Tender: ERA/2011/SAF/OP/01 EXAMPLES AND TRAINING TOOLS FOR RISK ASSESSMENT CLARIFICATIONS -2- Question no 1 Will ERA provide information about the samples of countries and companies and organizations, e g list of the different countries and the railway actors? Answer no. 1: ERA could provide some information but ERA would like trust the contractor for his knowledge in the relevant persons or relevant countries to interview. Question no.2: If additional information is needed for the selection process will ERA assist in providing this? Answer no.2: If additional information is needed for the selection process, ERA will ask them to the bidders. Question no.3: Once the selection of cases has been made will ERA assist in providing contacts or suggest contact persons? Answer no.3: The contractor shall use his expertise in the field of the risk and safety assessment within the railway domain, especially for the contact persons. Question no 4 Task 1: Does ERA want a specific example from the different countries this will provide more indepth knowledge or does ERA want to know more about the general application of the CSM process by the actor? Answer no. 4: ERA wants different specific examples from the application of the CSM process by different actors. These specific examples, after validation by ERA, will be used for the classification in task 2.
Question no 5 How many examples of application of the CSM framework does ERA want in the study? Answer no.5: It is not a term of quantity but ERA would like a relevant collection of railway undertaking who dealt with the issues of safety assessment in the application of the regulation 352/2009/EC. Question no 6 Task1: Please specify the geographic area (especially Eastern Europe) the ERA would want to see included in the representative sample? Answer no.6: ERA would want not only practices within a few western European Countries but enlarge the scope of the Eastern European countries (Baltic countries, Bulgaria, Romania, Slovak Republic.) Question no 7 Task 2: Please advise if the format of the proposed classification system is intended to conform to other classification systems used by the ERA in its searchable databases e.g. the system specified used in the NIB training ITT, ERA/2011/SAF/OP/04? Answer no.7: No, the contractor will be free to suggest his own classification, depending of the collected examples. A validation of the proposed classification will be made by ERA. Question no 8 Task2: Are there any (technological) restrictions to be considered for the search tool? Answer no.8: No, except that the search tool must be used by the majority of people without specific IT knowledge, the search form and the results must be available under a web application. Question no 9 Task 2 refers to a 'tool'. Please could you clarify whether it is envisaged that this tool is a simple spread sheet or database style application; or would ERA be looking for more of a bespoke software solution tailored to meet end user requirements identified as part of the project? Answer no.9: The search tool must be a database style application, the tool will be didactic and easily used by the railway actors anxious to find relevant examples. Question no 10
How is the way to ask ERA to send contractor (or to give us access to) the training material from ARC Consulting as you have stated in paragraph C.2.2.2. Outlines of the study in the tender specification. Answer no 10: the 9 th September 2011. Question no 11 With regards to the classification to be developed in Task 2, is the supplier required to build the web application that makes this information available? Answer no.11: Yes, the search tool must be developed by the contractor. Question no 12 If the supplier required to build the web application that makes this information available, can the user interface be in only one language, i.e. English? (Article 1.3 of contract states that all deliverables are in English but this is for the avoidance of doubt.) Answer no.12: Yes, English is the working language and the user interface and the results will be only in English. Question no 13 Is it intended that any materials that have been gathered during the fieldwork should be included on the database (such as original reports, hazard logs, risk matrices etc.) or should the database just contain our reporting of what we have been told, together with our analysis and classification? Answer no.13: The database must contain the majority of information useful to understand the application of the regulation. Question no 14 If any such supporting materials are to be included in the database, how is it proposed that these can be made anonymous? Answer no.14: The collection of examples could be made anonym and used for discussion. Question no 15 Task 1 refers to a 'representative geographical variety' of states. Does the Agency have a view on the minimum SIZE of sample that would be representative? Answer no.15:

Question no 16 Task 3 states "This training material, which has not been yet fully validated and updated by the Agency in accordance with the on-going work on the CSM Regulation, is available on request". We have got a copy of the final report from Arc Abbott. Is the other material available to bidders now? Answer no.16: the 9th September 2011. Question no 17 What is the format of the existing training material that the web application must link to? For example, standalone office documents or an integrated tool with existing forms? In the latter case more information about the technical platform would be useful. Answer no.17: The existing training material is under Power Point presentation. Question no 18 In the Section C.2.2.2. Task 2 (Analysis of the collected information and classification) of the Terms of Reference for this Invitation to Tender, it is mentioned: a search tool which will be didactic and easily used by the railway actors anxious to find relevant examples. This search tool shall be developed by the contractor. Please provide us with further and relevant information related to the specifications required for this tool, as for instance, implementation language or support, integration with other similar tools used by ERA, integration with training modules support.
