General Summary of Function/Purpose of Position 525 W ALLEGA ST; LASIG, Ml 48915 / 8:00 a.m. - 5:00 p.m. This position functions as a human resources technician for the Quality of Life (QOL) Office of Human Resources serving the Department of Environmental Quality (DEQ), Department of atural Resources (DR) and Department of Agriculture and Rural Development (MDARD), performing complex and standard transactions in HRM/ISO and SIGMA for QOL agencies. In addition, this position assists with Pay for Performance and Working Out of Class (WOC) for all Quality of Life Agencies (DEQ, DR, and MDARD). Develops and delivers training to QOL employees on ISO, SIGMA and other human resource subject areas.

15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 Assist with QOL Pay for Performance requests for all Quality of Life Agencies (DR, DEQ, and MDARD). Process all performance pay information for all Group 4, SAS and SEMA's in all QOL agencies in CSC performance system and HRM/ISO. Pay for performance appointments entered into PARIS, Maintain records for all performance pay Maintains separate Excel data base for each QOL Agency. Duty 2 Audit and release SIGMA payroll and perform all other payroll related activities. Performs complex and standard transactions in HRM/ISO and SIGMA for QOL agencies. Provide information to employees regarding payroll matters. Maintains employee data in HRM/ISO to ensure supervisors can access direct report information. Process all employee probationary actions in HRM/ISO. Troubleshoot and analyze audit issues and performs corrections and adjustments in HRM/ISO and SIGMA. Audit entries in SIGMA making sure comments are entered when necessary and total hours entered for employees are correct. Release payroll. Approve corrections made in SIGMA by employees and supervisors. Review and enter requests for adjustments. Follow up with Liaisons, managers and employees regarding discrepancies. Enter complex transactions/corrections required by OFM or Central Payroll. Duty 3 Process QOL WOC requests for all Quality of Life Agencies (DR, DEQ, and MDARD). Review, edit and approve WOC requests through EOGOV in accordance with civil service regulations. Coordinate with Personnel Liaisons/HR Contacts for QOL ending or extensions of WOC Log WOC assignment, extensions, etc into excel spreadsheet. Review notification and send email to Personnel Liaison/HR Contact confirming the assignment will end. E-mail approval of WOC extension to MCSC Compensation, QOL Human Resources Staffing Representative. Duty 4 General Summary: Percentage: 5

Develops, coordinates and delivers training programs related to Human Resources functions such as ew Employee Orientation, ew Supervisor, HRM/ISO and SIGMA training for employee and supervisors. Develop and modify procedures and provide interpretation to supervisors and employees. Develop training procedures and communicate to all QOL employees. Assists in development of training content and materials. Delivers HR related training. Duty 5 General Summary: Percentage: 5 Works with other HR staff to develop and update HR policies and procedures for QOL agencies. Participate in process improvement team for QOL HR policies. Assist in development of consistent polices for QOL agencies. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. The Payroll Unit is responsible for entering transactions and processing payroll for over 3,500 employees in the QOL Agencies. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Education typically acquired through completion of high school. EXPERIECE: Human Resources Technician 7 One year of experience equivalent to a Human Resources Assistant 7; or one year equivalent to a Human Resources Customer Service Representative E8 in state service. Human Resources Technician 8 One year of experience equivalent to a Human Resources Technician 7; or two years of experience equivalent to a Human Resources Assistant, including one year equivalent to a Human Resources Assistant E8; or two years of experience equivalent to a Human Resources Customer Service Representative E8, or one year of experience equivalent to a Human Resources Customer Service Representative 9 in state service. Human Resources Technician E9 Two years of experience equivalent to a Human Resources Technician, including one year equivalent to a Human Resources Technician 8; or three years of experience equivalent to a Human Resources Assistant, including one year equivalent to a Human Resources Assistant 9; or three years of experience equivalent to a Human Resources Customer Service Representative E8, or two years equivalent to a Human Resources Customer Service Representative 9 in state service. Alternate Education and Experience Human Resources Technician 7 Completion of two years of college (60 semester or 90 term credits) may be substituted for the experience requirement. Human Resources Technician 8 Possession of a Bachelor s degree may be substituted for the experience requirement. Human Resources Technician E9 Possession of a Bachelor s degree and one year of human resources related experience may be substituted for the experience requirement.
