommended for any residential units because of the noise they produce and because the units penetrate through the exterior wall which degrades the overall noise insulating properties of the envelope. The location, installation and sound ratings of the outdoor air conditioning devices should minimize noise impacts and comply with criteria of MOECC publication NPC-216, Residential Air Conditioning Devices. The townhouse units requiring forced air heating are shown on Figure 3. For the remaining blocks in the development, there are no specific ventilation requirements. 5.3 Building Facade Construction Future road traffic sound levels at the blocks adjacent to Sixth Line (Blocks C and D) will exceed 60 dba at night and 65 dba during the daytime. MOECC guidelines recommend that the windows, walls and doors be designed so that the indoor sound levels comply with MOECC noise criteria. The required building components are selected based on the acoustical insulation factor (AIF) value for road traffic. To do so, calculations were performed to determine the acoustical insulation factors to maintain indoor sound levels within MOECC guidelines. The calculation methods were developed by the National Research Council (NRC). They are based on the predicted future sound levels at the building facades, and the anticipated area ratios of the facade components (walls, windows and doors) and the floor area of the adjacent room. AIF values are given in Table IV for each of the façades based on the possibility of sound entering the building through walls, windows and doors.

LR Living/Dining/Family Rooms BR Bedrooms OBC meeting the minimum requirements of the Ontario Building Code As an example, for the units fronting onto Sixth Line, windows with an AIF of 27 will provide sufficient sound insulation for the bedrooms as long as the window to floor area ratio does not exceed 50% for the living/dining room and 63% for bedrooms. When detailed floor plans and building elevations are available, an acoustical consultant should review the floor plans and building elevations for the dwelling units fronting onto Sixth Line to specify wall and window types with sufficient acoustical insulation for the indoor spaces based on actual window to floor area ratios. 5.4 Warning Clauses The MOECC guidelines recommend that warning clauses be included in the property and tenancy agreements for all lots and blocks with anticipated traffic sound level excesses. Examples are provided below. Suggested wording for future dwellings with sound level excesses the MOECC criteria is given below: Type A: Purchasers/tenants are advised that sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the Municipality s and the Ministry of the Environment s noise criteria.

Type B: Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the Municipality s and the Ministry of the Environment s noise criteria. Suitable wording for future dwellings requiring forced air ventilation systems is given below. Type C: This dwelling unit has been fitted with a forced air heating system and the ducting etc., was sized to accommodate central air conditioning. Installation of central air conditioning will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the Municipality s and the Ministry of the Environment s noise criteria. (Note: The location and installation of the outdoor air conditioning device should be done so as to minimize the noise impacts and comply with criteria of MOECC publication NPC-216, Residential Air Conditioning Devices.) Suitable wording for future dwellings requiring central air conditioning systems is given below. Type D: This dwelling unit has been supplied with a central air conditioning system which allows windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the noise criteria of the Municipality and the Ministry of the Environment. Suitable wording for dwellings on lots near employment blocks is given below. Type E: Purchasers are advised that due to the proximity of the adjacent commercial/employment lands, sound levels from these facilities may at times be audible. These sample clauses are provided by the MOECC as examples and can be modified by the Municipality as required.

Future road traffic sound levels will exceed MOECC guidelines at some of the future buildings, but feasible means exist to reduce the impact to within acceptable limits. The following list and Table V summarizes the recommendations made in this report. 1. Central air conditioning is required for the blocks directly adjacent to Sixth Line. Forced air ventilation with ductwork sized for the future installation of central air conditioning by the occupant is required for the townhouse units with some exposure to both Dundas Street West and Sixth Line. 2. Upgraded building and glazing constructions will be required for blocks directly fronting onto Sixth Line. When detailed floor plans and building elevations are available, an acoustical consultant should refine the glazing requirements. For the remaining blocks in the second row, any building construction meeting the OBC is sufficient. 3. Dwellings with exposure to Sixth Line and Dundas Street West will require noise warning clauses.
