ABOUT US Who Are We: As a large scale stock transfer, First Choice Homes took over the ownership and management of 11,500 homes from Oldham Council in 2011. We are a not for profit, housing association regulated by the Regulator for Social Housing. Although not for profit, our aim is to generate financial surpluses which we can reinvest back into services and to build new homes. First Choice Homes is run by a remunerated Board, consisting of 10 non-executive Directors. Appointment to the Board is wholly based upon skills and knowledge. We also have a Customer Congress made up of First Choice Homes customers including leaseholders. JOB DESCRIPTION Responsible to: Responsible for: Executive Director of Corporate Services Finance Manager x2, Head of Income Management, Procurement Manager Role Purpose: Successful leadership of a high quality, effective and service orientated Finance function. Lead on developing the Financial Plan and First Choice Homes Treasury and Risk Management Strategies. Accountable for ensuring that accurate, relevant and timely financial information is provided to the business which informs the strategic and operational decision making of the business. Responsible for the Income Collection service - ensuring high performing service, maximising resources to support delivery of First Choice Homes Strategic Objectives. Play a key role in supporting organisational and cultural change to deliver First Choice Homes Vision Improving Lives in Oldham. Key Responsibilities: Develop and lead the implementation of First Choice Homes value for money, financial, treasury management and procurement strategies ensuring the protection of assets and resources Lead on financial management including treasury and cash flow arrangements, statutory accounting, management reporting, VAT and Tax. Lead and manage financial planning (inclusive of First Choice Homes Development Programme), for both First Choice Homes and its subsidiary New Living Homes, liaising with funders in respect of financial plans and reporting. Preparation and submission of regulatory financial returns for both regulators and lenders ensuring that loan covenants are effectively managed are adhered to. To assist in leading in the development and implementation of strategic objectives to meet both the short and long-term needs of First Choice Homes. To report to relevant Boards and Committees, effectively communicating and presenting all financial and resource reports. Responsible for developing and delivering an effective risk management and business assurance framework across First Choice Homes in line with the Risk Management Framework. Ensure First Choice Homes has adequate insurance cover to protect its assets and resources. To manage the development and administration of all financial systems inclusive of the finance IT system within the Company to ensure that it complies with all relevant financial statutory responsibilities and to ensure the systems meet the needs of the business. To manage and develop a team of officers delivering high quality and customer focused financial and income recovery services. To contribute as a member of the Leadership Team to First Choice Homes overall strategy and direction, the effective functioning of the Board and Leadership Team, and the promotion of strong partnerships both within and outside First Choice Homes. To undertake any other duties appropriate to the purpose of the post as required by the Organisation. 10

PERSON SPECIFICATION Knowledge & Experience: Proven successful financial leadership at a senior level in a forward thinking, innovative organisation Experience of managing a treasury function effectively and dealing with lenders on a regular basis. Effective risk management and business assurance skills. Effective people skills with ability to empower, enable, motivate and develop constructive relationships Knowledge and understanding of managing complex financial matters in a regulated environment. Experience of managing and dealing with VAT and other tax such as corporation tax. Experience of dealing with the regulatory bodies, funders and key external stakeholders. Skills and Abilities: Proven ability to provide inspirational leadership, building positive learning and development cultures which support, motivate and develop others. Strong negotiating and influencing skills with demonstrable ability to deliver results and build relationships with colleagues, tenants, residents and key stakeholders Ability to think laterally and to analyse and solve complex problems. Well-developed written and oral communication skills with the ability to explain complex matters simply Excellent analytical and strategic planning skills with demonstrable business awareness. Ability to work with Boards, Committees and membership to ensure effective financial management and good governance. Used to confidently managing own workload and able to handle high levels of pressure and critical decision-making Education And Qualifications: A recognised accounting qualification such as ACA, ACCA, CIMA, CIPFA and evidence of continued professional development Strategic financial management experience within relevant or transferable sectors. 11

PRINCIPAL TERMS AND CONDITIONS Salary: Salary is up to 70,000 per annum (depending upon experience). Pension: Defined Contribution Pensions Scheme with a 6% employer contribution and minimum 4% employee contribution. Health Care Options: Medicash health Cash plan for employee and dependents, including Employee Assistance (24 hour support and advice). Holiday entitlement: 30 days per year, plus 1 shut down day as determined by the Company. Working hours: Normal hours of work are 37 hours per week, but the post holder will be required to work such hours, and at such times as are necessary for the proper performance of their duties. There will be no further remuneration for such hours. Probation and notice periods: The probation period for the role is between 3 months and 6 months. The probationary period can be extended up to a maximum of 12 months. The notice period after the probationary period is 6 months. Additional Information: There are also two paid days volunteering for all colleagues to volunteer in the community to support our vision of improving lives in Oldham. KEY DATES AND SELECTION PROCESS Closing date: Friday 29th June 2018 at 12 noon The client meeting to agree longlisted candidates will take place on Monday 25th June 2018. Successful candidates will be informed by the following day. All unsuccessful candidates will be offered feedback by Campbell Tickell.
