Section 104 application for the adoption of a new sewer The process In order to progress a sewer for adoption you are required to complete the application form following the principles set out in the current Sewers for Adoption guide. You must ensure that your application adequately explains your proposals and that all the relevant information listed on the form is provided. You are also required to complete an application to connect to the public sewer for your proposed adoptable sewer. The completed application form and associated information/drawings will be used to technically assess your application and to prepare the Section 104 adoption agreement. As part of this process you are responsible for: Designing the sewerage system to comply with the current edition of Sewers for Adoption and the Anglian Water additions and deletions document for pumping stations. Obtaining permissions and consents for surface water discharge, including deed or grant of easement for discharge to watercourses. Obtaining easements to construct adoptable sewers in land which is outside of your ownership. Providing all the relevant information that we require to complete the design check. Entering into a Section 104 adoption agreement before work commences on site. Constructing, at your expense the approved adoptable sewerage system. Providing facilities to allow Anglian Water to inspect the adoptable sewerage system on site. Ensuing that your chosen contractor completes and submits to Anglian Water the attached method statement for all direct connections to the public sewer. Consulting Anglian Water regarding any proposed design changes. Ensuring compliance with the Confined Spaces Regulations 1997. Paying the upfront fee with the application and the remainder of the 2.5% estimated cost at the appropriate time. Paying zonal charges for each premises connecting to water and/or sewerage services for the first time. Providing accurate as constructed information for the adoptable sewerage system. Maintaining the adoptable sewerage system until such time as adoption takes place. Providing a financial surety, in the form of bank guarantee or a cash deposit during the period of the agreement. Where an adoptable pumping station is constructed you are responsible for transferring the appropriate land into the ownership of Anglian Water and for acquiring the appropriate rights of access for Anglian Water. Section 104 application for the adoption of a new sewer - 1 - The process

