Initiative Wood Pellets Buyers Sustainability criteria for solid biomass in large scalepower plants Yves Ryckmans 16 March 2011
Sustainability of solid biomass in EU policy 1. Only Germany could implement sustainability scheme for liquid biomass 2. EC has launched a study coordinated by VITO on solid biomass in MS 3. EC has launched a consultation on sustainability criteria for solid biomass 4. EC has re-opened the issue of sustainability criteria for liquid biomass under the pressure of NGO s, 5. EC will make a FURTHER REPORT BY END 2011 to decide whether or not sustainability criteria for solid biomass are needed by then 6. EC might consider uniform binding sustainability criteria: For wood pellets For power plants above 20 or 50 MW IWPB Meeting Rotterdam-16March 2011 2
CEN/TC383 Pre-standard EN16214 for bio-liquids and bio-fuels is available Belgium has proposed to extend the work to solid biomass To take the advantage of all common issues for solids & liquids And to avoid loss of expertise within the WG s But it should be taken into account that EC did not set up uniform binding sustainability criteria yet for solid biomass Some delegations (UK, SE) would be prefer solid biomass be only treated by ISO/TC248 but this will lead to inconsistencies with EN16214 for bio-liquids Will not necessarily be in line with the requirements made by EC WG created for preparation by July with national delegations of: BE, UK, NL, IT, FRA, SE IWPB Meeting Rotterdam-16March 2011 3
EC Consultation biomass types A.3. Which solid biomass are most likely to be imported from outside the EU until 2020 for heating and Which types of solid biomass are most likely to be imported from outside the EU until cooling sector and the electricity sector? 2020 for the heating and cooling sector and the electricity sector? agricultural by products agricultural crops agricultural pellets bio wastes charchoal saw dust wood pellets woodchips other (which types) Don't know IWPB Meeting Rotterdam-16March 2011 4
EC Consultation National rules According to your knowledge, are there regional / national rules / regulations (in place or under development) that create obligations or contribute (financially or otherwise) to the sustainability of solid and gaseous biomass for energy uses at national and/or regional level? C.1. According to your knowledge, are there regional / national rules / regulations (in place or under development) that create obligations or contribute (financially or otherwise) to the sustainability of solid and gaseous biomass for energy uses at national and/or regional level? Yes No Don't know Please indicate in which Member State(s) AT Austria BE Belgium BG Bulgaria CY Cyprus CZ Czech Republic DE Germany DK Denmark EE Estonia EL Greece ES Spain FI Finland FR France HU Hungary IE Ireland IT Italy LT Lithuania LU Luxemburg LV Latvia MT Malta NL Netherlands PL Poland PT Portugal RO Romania SE Sweden SI Slovenia SK Slovakia UK United dkingdom IWPB Meeting Rotterdam-16March 2011 5
EC Consultation EU legal framework Please identify the most important developments (maximum 3) that contribute / will contribute to ensure sustainability of biomass supply in the EU?* (compulsory) Coming EUbiodiversity strategy Flagship initiative for resource efficient Europe and coming resource efficiency roadmap Green Paper on Forest Protection and Information in the EU Guidance on the sustainable mobilisation of wood in Europe Illegal logging Regulation EU Green public procurement criteria i on Combined Heat and Power EU Green Public procurement criteria related to wood and wood based products Possible inclusion of LULUCF activities in the EU GHG emissions reduction commitment Possible legally binding agreement on forest at pan European level Possible EU Green public procurement on heating systems 10 years strategic plan of the Convention on Biological Diversity Reform of Common Agricultural Policy ReducingEmissionsfrom Deforestation and Forest Degradation (REDD) IWPB Meeting Rotterdam-16March 2011 6
EC Consultation Impact Do you think the rules / regulations identified under EU legal framework have an impact (or may have an impact in the future) in the EU on a) The quantity of EU domestic biomass produced poduced b) The number and size of EU biomass producers and users) c) The trade of biomass within the EU) d) Trade of biomass between the EU and third countries e) The average cost of biomass) f) The share of forest cover and agricultural land area g) GHG emissions and removals h) The share of renewable energy in final energy consumption IWPB Meeting Rotterdam-16March 2011 7
EC Consultation Measures? D.1. In your In your view, view, should the EUtakeadditional additional additional measures measures regarding regarding the sustainability the sustainability of solid and of gaseous solid biomass and for electricity, gaseous heating biomass and for cooling? electricity, heating and cooling? Yes No Don't know If yes, what is the main reason? The EU policy framework is inadequate to ensure biomass sustainability Biomass imports from outside the EU will increase, which may lead to higher risks for biomass sustainability The lack of a binding EU sustainability scheme affects negatively the EU internal market There is a need for a consistent approach between biofuels / bioliquids and solid and gaseous biomass Other IWPB Meeting Rotterdam-16March 2011 8
EC Consultation How measures? What would be the most appropriate measure? The recommendations established in Report COM(2010)11 What would be the should most appropriate measure? The recommendations established in Report COM(2010)11 should: become binding only for energy producers of all sizes (above 1 MW capacity) become binding only for energy producersof of medium and largesizes (above 5 MW capacity) become binding only for energy producers of large sizes (above 20 MW capacity) become binding only for certain types of biomass that are more likely to be traded in high quantities on a global scale, e.g. pellets and woodchips become binding for all large energy producers (above 20 MW capacity) using biomass that are more likely to be traded in high quantities on a global scale, e.g. pellets and wood chips be maintained and voluntary standards for all highly traded biomass products (e.g. pellets and wood chips) should be promoted other IWPB Meeting Rotterdam-16March 2011 9
IWPB - WHY A COMMON SUSTAINABILITY APPROACH? Existing sustainability schemes Trade of wood pellets between BE, NL and UK will only be possible in a close future if evidence of sustainability can be brought to the buyer BE has a system in place related to the grant of green certificates, but covers only raw material by country report and GHG balance through audit of processor UK and NL are developing a mandatory system for biomass co firing including sustainability criteria and verification scheme for the whole supply chain IWPB Meeting Rotterdam-16March 2011 10
