801 - GENERAL 801.1 Conformance with Chapter 22 of Municipal Code All Public Works construction shall conform to the requirements of Chapter 22 of the Municipal Code of the City, which concerns erosion and sediment control. 801.2 Scope of Work This work shall consist of providing all labor, equipment, materials, supervision, tools, supplies, and incidentals required to control and minimize soil erosion and discharge of sediment from the construction site to adjacent lands, streams, roadways, and underground public utilities, as specified on the plans, or as directed by the Engineer. 801.3 General The Engineer may direct that projects meet the following specifications when they may impact on the discharge of sediments into streams or onto existing streets or abutting parcels. 801.4 Plans Where erosion and sediment control plans have been prepared by the Engineer and made a part of the Contract Documents, they shall specify the type of erosion and sediment control desired for the project. This shall not, however, relieve the Contractor of his responsibility to minimize soil erosion and sediment transfer on the project during construction. If erosion and sediment control plans are not included in the Contract Documents, the Contractor shall install those features needed to control and minimize soil erosion and sediment transfer on the project during construction. 801.5 Facility Maintenance The Contractor shall inspect all erosion and sediment control facilities to assure that they are functioning as designed and that sediment has not caused a failure or accumulated in excess of 50% of the available storage of the facilities. Should the Contractor note a failure or over burdening of the facilities, the Contractor shall immediately make repairs. The Contractor shall be responsible for any discharge from the site due to lack of maintenance or other causes. He shall immediately clean up any material discharged from the site and make repairs or restore the area. 801.6 Basis of Payment - General Erosion and sediment control may be bid as either a unit price or lump sum bid item depending on the extent of work required by the project. 801.6.1 Lump Sum Bid Item or One Unit Bid Item On contracts where erosion and sediment control is bid as a lump sum bid item or as a bid item having only one unit, the method of measurement and basis of payment shall be as follows. METHOD OF MEASUREMENT - Shall be per bid item for Furnish and Install Erosion and Sediment Control. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract price for Furnish and Install Erosion and Sediment Control. Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, supplies, tools, and incidentals required to furnish and transport materials, excavate, trench, place, anchor, and maintain the erosion and sediment control facilities including; replacement of failed units, removal of sediment, removal and proper disposal of all erosion and sediment control materials upon acceptance of growth of ground cover, and restoration of the area disturbed by the removal of erosion and sediment control facilities. 802 - STANDARD METHODS OF EROSION AND SEDIMENT CONTROL The following are some examples of standard methods of temporary soil erosion and sediment control that can be used by the Contractor, or may be specified in the Contract Documents, to minimize soil and sediment transfer from the project area. Other methods may be specified in the Contract Documents due to special conditions of the project area. Materials and installation shall conform to the requirements of the "Wisconsin Construction Site Erosion & Sediment Control Technical Standards", latest edition, except as noted herein. 802.1 Erosion Mat 802.1.1 Scope of Work The work under this section shall consist of furnishing, placing and maintaining a layer of erosion control matting on seeded areas of the project site at locations designated on the plans or in the Contract Documents or as directed by the Engineer. Unless otherwise stated in the Special Provisions, the erosion control matting shall be straw matting Type EG-1sRD, manufactured by Ero-Guard, Inc. (or approved equal) and treated with a rapid-rate ultra-violet (UV) plastic degrader. The matting shall be installed in the pattern recommended by the manufacturer. Prior to the acceptance of the ground restoration on private development projects and prior to the need for first mowing or the end of the guarantee period (whichever comes first) on City contracts, the Contractor shall remove all stakes that did not biodegrade and any residual components (plastic or straw) that did not biodegrade and shall reseed any areas damaged by the removal of such items. The erosion mat shall be staked using non-metalic stakes in accordance with the requirements of Section 703.22.2.4. 