:1: Appointment of Architect / Consultant SPBT College intends to undertake 1) Repairs and Renovation to College Building, 2) Construction of New Faculty Quarters Building & 3) Constructing additional hostel rooms above the existing Hostel Building at SPBT College Campus, JVPD Scheme, Vile Parle (West), Mumbai 400 056. 1 Brief History 1.1 Sir Sorabji Pochkhanwala Banker s Training College (SPBTC), named after Central Bank of India s founder, is jointly owned by Central Bank of India and Dena Bank. The college is managed through Governing Council consisting of the Chairman & Managing Director of both the Banks, General Managers (Personnel & HRD) of both the Banks and the Principal of the College. 1.2 The SPBT College campus consisted of 5 buildings viz. College, Hostel, Faculty Staff Quarters, Servant Quarters and Principal s Bungalow, constructed on a plot admeasuring about 12946.59 sq. mt. The above buildings were constructed in 1970-71. In 2001-02 Principal s Bungalow was demolished and DE-CENT Apartment was constructed to accommodate Executives of both the Banks. 1.3 Structural repairs, plastering, painting, etc. of Faculty and Sub-Staff Quarters, similarly, terrace water proofing, plastering etc. of Hostel Building and College Building was carried out in year 1998. Face-lift of the Hostel Building has been carried out in two phases i.e. I and II & III, in the year 2004 and 2006 respectively. 1.4 It has been decided to undertake 1) Repairs and Renovation to College Building, 2) Construction of New Faculty Quarters Building & 3) Constructing additional hostel rooms above the existing Hostel Building. 1.5 College authorities intend to carry out repairs/renovation/modifications of College building, construct New Faculty Quarters Building & additional hostel rooms. While carrying out the above repairs/renovation it is intended to prepare layout of College building for optimum utilization of the space as per requirements of college. We request you to visit the College campus, assess the repair/renovation/modification work to undertake the same as Project Architect/Consultant. 2. Scope of work: 2.1 Preparing sketch design, preliminary report and the estimates. Obtaining approval from College/Bank. Submitting PERT/BAR Chart, incorporating all the activities required for timely completion of the work. 2.2 Preparing drawings and particulars for structural work, services etc. obtaining approvals from statutory bodies, if required, and processing the same. 2
2.3 Preparing detailed estimates including rate analysis based on market rates, preparing detailed working drawings, tender document for inviting offers, scrutinizing the tenders received, preparing assessment report together with recommendations, assisting the College/Bank in selection of the contractor and on the award of work to the selected contractor. 2.4 Visiting periodically for inspection, assuming full responsibility for supervision, including control over quantities during execution to restrict variation, if any, to minimum, proper execution of the work and quality surveillance, preparing other details and drawings as may be required during execution along with variation control to be paid progressively with execution of the work. Checking measurements of work at site & contractor s bills, issuing periodical certificates for payments, passing and certifying accounts etc. 2.5 Issuing completion certificate and 4 sets of as-built drawings. 2.6 Entering in to agreement with the College /Bank as per the specified format. 2.7 Any other services connected with works usually and normally rendered by the Architects but not referred to herein above. 3. General instructions: 3.1 Application forms are invited for appointment of experienced, reputed and competent Architect / Consultant. 3.2 Architect / Consultant shall apply in prescribed format, which can be down loaded from the web site. 3.3 The eligibility criteria shall be as under: - 3.2.1. The persons who have graduate / P.G. Diploma in Architecture either from India or abroad. 3.3.2. The firm should have minimum experience in the field for not less than 10 years in the same name. 3.3.3. The Architects / Consultants should have, during immediate last three years as on February 1, 2008, completed at least two projects of commercial (excluding industrial buildings) and / or institution / residential buildings of minimum value Rs. 3.0 crores. Or 2 or 3 projects of comparable nature and not less than Rs. 2 crores, in the same name. 3.3.4. The Architect / Consultant should be member of Council of Architecture. If the firm is a partnership firm or limited company then at least one partner / director shall be member of Council of Architecture. 3.3.5. The Architects / Consultants should have PAN & Service Tax Nos. 3
