Program Mission & Vision OUR MISSION To provide innovative, data-driven, and customer-centric services that enable our Commerce colleagues to dedicate themselves wholly to creating the conditions for economic growth and opportunity in America. OUR VISION To establish the Department of Commerce as the most effective and responsive organization in the Federal government by providing the tools and services our Commerce colleagues need and deserve to exceed their mission objectives. 2

Enterprise Services Program Timeline To better support the critical missions of its Bureaus, Department of Commerce (DOC) embarked on the path to Enterprise Services. The historic implementation of Enterprise Services began in 2014 with the goal to improve mission-enabling services and support operational excellence. DOC Strategic Plan (03/2014) Development of DOC Strategic Plan Operational Excellence is established as a key priority EMT Retreat (07/2014) Action Memo (07/2014) Executive Team (EMT) identified the need to improve the quality of missionenabling services and recognized them as a key driver of mission success The Secretary issued a memo to drive progress toward operational excellence by establishing the following roles: o Deputy Secretary as owner of o the Enterprise Services effort The Enterprise Services Governance Board (ESGB) exercises oversight of Enterprise Services Enterprise Services Governance Board Actions (Summer 2014) The ESGB began researching enterprise services best practices, identifying the NASA shared services model as a benchmark to help further define a target state of enterprise services for Commerce Enterprise Services kicked off with several objectives: o Assess the current state of mission-enabling services o Identify services that could be improved through an enterprise services model o Enterprise Services Assessment (Fall 2014) Develop an enterprise-wide Change strategy to obtain support Enterprise Services Design (Summer-Fall 2015) The Enterprise Services Program initiated the design phase to develop the detailed design and Implementation plan for the new Enterprise Services model Reprogramming (Fall 2016) DOC received Congressional approval of Enterprise Services establishment as a separate organization reporting to the Deputy Secretary Enterprise Services Build and Implement (Present) The Enterprise Services Program initiates the Build and Implementation phase to stand up Enterprise Services, transition the first set of services into the Program for operational service delivery to customers, and ensure seamless hand-offs with the Bureaus Additional services are built and delivered over time Trump Administration Reinforces Shared Services (January 2017) OMB Reform Memo 17-22 United Shared Services (USSM) initiatives to modernize Federal Civilian Payroll and Establish Softwareas-a-Service capabilities American Technology Council recommendations to use shared services 3

Enterprise Services Benefits The Enterprise Services design focuses on addressing the issues determined in the baseline assessment, and enables improvements to customer experience, performance management, mission focus, and operational costs. Current Scope of Enterprise Services Although ES was originally scoped to include services in all four towers of mission-enabling services (IT, HR, Acquisition, and Financial ), currently only HR, Acquisition, and limited IT services are in scope. Managing and Optimizing Managed Services Enterprise Services is designed to provide governance and oversight for service delivery for outsourced vendors. Service (SM) and Customer Experience (CEM) allows Enterprise Services to closely monitor vendor performance and customer satisfaction. CEM Function Account Customer Experience Performance Customer Issue Escalation Customer Communications SM Function Description Manages customer relationships and responds to inquiries regarding Bureau or OS service delivery. Reports metrics analyzed and developed by the Service function to customers. Identifies issues/problems from customer feedback through surveys, focus groups, and day-to-day interactions, and escalates them to Service for resolution. Establishes communications procedures and disseminates customer communications and reference material based on content inputs from the broader Enterprise Services team. Description Service Operations & Transition Monitors and manages the process of incident response and problem escalation. This ensures that customer incidents are resolved in a timely manner. Operational Controls Service levels, contracts, and agreements are managed to provide a clear understanding of levels of service delivery and cost of service for Bureau leadership. Service Improvement Manages and reports on the performance of Enterprise Services service delivery including SLA s and KPI s. 7

Lessons Learned Given the scope and complexity of the transformation, the following challenges were experienced along the way. Enterprise Services developed mitigation strategies in response to each challenge to better prepare for future service transitions. Partner with Bureaus to Drive the Change Engage leadership across Bureaus throughout all phases Develop an integrated training and communications strategy Identify Bureau transformation leads, accountable officials with decision-making rights Establish and track readiness criteria across Enterprise Services and the Bureaus Manage & Monitor Vendors Acquire capabilities and vendors who have previous experience in public sector environment Use Service Level Agreements (SLAs) to establish accountability Detail and hire federal employees to provide the skillsets and expertise to stand-up services and monitor vendor performance Ongoing CO Engagement, Program & Continuous Improvement 8