802.1.2 Maintenance The Contractor shall maintain the erosion mat and make satisfactory repairs of any areas damaged by erosion, traffic, fires, or other causes until acceptance of the work. 802.1.3 Method of Measurement/Basis of Payment Erosion mat can be bid either as included in the bid item for Furnish and Install Erosion and Sediment Control per Section 801.6.1 or as a unit price bid item. 802.1.3.1 Unit Price Bid Item When erosion mats are a separate bid item, the method of measurement and basis of payment shall be as follows. 802.2 Silt Fence METHOD OF MEASUREMENT - Shall be per square yard installed. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract unit price for Furnish and Install Erosion Mat (of specified material). Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, tools, supplies, and incidentals required to furnish and transport materials, place, anchor, and maintain the erosion mats, including replacement of failed units; removal and proper disposal of all erosion and sediment control materials upon acceptance of the growth of ground cover; removal of stakes and components that did not biodegrade; and restoration of area disturbed by the removal of erosion and sediment control facilities. 802.2.1 Scope of Work The work under this section shall consist of furnishing, installing, maintaining, and removing and disposing of silt fence as designated on the plans or in the Contract Documents, or as required by the Engineer. 802.2.2 Maintenance Silt fences shall be inspected immediately after each rainfall and at least daily during prolonged rainfall periods. Any required repairs or sediment removal shall be done immediately. 802.2.3 Method of Measurement/Basis of Payment Silt fence can be bid either as included in the bid item for Furnish and Install Erosion and Sediment Control per section 801.6.1 or as a unit price bid item. 802.2.3.1 Unit Price Bid Item When silt fence is a separate bid item, the method of measurement and basis of payment shall be as follows. METHOD OF MEASUREMENT - Shall be per lineal foot of silt fence installed. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract unit price for Furnish and Install Silt Fence. Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, tools, supplies, and incidentals required to furnish and transport materials, excavate, trench, place, anchor, and maintain the silt fence, including repair or replacement of failed sections; removal of sediment; removal and proper disposal of all erosion and sediment control materials upon acceptance of growth of ground cover; and restoration of area disturbed by the removal of erosion and sediment control facilities. 802.3 Straw Bale Barrier 802.3.1 Scope of Work The work under this section shall consist of furnishing, installing, maintaining, and removing and disposing of straw bale barriers as designated on the plans or in the Contract Documents or as directed by the Engineer. 802.3.2 Maintenance Straw bale barriers shall be inspected immediately after each rainfall and at least daily during prolonged rainfall. They shall not be used for more than three (3) months without replacement of all bales. Close attention shall be paid to the repair of damaged bales, end runs, and undercuts beneath bales. Necessary repairs to barriers or replacement of bales shall be made by the Contractor promptly. Sediment deposits should be removed after each rainfall. They must be removed when the level of deposition reaches approximately onehalf the height of the barrier. Any sediment deposits remaining in place after the straw bale barrier is no longer required shall be dressed to conform to the existing grade, prepared and seeded. 802.3.3 Method of Measurement/Basis of Payment Straw bale barriers can be bid either as included in the bid item for Furnish and Install Erosion and Sediment Control per Section 801.6.1 or as a unit price bid item. 802.3.3.1 Unit Price Bid Item When straw bale barriers are a separate bid item, the method of measurement and basis of payment shall be as follows: METHOD OF MEASUREMENT - Shall be per unit of straw bale barriers installed. One unit shall include all straw bales placed at a barrier. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract unit price for Furnish and Install Straw Bale Barrier. Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, tools, supplies, and incidentals required to furnish and transport materials, excavate, trench, place, anchor, and maintain the straw bales, including replacement of failed units; removal of sediment; removal and proper disposal of all erosion and sediment control materials upon acceptance of growth of ground cover; and restoration of area disturbed by the removal of erosion and sediment control facilities. 802.4 Stabilized Construction Entrance (Tracking Pad) 802.4.1 Scope of Work The work under this section shall consist of constructing a tracking pad of aggregate underlayed with filter cloth. The tracking pad shall be located where traffic enters or leaves the construction site to or from a public right-of-way, street, alley, or parking area and shall be as designated on the plans or in the Contract Documents or as required by the Engineer. 