We do this principally through complaints from members of the public and notifications from public sector entities, as well as through intelligence and research. We also have an important role in informing the public sector and community about the risks of corruption and misconduct and ways it can be prevented. Our jurisdiction covers state and local government, police, parliament and the judiciary. Purpose of the position The Operations Division actively contributes to the prevention and exposure of corruption through the Assessment and Review, Investigations, Digital Forensics and Collections and Surveillance teams. Responsible for investigating certain allegations within the Victorian public sector and Victoria Police, Investigations have multi-disciplinary teams consisting of investigators, intelligence analysts, support officers, forensic accountants and embedded lawyers. Reporting to the Manager Investigations, the Team Leader manages a large multi-disciplinary team that investigates highly complex and sensitive matters involving allegations within IBAC s jurisdiction. The role oversees the work efforts and investigations within the Unit ensuring investigations are in accordance with relevant legislation, processes and procedure. The role provides leadership and guidance to a large multidisciplinary team ensuring IBAC employees have the capability and resources to deliver quality investigations in a timely manner. The role is also responsible for developing and implementing policy frameworks and processes for the Investigations Unit. The Team Leader has extensive experience managing and leading teams and exceptional written communication skills to review and prepare complex reports and other documentation that supports investigations. The role works collaboratively across the organisation and engages with and provides operational advice to key stakeholders both internally and externally. Formal qualifications and/or training in investigations, law enforcement or a related discipline are essential. KEY ACCOUNTABILITIES Oversee, direct and conduct investigations in accordance with legislation, processes and procedure. Provide leadership, guidance, and support to employees in a multi-disciplinary environment based on extensive experience in leading teams and conducting investigations. Provide day to day team and people management to ensure employees have the capability and resources to perform at a high standard and contribute to the achievement of the team s goals. Manage and develop the professional skills and knowledge of employees, identifying and rectifying skill gaps and utilising areas of expertise. Develop and implement policy frameworks and procedures in accordance with relevant legislation within the Investigations Unit and contribute to policy frameworks and procedures across the organisation. Engage with internal and external stakeholders to implement key Corporate organisational change management systems and processes. Recommend new or enhanced policies and practices to minimise the risk of corrupt conduct occurring within public sector organisations. Provide advice, direction and support to a multi-disciplinary investigative team. Initiate and build collaborative relationships across the organisation to build commitment to the Investigation Unit s objectives and seek specialist support during investigations. evidence for court, reports and other documents. Engage with and provide complex advice to internal and external stakeholders in an operational setting to achieve the unit s goals. Extensive experience in leading multi-disciplinary investigation teams. 3. Extensive experience in the use of traditional and contemporary investigative techniques. 4. Extensive experience in conducting and planning interviews with witnesses and persons of interest. 5. Proven ability to achieve goals and make informed decisions in high pressure environments. 6.