As part of the process we are responsible for: Assessing and approving your design and providing assistance with your application. Preparing an estimate for the cost of the adoptable sewerage system to enable the fees and the limit of the financial surety to be determined. Preparing and providing you with the formal offer of a Section 104 adoption agreement. Preparing the Section 104 adoption agreement. Undertaking the inspection of the adoptable sewerage works on site. Assessing and providing feedback regarding any proposed design changes and providing our approval where appropriate. Issuing a permit to enter for all Anglian Water confined spaces. Certifying the completeness of the adoptable sewerage works at the appropriate times. Adopting the sewerage system and operating and maintaining the same after adoption has taken place. Notifying the appropriate bodies regarding the status of the agreement as required. Completion of the method statement for a direct connection to the public sewer. Your are required to submit a sewer connection application form under Section 106 of the Water Industry Act 1991 together with your Section 104 adoption application form. This should identify the total number of direct connections to be made to the public sewer and your contractor is required to complete a method statement for each of these. A method statement form and guidance for contractors is available to download on Anglian Water s website. Payment of the Technical Vetting and Administration Fee (TVA) with your application to connect to the public sewer. As stipulated above you are required to make an application to connect to the public sewer and to pay the TVA. The value of the payment required is dependent upon whether the proposed connection is direct or indirect. If you are proposing to connect to the existing public sewer, you are required to pay the direct TVA; however, if you are proposing to connect to an existing private sewer you are required to pay the indirect TVA. If the sewer you propose to connect to is under your ownership or the ownership of another developer and is or will be subject to a Section 104 Adoption Agreement, the connection is considered to be indirect and the indirect TVA is payable. Section 3 - Details to be provided for a sewer adoption agreement 3a Information that MUST be supplied to progress vetting (please tick) i) Location plan, 2 copies, 1:2500 scale. ii) Site layout, 2 copies detailing site boundary, road, sewers (coloured as per appendix vi of the current Sewers for Adoption guide), pumping stations and rising mains (if any), including compound, road gullies/highway, drains, water courses and site contours. iii) Drainage area plan, 2 copies showing existing and proposed drainage details (incl. all private drains). iv) Longitudinal sections (sewers and rising mains), 2 copies 1:500 horizontal by 1:100 vertical, showing levels, proposed cover and invert levels, pipe material, pipe strength, pipe diameters, bedding classification and details, air valves and washout. v) Do you intend to use our 'standard adoptable sewerage detail'? No vi) Construction details, 2 copies detailing manholes, pumping station and manhole schedules. To include a declaration on the drawings that all work will comply with the current Sewers for Adoption guide and any Anglian Water amendments to that document. vii) Hydraulic design calculations, foul and surface water, including impermeable area plan*, and design parameters. *The coloured impermeable area plan should clearly show and state the area drained to each length of adoptable suface water sewer. viii) Pumping station information (if required), 2 copies scale 1:20 or 1:50 showing general arrangement details, wet well capacity/storage/time to spillage, rising main capacity, surge calculations, structural calculations and drawings, flotation check. ix) A hard copy of the planning permission and associated conditions. x) Authorising body's proof of approval to discharge surface water. xi) Sewer connection application form. NB: Sewers serving <10 properties can be located within front gardens if 3m clearance is maintained from buildings. 2.4.3 - Kerb Lines Sewers and manholes are positioned a suitable distance from the kerbline? Sewers are 1m, and manholes are 0.5m, from outside edge to the kerbline. 2.4.9 - Tree Positioning Tree and Landscaping proposals have been submitted and do they comply with our restrictions on planting adjacent to adoptable and/or existing public sewers? 2.5.3 - Distance to Buildings No buildings should be erected within the protection strip for any existing and/or adoptable public sewers. NB: Size of protection strip stipulated in SFA6. Other Y/N Y/N Y/N 2.4.2 - Requirement SFA6 Compliant Manholes Foul Surface Comments Manholes are required at all changes in direction, pipe diameter, gradient and where 2 or more sewers connect. Distance between manholes should not exceed 100m. 2.9 - Types Appropriate MH Types have been used and detailed? NB: MH Types A, B, C & E permitted. Where manhole depth >6m a special manhole detail will be required. 2.9.3 - Diameters Manhole diameters (Type A & B only) are in accordance with Table 2.2 of SFA6 and take into account minimum benching requirements. 2.9.7 - Covers & Frames Manhole covers and frames are in accordance with Clause 5.2.32 of SFA6 and badged 'FW' or 'SW'. 2.9.11 - Rocker Pipes Rocker pipes lengths are in accordance with Table 5.14 of SFA6. 2.9.12 - Backdrops Steeper gradients are preferred to the use of backdrops. If required then they should be constructed as external ramped backdrops as per Figure 2.10 in SFA6. 2.9.15 - Access / Fittings Minimum access opening sizes and fitting requirements are in accordance with Table 2.3 of SFA6. Other

SFA6 Compliant Sewers Foul Surface Comments 2.10.1 - Depths Do the adoptable sewers have 1.2m cover and if not are the measures taken to protect them in accordance with Table 2.4 of SFA6. 2.12 - Hydraulic Design - Foul Do sewers achieve a velocity of 0.75m/s at 1/3 design flow? If not, do the gradients satisfy criteria in SFA6? i.e. 100mm dia 2-9 properties connected at 1/80 or 150mm dia >10 properties connected at 1/150. (150mm dia 2-9 properties connected at 1/60 also acceptable). 2.14.1 - Hydraulic Design - Surface The system does not flood any part of the site in a 1in30 year return period. 2.14.2 - Attenuation Storage for the 1in30 year event is wholly contained within the adoptable system. Storage above the 1in30 year event is private or flood routing provided. 2.14.3 - Surcharging All sewers are designed to run pipe full in a 1in30 year event. 5.5.2 - Bedding The appropriate pipe bedding details have been provided which in most cases would be a Class 'S' bed and surround. Other

Long Sections Long section drawings also include bedding details, concrete protection (where applicable), manhole types and manhole diameters. 2.4.7 - Outfalls/Headwalls A detail of the outfall/headwall has been provided and is in accordance with Fig 2.1 and 2.2 of SFA6 which includes water levels. 2.4.8 - Flow control device The relevant head/flow characteristics curve and installation details been provided? Impermeable Area Plan A coloured impermeable area plan has been provided identifying areas discharging to each pipe line. Private Connections Private connections to the adoptable sewers are a minimum 100mm diameter and laid soffit to soffit. 2.7.4 - Connection to the Public Sewer The existing levels of the public sewer and positions of other utility apparatus have been established.
