Office of Infrastructure Future of the US Federal Highway Program American Concrete Pavement Association Annual Meeting San Diego, CA Thursday, November 30, 2017 Thomas D. Everett Associate Administrator FHWA Office of Infrastructure

Presentation Outline Status of Proposed Infrastructure Bill FHWA Program Direction Performance Based Approach Deployment through Technology Transfer 2

Status of the Proposed Infrastructure Bill $200 billion in infrastructure funding to leverage $1 trillion investment White House outreach FY 2018 fact sheet key principles Make Targeted Federal Investments Encourage Self-Help Align Infrastructure Investment with Entities Best Suited to Provide Sustained and Efficient Investment Leverage the Private Sector 3

Status of the Proposed Infrastructure Bill WHAT LIES AHEAD Secretary Chao recently stated that an infrastructure funding proposal will not come out until after Congress has addressed tax reform. The next step would be for the Administration, including USDOT, to work with the Hill on getting an infrastructure bill passed. WHAT WE ARE DOING AT FHWA We are looking for ways we can improve the project delivery process even without a statutory change. 4

Performance Based Approach MAP-21 laid out a framework for a more performance driven approach to the Federal Highway Program FAST Act continued the principles We see the transition through: Transportation Performance Management Risk Based Asset Management Plans Designing Concrete Pavements to Meet Performance Goals 5

Transportation Performance Management A strategic approach that uses system information to make investment and policy decisions to achieve transportation system performance goals. 6

7 Pavement Measures 23 CFR 490.307 490.307 Performance Measures Pavement Condition Measures Interstate System Non-Interstate NHS Percentage of pavements of the Interstate System in Good condition Percentage of pavements of the non-interstate NHS in Good condition Percentage of pavements of the Interstate System in Poor condition Percentage of pavements of the non-interstate NHS in Poor condition

Risk-based Asset Management Plan Plan Contents: Pavement and bridge inventory and conditions on the NHS. Objectives and measures. Performance gap identification. Life-cycle planning Risk management analysis. Financial plan. Investment strategies. 8
