WELCOME The is currently completing a Transportation Master Plan in accordance with the Class Environmental Assessment process for Master Plans. The purpose of this Public Information Centre is to provide the public with an opportunity to actively participate in the public consultation process. The Public Information Centre is an open house with displays available for review. Staff will be available for questions and clarification. You are invited to complete the questionnaire and comment sheet as you review the display boards. Please sign in. 2

What is a Transportation Master Plan? Sets the vision for the transportation system of the future Set of policies that guide future transportation direction and investment t decisions i Addresses all modes of transportation Integrates land use and transportation planning and builds on existing Provincial, County and Town policy documents 3

Study Purpose The Transportation Master Plan (TMP) will develop policies that guide how future transportation t ti investment t decisions i are made taking into account a dynamic and sustainable multi-modal approach. The TMP will define the existing problems/opportunities, consider and evaluate solutions, and identify an optimum transportation t ti system. The TMP will outline the strategic direction and priorities for infrastructure, polices and programs to 2021. This study serves as Phase 1 and 2 of the Municipal Class Environmental Assessment (Class EA). Study Area Diverse municipality i with distinct t urban and rural residential and employment areas. Multi jurisdictional roadway network (MTO, County, Town, City). Serviced by transportation network that includes Highway 401, Highway 3, numerous County and Town roads, VIA Rail, CN, and CPR. Roadways serve a mixture of commuter, agricultural, l industrial i and tourism related traffic. 8

Opportunities Alternative Modes Ati Active transportation tti is any form of fhuman- powered transportation. It is any trip made for the purposes of getting to a particular destination - to work, to school, to the store or to visit friends. Active transportation can include multiple modes - walking, cycling, wheeling, in-line skating, skateboarding. The benefits include cost savings, environmental benefits, physical and mental health benefits, safety benefits by raising awareness of non auto users and reduction of parking requirements. 15

Transportation and Land Use Integration Three major factors shape urban mobility needs and activities: land use, transportation supply, and transportation demand. The development of a sustainable transportation systems requires changes in several areas: Provision of and improvements to sustainable travel options that build the capacity and quality of transportation infrastructure and services Supportive land use practices that reduce the distances between origins and destinations and make transit, walking and cycling more attractive Transportation demand management (TDM) measures to shape other key factors that influence personal travel decisions and reduce single occupant vehicle travel 16

Land Use Opportunities A sustainable transportation t ti system requires modifications to the way we plan our communities. Key elements include: Reconfiguration of sprawling suburbs into neighborhoods and town centers Development of mixed use, compact, pedestrian-oriented neighborhoods 17

Land Use Opportunities Public spaces that t foster a sense of community pride and well-being Provide for land uses with interconnected streets, easy access to transit, and bicycle and pedestrian pathways. Livable and walkable neighborhoods in a more pedestrian friendly environment 18

Problem/Opportunity Statement The may experience significant population growth to over 40,000 residents by 2028. Transportation infrastructure and service upgrades will be required on roadways under the Town s jurisdiction to accommodate mobility needs. Opportunities to better manage transportation needs safely, effectively, and cost efficiently, while providing a more livable community that supports the mobility needs of its residents, businesses and visitors, can be realized through improved transportation strategies and policies for the. 19

Transportation Principles Sustainable Multi Modal Transportation Principles Long Term Transportation ti Vision Achievable and Implementable Transportation Master Plan Transportation should be based on a proper balance between providing transportation alternatives, protecting the natural environment, enhancing economic competitiveness, and fostering a healthy, equitable society. The development of key transportation principles will provide a basis for a Transportation Vision which in turn will guide the development of transportation strategies and polices. 20

Plan new development with an appropriate level of mixed use and higher densities to create an environment where there are opportunities for Transportation Choices Promote and integrate walking and cycling and other non-auto modes as Alternative Travel Modes Develop and promote a transit service that conveniently and affordably serves where people need to go, both locally and inter-regionally, and promotes an Integrated and Accessible Transit System 21

Transportation Principles Make Reducing Travel Demand apriorityinthetown in the Town, emphasizing TDM alternatives such as ride sharing, carpooling, telecommuting, flexible work hours, etc. Promote Cost Effective New Technology to improve the urban mobility of goods and people Maintain and improve the road system to Make the Best Use of the Existing Transportation Infrastructure 22

Transportation Principles Ensure transportation decisions Protect and Respect the Environment Foster Political Support for transportation solutions that recognize the needs of Tecumseh as well as adjacent communities 23

Transportation Vision The Transportation Principles will be the genesis for the development of a long term Transportation Vision for the community. Supporting policies and priorities iti will be identified d to help build the element of the Transportation ti Vision i in our community. 24

Next Steps Review and consider comments/input received at the Public Information Centre. Comments due by July 4, 2008. Develop draft Transportation ti Vision i and present to Council for input. Generate and evaluate alternatives to address existing and anticipated transportation problems, including required infrastructure improvements (PIC No. 2 anticipated in the fall of 2008). Identify appropriate p policies regarding g transit, alternative transportation modes, cycling and pedestrian movements and, traffic calming. Develop and evaluate alternative design concepts to satisfy the future transportation demands in the area. Prepare Tecumseh Transportation Master Plan, with a succinct and clear action plan that will be based on a realistic and affordable strategy that identifies the phasing of improvements. 25

Visioning and Issues Workshop The Town is holding a Visioning and Issues Workshop to gather input on the preliminary i sustainable transportation t ti guiding principles. i The workshop is a focused stakeholders meeting with members of various interest groups (transit, cycling, schools, trucking, industry, community policing, businesses, developers) as well members of the general public. The meeting will be held on July 16 th from 6pmto8pmat Town Hall in the Tecumseh Room. The workshop will begin with a presentation at 6 pm followed by an interactive facilitated open forum.
