Capacity Building What is a Single Window? GOVERNMENT SERVICE TO LODGE STANDARDISED INFORMATION AND DOCUMENTS THROUGH A SINGLE ENTRY POINT. GOVERNANCE PHILOSOPHY AND MANAGEMENT TO IMPROVE THE CONTROL AND SECURITY, AND FACILITATE AT THE SAME TIME INTERNATIONAL TRADE. The Bali Package One of the main results of the 9th Ministerial Conference of the World Trade Organization (WTO) in Bali, Indonesia, in December 2013 was the signing of the Agreement on Trade Facilitation. This agreement is particularly important because it can have a major impact in reducing the transaction costs of trade and customs clearance especially in the processes of import and export. These costs disproportionately affect small and medium enterprises, which lack the means and ability to comply with complex rules and high compliance costs associated with customs controls, border procedures and other non-tariff measures. This makes this type of uncompetitive actors as providers and away from their integration into value chains regionally and globally.
A Port Community System enables the port to standardize, organize and optimize the flow of information between all stakeholders.