3.3.6. The firm must have an office / branch at Mumbai. The firm should have completed minimum one work of comparable nature in Mumbai now or in the recent past. 3.3.7. The firm should have adequate organizational structure with qualified Architects, engineers, specialists, other technical staff alongwith associate consultants for structural, electrical, plumbing, etc. to plan, supervise and execute work of comparable nature and magnitude. 3.3.8. The applicant should have knowledge of rules, regulations and procedures etc. of MCGM/CVC guidelines. The firm should assist college authorities in submitting reply to the observations of CTE / CVC. Necessary details and documentary proofs, photographs of completed work has to be enclosed with the application. 3.3.9. The applicant should enclose demand draft (non refundable) for Rs. 1,000/- in favour of SPBT College, payable at Mumbai. 3.3.10. Architect / Consultants shall also authorise the SPBT College to approach his Employers, Clients, Corporations, Organization, etc. to verify Architect / Consultant s general reputation / competence. 3.3.11. The SPBT College reserves the rights to accept or reject any application. 4. Completed application document shall be submitted up to dd/mm/yyyy, during office hours to the office of: - Principal, SPBT College, Vile Parle (West), Mumbai 400 056. 4
Guidelines for submission of application form for appointment of Architect / Consultants for SPBT College at JVPD Scheme, Vile Parle (West) Mumbai 400 056. 1. Application form shall be submitted in sealed envelope super scribing Application for appointment of Architect / Consultants for SPBT College. 2. The application shall be submitted strictly in the format as mentioned along with the supporting documents. 3. The application shall be signed by the person/s on behalf of the organization having necessary Authority/ Power of Attorney to do so. Each page of the application shall be signed and copy of Power of Attorney / Memorandum of association (Wherever applicable) shall be furnished along with application. 4. If the space in proforma is insufficient for furnishing full details, such information may be supplemented on separate sheet stating therein the part of proforma and serial number. Separate sheets may be used for each part of application. While filling up the application with regard to list of important projects completed or on hand the applicant shall only include major works handled by the firm. 5. The ability and competence of the applicant to render required services within the specified time frame will be a major factor while deciding the appointment of Architect / Consultant. 6. The applicant should ensure that the application is delivered at the given address within prescribed date and time as mentioned in the advertisement. SPBT College shall not be responsible for the non-receipt/delay or loss of the application, if the same is sent by post or courier. 7. Application containing false and / or incomplete information is liable for rejection. 8. The applicant should enclose draft (non refundable) for Rs. 1,000/- in favour of SPBT College, payable at Mumbai. 9. The SPBT College reserves right to accept or reject any or all the applications. 10. Last date and time to accept the application is dd/mm/yyyy up to 5.00 pm. 11. Your application/offer shall be submitted in the following manner and shall contain details/documents as listed below: i. First sealed envelope super-scribed with name of the work containing your application, list of similar repair/renovation work which you have carried out in the past etc. ii. iii. Second sealed envelope super-scribed (in addition to the name of work) professional fees, containing professional fees in percentage you will charge for the above work, which shall be inclusive of structural/electrical/all other consultant s fees. Second. iv. The sealed application/offer in the manner explained above shall be submitted on or before dd/mm/yyyy up to 5.00 PM to Principal, SPBT College, Vile Parle (West), Mumbai 400 056. 12. Architects with Supervision Responsibilities a) Taking the employer s instructions, visiting the sites, preparing sketch designs which shall be in accordance with local governing codes/standards, regulations, etc. (including carrying out necessary revisions till the sketch designs are finally approved by the employer), making approximate estimate of cost by cubic measurements, square meter, or otherwise, and preparing reports on the scheme, so as to enable the employer to take a decision on the sketch designs. b) Submitting a proper PERTCHART/Bar Chart incorporating all the activities required for the completion of the project well in time i.e. preparation of working drawings, structural drawings, detailed drawings, calling tender etc. The programme should also include various stages of services to be done by the Consultants in coordination with the Architect. c) Submitting required drawings to the Municipality and other local authorities and obtaining their approval. d) Preparing architectural working drawings, structural calculations and structural drawings, layout drawings for water supply and drainage, electrical installations, telephone installations, etc. detailed estimates and all such other particulars as may be necessary for preparation of bill of quantities. e) Preparing pre-qualification documents : f) Preparing detailed tender documents for various trades, viz. general builders work and specialist services such as water supply and sanitary installation, etc. complete with articles of agreement, special conditions, conditions of contract, specification, bill of quantities, including detailed analysis of rates based on market rates, time and progress charts, etc. g) Preparing tender notices for issue by Bank or inviting tenders from prequalified /shortlisted parties on behalf of Bank, as the case may be for all trades and submitting assessment reports thereon, together with recommendations specifying abnormally high and low 6
