SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF PRELAMINATED MEDIUM DENSITY FIBREBOARD ACCORDING TO IS 14587:1998 (Including Amendment Nos. 1 to 5 ) DOC:STI/14587/2 October 2008 1. LABORATORY : A laboratory shall be maintained which shall be suitably equipped and staffed to carry out the different tests in accordance with methods given in the specification. 1.1 All testing apparatus, equipments shall be periodically checked/calibrated and records of such checks/calibrations shall be maintained. 2. TEST RECORDS: All records of the tests shall be kept in suitable forms approved by the Bureau of Indian Standards (BIS). 2.1 Copies of any records or charts that may be required by BIS shall be made available at any time on request. 3. QUALITY CONTROL It is recommended that, as far as possible. Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme (See IS 397 (Part 1)-2003 to IS 397 (Part IV) 2003). 3.1 In addition efforts should be made to gradually introduce the Quality Management System in accordance with IS/ISO 9001. 4. STANDARD MARK: The Standard mark as given in column (1) of the First Schedule of the license shall be applied by printed strickers or transfix Lables on each prelaminated medium density fibreboard or on any edge of the board indelibly, provided always that the particle boards thus marked conforms to every requirement of the specification. 4.1 MARKING: In addition the following information shall be legibly and indelibly marked on any edge of prelaminated medium density fibreboard. a) Name of the manufacturer or trade mark if any; b) Grade and Type of prelaminated medium density fibreboard c) Size & Thickness; d) Year of Manufacture; e) Control unit number to enable tracing back the production to the factory records; f) Made in India if, required. g) The criteria for which the product has been labeled as ECO Mark. h) Licence No. (i.e. CM/L..) 5. LEVELS OF CONTROL: The tests as indicated in Table 1 attached and at the levels of control specified therein shall be carried out on the whole production of the factory
covered by the scheme and appropriate records maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standard and covered by this license shall be marked with Standard Mark. 5.1 CONTROL UNIT: For the purpose of this scheme, PLMDF boards of the same type and grade manufactured with the same batch of adhesive compound during and eight hour shift, subject to a maximum of 1000 boards shall constitute a control unit. DOC:STI/14587/2 October 2008 5.2 For measurement of dimensions, in case of failure, all the boards manufactured during last one hour shall be checked and those conforming to the requirements, shall be marked. If possible, the defective boards could however be dimensioned to lower sizes to remove the defects. In respect of failure in any of these requirements the entire control unit representing the failed sample shall not be marked. 5.3 For tests other than measurement of dimensions and cyclic test, two samples shall be tested from the same control unit and the control unit shall be rejected and not marked if both the samples fail. If one sample fails, then two additional samples shall be taken from the same control unit for retesting. The control unit shall be considered to have passed if both these samples conform to the specified requirements. 5.4 On the basis of the results of the tests and analyses, the decision regarding conformity or otherwise, of a control unit to a given requirement shall be made. 5.5 REQUIREMENTS FOR ECO MARK : Prelaminated Medium Density Fibreboards shall conform to the requirements of quality and performance as specified in the standard as well as the requirements of ECO Mark for all the referred standards. (Ref. clause 11 of IS 12823:1990 for general and specific requirements for ECO Mark). 5.6 In respect of all other clauses of the specification the factory will maintain appropriate controls and checks to ensure that their product conforms to the various requirements of the specification. 6. REJECTIONS: A separate record shall be maintained giving information relating to the rejections of prelaminated medium density fibreboard, which do not conform to the specification and the method of their disposal. Such rejections shall in no case be stored together with those conforming to the specification. 7. SAMPLES: The licensee shall supply, free of charge, the sample(s) required in accordance with the Bureau of Indian Standards (Certification) Regulations, from his factory or godown(s) BIS shall pay for the samples taken by it from the open market. 8. REPLACEMENT: Whenever a complaint is received soon after the goods with Standard mark have been purchased and used and if there is adequate evidence that the goods have not been misused, defective goods or their components shall be replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS. The firm shall have own complaint investigation system as per IS/ISO 10002. 8.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out f such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases.
9 STOP MARKING: The marking of the product shall be stopped under intimation to BIS if, at any time, there is some difficulty in maintaining the conformity of the product to the specification or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS. 9.1 The marking to the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 10 PRODUCTION DATA: The licensee shall maintain production data as per enclosed proforma-1, which may be authenticated by a Chartered Accountant statement of the quantity produced, marked and exported by him and the trade value thereof during the half year ending 30 June and 31 December. This statement is required to be forwarded to BIS on or before the 31 st day of July and January for the preceding half-year.

A frequency of 2 samples every month for each thickness is followed for cyclic test till three consecutive satisfactory results are obtained. Therefore frequency as stipulated in Table be resumed. * No in-house testing may be necessary, if the raw materials are either ISI marked or accompanied by suppliers test certificate indicating conformity to the relevant Indian Standards Specification. However, for MDF boards one sample may be drawn in a year for independent testing, in order to ensure conformity to the specification.