802.4.2 General The words "stabilized construction entrance" and "tracking pad" shall mean the same thing. The purpose of a stabilized construction entrance is to reduce or eliminate the tracking of sediment onto public rights-of-way or streets. A stabilized construction entrance shall be used at all points of construction ingress and egress. Access points to construction sites shall be restricted by use of Type III barricades, silt fencing, or safety fencing. An opening shall be left across the width of the tracking pad for access. In addition, Type III barricades, silt fencing, or safety fencing shall be placed along both sides of the tracking pad to a point at least 15 feet from the barricades at the entrance. 802.4.3 Materials The stone for the tracking pad shall be composed of three to six (3" to 6") inch clean, clear or washed stone. All stone material shall be retained on a three (3) inch screen The filter cloth shall be a woven or nonwoven fabric conforming to the requirements of Section 645 of the Wisconsin DOT Standard Specifications for Type R geotextile fabric. Mirafi 180N, Linq 180EX, Dupont SF65, and Typar 3631 are considered to meet the requirements for the Type R geotextile fabric. 802.4.4 Construction Shall be constructed per DNR Technical Standard 1057. Thickness - Twelve (12) inches or greater. Width - Ten (10) feet or greater but not less than the full width of the location where ingress or egress occurs. The maximum width shall be thirty (30) feet. Length - As required, but not less than 50 feet (except on a single residence lot where a 30 foot minimum would apply). Filter Cloth - To be placed over the entire area that will be covered with aggregate on sites with a high water table or where saturated conditions are expected during the life of the tracking pad. Filter cloth will not be required on a single family residence lot. REVISION DATE November 26, 2007 p. 800 6
Piping of surface water under the entrance shall be provided as required. If piping is impossible, a mountable berm with 5:1 slopes will be permitted. 802.4.5 Maintenance and Removal of Tracking Pad The tracking pad shall be inspected and maintained as per DNR Technical Standard 1057. The tracking pad shall be maintained in a condition which will prevent tracking of sediment onto public rightsof-way or streets. This may require scraping and periodic top dressing with additional aggregate. All sediment spilled, dropped, or washed onto public rights-of-way must be removed immediately. When necessary, wheels must be cleaned to remove sediment prior to entrance onto public rights-of-way. When washing is required, it shall be done on an area stabilized with aggregate which drains into a approved sediment trapping device. All sediment shall be prevented from entering storm drains, ditches, or watercourses. The Contractor shall daily remove all accumulated materials tracked off site. On Fridays, before leaving projects for an extended period, and prior to all recognized holidays, the Contractor shall clean all sediments which have accumulated on the travel way outside the construction site by brooming the area. Upon completion of the work causing the need for a tracking pad, or immediately prior to placing of gravel road base, the contractor shall remove the tracking pad and associated items and restore the area. Traffic control shall be maintained in conformance with Section 901.7. 802.4.6 Method of Measurement/Basis of Payment Tracking pads can be bid either as a lump sum bid item for Erosion and Sediment Control per Section 801.6.1 or as a unit price bid item. 802.4.6.1 Unit Price Bid Item When the tracking pad is a separate bid item, the method of measurement and basis of payment shall be as follows. METHOD OF MEASUREMENT - Shall be per unit installed. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract unit price for Furnish and Install Tracking Pad. Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, tools, supplies, and incidentals required to furnish, transport, and install materials, including stone, filter cloth, piping, fencing, and barriers; excavate, trench, place, and maintain the tracking pad; repair or replace the tracking pad; remove and properly dispose of the tracking pad materials upon completion of the work for which it was installed; remove and properly dispose of all erosion and sediment control materials upon acceptance of growth of ground cover; and restore the area disturbed by the removal of the tracking pad and associated erosion and sediment control facilities. 802.5 Filter Fabric 802.5.1 Scope of Work The work under this section shall consist of the furnishing and placing of filter fabric under granular material or riprap to minimize erosion of subgrade materials and improve stability of the 802.5.1 Scope of Work The work under this section shall consist of the furnishing and placing of filter fabric under granular material or riprap to minimize erosion of subgrade materials and improve stability of the subbase. The work shall be as designated on the plans or in the Contract Documents or as required by the Engineer. 