Job Description Job Title: Coordinator, Benefits Reports to: Assistant Director of Human Resources FLSA Status: Exempt Level: 212 Position Class: Job Summary: Performs independent, responsible and complex human resource management work. This position is responsible for the oversight, coordination and implementation of all benefits for College employees and retirees. Provides oversight and supervision for the employee wellness program. NOTE: Job descriptions and essential functions are subject to change due to advances in technology, utilization of work force, and other factors which may impact the College s need to modify position requirements. Essential Duties and Responsibilities: The following listing of essential job duties indicates the general nature and level of work required in this job. Applicants may be asked to demonstrate any or all of the following duties: 1. Oversees college-wide benefits programs, including voluntary and non-voluntary offerings. Plans, coordinates and implements all new benefit programs and makes timely changes to current programs. 2. Develops and conducts new hire employee orientations and ensures that an effective process is in place to review benefit information with all new hires. Provides appropriate materials for the new hire orientation process. 3. Provides oversight and management for the College online benefit enrollment system. 4. Manages the benefit enrollment and termination processes, updates premium and member changes timely and trouble shoots issues as required. Ensures accurate payroll deductions. Notifies employees, as appropriate regarding changes and/or a resolution. 5. Meets with new and existing vendors and providers to discuss current trends and potential benefit offerings suitable to College employees and/or retirees. Job Description August 2015 Page 1 of 6

6. Provides administrative oversight for College volunteer program, to include posting volunteer opportunities, orientation of new volunteers and collaboration with departments to fill needs. 7. Develops effective communications and ongoing education to promote understanding of benefits plans for employees, retirees and families. Assures timely and accurate updates to plans, premiums and vendor information. Maintains up-to-date information in all benefit materials, SCF Connect and the benefit web pages. 8. Coordinates and promotes benefit fairs, vendor visits, open enrollment, and informational meetings to assist employees and retirees in the management of their benefit options. 9. Provides oversight for benefit invoice processing, working collaboratively with the payroll department to troubleshoot as necessary. 10. Meets with employees prior to termination and/or retirement to review benefit terminations, COBRA, retirement plan options and leave pay outs. Responsible for calculating leave payouts accurately. 11. Provides oversight and supervision of the employee wellness program and related personnel. Promotes health and wellness using a variety of methods and initiatives. Serves as Co-Chair of the College Wellness Committee. 12. Participates in compensation surveys; analyzes and interprets data results. 13. Provides oversight for FMLA, Worker s Compensation, and COBRA in compliance with Federal, State and College rules, policies and procedures and assures appropriate notification. 14. Reviews employee requests/eligibility for FMLA and/or leave of absence. Assures accurate and timely leave tracking. Coordinates benefit premium collections as required. Provides timely notification prior to leave expirations to employee and department personnel. 15. Researches, prepares reports, compiles statistical data and conducts data analysis and other Human Resources metrics to support the directors in their Benefit decision making. 16. Provides oversight and management for the College Training Opportunity Program (TOP). 17. Manages the College Sick Leave Pool process to include; open enrollment, communications, accurate tracking of pool balances and employee and committee notifications. 18. Stays abreast of current issues and recommends changes or improvements to program administration in response to legislative changes or market trends to assure College compliance. 19. Works collaboratively with other members of the HR team and provides exceptional internal and external service excellence to a diverse population. Job Description August 2015 Page 2 of 6

20. Supervises, evaluates and coaches benefits support staff. 21. Serves as the College HIPAA Compliance Officer. PHI Level: Full access to PHI. 22. Maintains knowledge related to employment and HRIS to assist and provide back up as needed. 23. Performs other duties as assigned. Education/Experience: Bachelor s degree for a four-year college or university and three or more years related experience and/or training; or equivalent combination of education and experience. Experience with the Florida Retirement System, Banner and Higher education preferred. Supervisory Experience: Two or more years of direct supervisory experience with responsibility for hiring, firing, training and evaluating. Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Math Ability: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to apply concepts of basic algebra and geometry. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram/chart, or schedule form. Computer Skills: Intermediate knowledge of word processing, spreadsheet and presentation software; proficient knowledge in the functional use of the College database, email, and internet software; and basic to intermediate knowledge of report software. Responsibility for People and Property: This position is responsible for the supervision of benefit support staff and wellness related personnel. Responsibility for Communication: Internal Contacts: Regular contact with all levels of SCF administration, faculty and staff. External Contacts: This position has frequent contact with vendors and benefits providers and occasional contact with retirees and/or their surviving spouses.