rated items. Preparing contract documents for all trades and getting them executed by the concerned contractors. The assessment report shall be based on proper analysis of rates with constants from an approved Standard Hand Book and market rates of materials and labour for major items of works costing about 90% of the estimated cost of the work. All commercial conditions shall be evaluated in financial terms instead of merely saying whether a condition may be accepted or not. Where conditions are not susceptible of evaluation, the alternative procedure of calling all the tenderers for negotiation and asking them to submit a final bid based on the terms and conditions acceptable to the Bank may be adopted. h) Preparing for the use of the employer, the contractor and site staff, 4 Copies of contract documents for all trades including all drawings, specifications and other particulars. Preparing such further details and drawings as are necessary for proper execution of the works. i) Assuming full responsibility for supervision and proper execution of all works by General and Specialist Contractors who are engaged from time to time, including control over quantities during the execution to restrict variation, if any, to the minimum. j) No deviations or substitution should be authorized by the Architect without working out the financial implication, if ay, to the contractor and obtaining approval of the Bank. However, where time does not permit and where it is expedient, the Architect may take decisions on behalf of the Bank, the total cost of the item/deviation of which should not exceed Rs.10,000/-. This deviation shall be got subsequently ratified from the Bank duly justifying his action at the earliest. k) Working out the theoretical requirement and actual consumption of cement and steel and any other material specified for each bill. l) Assist the employer in appointing a full time/temporary Site Engineer for : supervision of construction of a particular project and guiding the Site Engineer as required. m) Checking measurements of works at site, Checking contactor s bills, issuing periodical certificates for payments and passing and certifying accounts, so as to enable the employer to make payments to the contractors and adjustments of all accounts between the contractors and the employer. Architects shall assume full responsibility for all 7
measurements certified by them. It shall be mandatory on the part of the Architect to check the measurements of various items to the extent of atleast 25% of each item of work claimed, in each running bill. Certified that the various items of works claimed in this.running bill/final bill by the contractors.have been completed to the extent claimed and at appropriate rates and that the items are in accordance with and fully conforming to the standard / prescribed specifications and drawings. We further certify that we have checked the measurements to the extent of...percent but not less than 25% of each item claimed in this bill. Hence, the bill is recommended for payment of Rs. (Signature of the Applicant) Date : The Architects shall endorse the above certification in the relevant Measurements Books also. n) Submitting detailed account of steel, cement and any other material That the employer may specify and certifying the quantities utilized in the works. o) Obtaining final building completion certificate and securing permission of Municipality and such other authority for occupation of the building and assisting in obtaining refund of deposit, if any, made by the employer to the Municipality or any such other authority. p) Appearing on behalf of the employer before the Municipal Assessor or such other authorities in connection with the settlement of the rateable value of the building and tendering advice in the matter to the employer. q) On completion of the project, prepare as made completion drawings of architectural, structural, water supply and drainage works ad electrical and other services along with a brief report on the project and relevant structural design calculations and submitting 4 copies of the same for the records of the employer. 8
Further, the Architect shall verify and confirm that identification marks are made on all service installations/cables/wiring etc. for easy identifications to carry out maintenance jobs. r) The Architects shall be wholly responsible for the successful completion of the project in all respects consistent with safety and structural stability from the inception up to the handing over for occupation to the employer. s) The Architects shall assist the Bank in all arbitration proceedings between the contractors and the Bank and also defend the Bank in such proceedings. t) The Architect shall furnish one complete set of structural designs, calculation and structural drawings for the Bank s record. u) Assisting college authorities in preparing reply of the observations of CTE / CVC. v) Any other services connected with the works usually and normally rendered by the Architect but not referred to herein above. 9