802.5.2 General The Contractor shall install filter fabric over the subgrade prior to placing granular material or riprap. The fabric shall be over lapped a minimum of six (6) inches at adjoining joints and twelve inches at end joints. 802.5.3 Materials Materials for this item shall conform to the requirements of Section 645 of the Wisconsin DOT Standard Specifications. Type SAS fabric shall be used under granular materials, type R under riprap, and type HR under heavy rip rap. 802.5.4 Method of Measurement/Basis of Payment Filter fabric can be bid either as included in the bid item for Furnish and Install Erosion and Sediment Control per Section 801.6.1 or as a unit price bid item. 802.5.4.1 Unit Price Bid Item When filter fabric is a separate bid item, the method of measurement and basis of payment shall be as follows: METHOD OF MEASUREMENT - Shall be per square yard installed, unless otherwise specified in the Contract Documents. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract unit price for Furnish and Install Filter Fabric. Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, tools, supplies, and incidentals required to furnish, transport, excavate for, and place the filter fabric. No allowance will be given for required overlap, vertical quantities, or excess materials not placed as part of the work. 802.6 Storm Drainage Inlet Protection 802.6.1 Scope of Work The work under this section shall consist of providing measures to prevent sediment from entering the storm sewer system via existing inlets or catch basins. 802.6.2 Method of Measurement/Basis of Payment Storm drainage inlet protection can be bid either as included in the bid item for Furnish and Install Erosion and Sediment Control per Section 801.6.1 or as a unit price bid item. 802.6.2.1 Unit Price Bid Item When storm drainage inlet protection is a separate bid item, the method of measurement and basis of payment shall be as follows: METHOD OF MEASUREMENT - Shall be per unit installed. BASIS OF PAYMENT - Shall be as measured above and paid for per the contract unit price for Furnish and Install Storm Sewer Inlet Protection. Said payment shall be full and complete compensation for the furnishing of all labor, equipment, materials, supervision, tools, supplies, and incidentals required to furnish and transport materials, and to excavate, trench, place, anchor, and maintain the storm drainage inlet protection measures including; replacement of failed units, removal of sediment as noted above, removal and proper disposal of all erosion and sediment control materials upon acceptance of growth of ground cover, and restoration of area disturbed by the removal of erosion and sediment control facilities. 802.7 Dewatering Operations The Contractor shall remove sediment from water generated during any dewatering activities prior to discharging the water off-site, to storm water facilities, or to waters of the State. The methods and practices for the removal of sediments shall conform to the requirements of technical standard #1061, Dewatering, of the Wisconsin Construction Site Erosion and Sediment Control Technical Standards, latest edition. The following fabric materials for geotextile bags conform to the criteria set forth in Section V.C of Technical Standard #1061. Type I bags: Mirafi 180N or 180EX Type II bags: Mirafi 1120N, Linq GTF275EX Removal of sediment from water generated by the Contractor s dewatering activities can either be bid as a lump sum bid item for Furnish and Install Erosion and Sediment Control or can be included in the unit price bid for the work causing the need for the dewatering. If there is no Furnish and Install Erosion and Sediment Control bid item, all costs associated with such removal of sediments shall be included in the bid prices for the items causing the need for the dewatering. 802.8 Soil Binding Agents for Erosion Control (Polymers) If and when requested by the Engineer for the reduction of erosion (and at the sole discretion of the Engineer), the Contractor shall apply water-soluble anionic polyacrylamide (PAM) to the soil surface where timely establishment of vegetation may not be feasible or where vegetative cover is absent or inadequate. Such areas may include agricultural lands where plant residues are inadequate to protect the soil surface and construction sites where land disturbing activities or winter shutdown prevent establishment or maintenance of a cover crop. The anionic PAM materials, application, and maintenance shall conform to the requirements of technical standard #1050 of the Wisconsin Construction Site Erosion and Sediment Control Technical Standards, latest edition. All costs associated with furnishing, applying, and maintaining the anionic PAM shall be included in the lump sum bid price for Furnish and Apply Polymer Erosion Control. If there is no bid item for the anionic PAM, the Special Provisions will specify if the costs associated with furnishing, applying, and maintaining the anionic PAM should be included in the bid prices for the items causing the need for the anionic PAM erosion control.
