V0H 1V0 Gentlemen: In response to the Invitation to Tender, the undersigned has carefully examined the site and the Contract Documents for the construction of: as shown on drawings: Perimeter Fencing Osoyoos Landfill 302-706-01 Fence Location Plan as prepared by TRUE Consulting. We, the undersigned, will provide all necessary labour, equipment, materials, supervision and other items required to complete the works in accordance with the contract drawings at the herein stated tendered price. The undersigned agrees that the Town of Osoyoos will not be responsible for any errors or omissions on the part of the undersigned in preparing this tender. The undersigned agrees that this tender constitutes a firm and irrevocable offer to the Town of Osoyoos and cannot be withdrawn for a period of thirty (30) calendar days after the tender closing date. We agree to begin work immediately upon receipt of Notice of Tender Acceptance and to proceed with the work in such a manner as to complete construction within forty-five (45) calendar days of the date of Notice of Tender Acceptance. The undersigned further acknowledges that time is of the essence associated with work of this contract. Should the undersigned fail to complete the work by the completion date specified herein, then the undersigned will compensate the Town of Osoyoos for liquidated damages as follows: (a) costs to the Town of Osoyoos of additional engineering supervision. GENERAL CONDITIONS Page GC 1 GC-1 Payments Payment will be made in accordance with the tendered lump sum price for the work. Payment in the amount of 100% of the tendered lump sum price will be made within twenty-one (21) days of completion in accordance with these documents. GC-2 Oral Agreements No oral instruction, objection, claim, or notice by any party to the others shall affect or modify any of the terms or obligations contained in any of the Contract Documents, and none of the provisions of the Contract Documents shall be held to be waived or modified by reason of any act whatsoever, other than by agreed waiver or modification thereof in writing. GC-3 Contractor s Comprehensive General Liability Insurance The Contractor shall protect himself and indemnify and save the Town of Osoyoos harmless from any and all claims which may arise from the Contractor s operations under the contract where bodily injury, death or property damage is caused and for his purpose shall, without restricting the generality of the foregoing, provide and maintain insurance acceptable to the Town, either by way of a separate policy or by an endorsement to his existing policy, and subject to limits of not less than $2,000,000 (Two Million Dollars) inclusive per occurrence for bodily injury, death and damage to property including loss or use thereof. GC-4 Automobile Liability Insurance The Contractor shall provide and maintain liability insurance in respect of owned, licensed vehicles subject to limits of not less than $2,000,000 (Two Million Dollars) inclusive. GC-5 Indemnity The Contractor shall indemnify and save harmless the Town of Osoyoos from and against all losses and claim, demands, payments, suits, actions, recoveries and judgements of every nature and description brought or recovered against the same and/or the Town, by reason of any act or omission of the said Contractor, his agents, or his employees, in the execution of the work or in the guarding of it. GC-6 Workers Compensation For the purpose of the work of this contract, the Contractor shall be deemed the Prime Contractor for the work site under the Regulations of the Workers Compensation Act and Occupational Health and Safety Regulation and must fulfil all of the obligations required of a Prime Contractor.
Page GC 2 GC-7 Inspection of the Work The Town of Osoyoos and/or its appointed representative will have the right of access to the works for purposes of inspecting the Contractor s work to determine compliance with these Contract Documents. GC-8 Claims for Extra Work If the Contractor claims that any instruction by drawings or otherwise involve extra cost under this Contract, he shall give notice to the Town of Osoyoos in writing immediately. The Contractor shall then follow the Town s instructions regarding proceeding with the work in question. No Claim for Extra Work shall be valid unless so made. GC-9 Business Licence Tenders will be accepted from contractors having a business licence issued by the Town of Osoyoos for contracting consistent with the scope of this contract. Tenders will not be accepted from contractors not possessing a business licence issued by the Town of Osoyoos.
Page CS 1 CONTRACT SPECIFICATIONS CS-1 Layout The Town of Osoyoos will provide layout of the fence. The area will be surveyed and staked by the engineer or Town of Osoyoos. Layout will be provided once only at the commencement of the work of the contract. It shall be the responsibility of the contractor to undertake the work of this contract to minimize damage to layout staking. CS-2 Worksite Separation The Contractor shall obtain access to the site through the landfill gate at the scale. The Contractor must schedule the mobilization of his equipment such that there is no conflict with the activities of the landfill site maintenance contractor and/or the public who may be using the landfill site. The Town of Osoyoos will provide the contractor a key to the landfill to enable work of this contract to be undertaken during time periods when the landfill is closed. The landfill gate shall be closed and locked to prevent unauthorized use of the landfill at all times that the contractor is on site when the landfill is normally closed. The key shall be returned to the Town on completion of the project. CS-3 Chain Link Perimeter Fence The Contractor shall supply and install chain link fence that is in accordance to the Standard Drawing F-1 Security Fence Detail herein complete with sandstone polyethylene slats. The chain link fence shall connect with the existing chain link fence around the perimeter of the landfill as shown on TRUE drawing 302-706-01. The Town of Osoyoos reserves the option to delete the polyethylene slats in the chain link fence. If the slats are deleted, Item 2.0 of the Tender Form will be deleted. Should the polyethylene slats be deleted, the tender prices of all other components will not be affected. CS-4 Game Perimeter Fence The Contractor shall construct and install game fence as shown in the detail in drawing 302-706-01. The game fence shall connect with the proposed chain link fence on the southeast side of the landfill as shown on TRUE drawing 302-706-01. The tendered unit price for the game fence shall be inclusive of the removal and disposal of the existing fence.

DIVISION 2 - SITEWORK SECTION 2M- SECURITY FENCING Page 2M-2 DIVISION 2 - SITEWORK SECTION 2M- SECURITY FENCING 2M-1.0 GENERAL 2M-1.1 Scope 1. This specification refers to the supply and installation of all chain link-type fencing materials including fence mesh, wire, hardware, posts, gates, rails, barbed wire overhang, etc. On the Contract Drawings the fence may be referred to as a Chain link fence or security fence. 2M-1.2 Related Specifications 1. Division 1, Section 1B. General Specifications 2M-2.0 MATERIALS 2M-2.1 Fabric Size and Mesh 1. Chain link fence fabric shall be manufactured from good, commercial quality, galvanized steel wire in general accordance with CGSP Standard 138-GP-1M for Chain Link Fence Fabric. 2. The fabric shall be supplied in roll widths necessary to achieve the height specifications shown on the Contract Drawings. The fabric shall have a uniform 50 mm (2 inch) diamond pattern chain link mesh, closed at one edge by knuckling and the other edge by twisting to form a barb. 3. The steel wire shall be 9 gauge (British Imperial Steel Wire Gauge) or 3.5 mm (0.144 inches) with a permissible variation of plus or minus 0.1 mm. The minimum breaking force of the wire shall be 5000 Newtons. 4. Zinc coating shall be a minimum of 440 grams per square metre of wire area. (1.40 ounces per square foot) 2M-2.2 Barbed Wire 1. Barbed wire shall be manufactured from good quality galvanized steel wire in general accordance with ASTM Standard A121 - Zinc Coated (Galvanized) Steel Wire. 2. The wire size shall be continuously twisted double strand 2.5 mm nominal diameter (12 ½ gauge). 3. Four point barbs shall be provided at regular spacings not exceeding 150 mm (6 inches).

Pipe shall be uniformly zinc coated inside and out. The average mass of zinc coating shall be 490 grams/square metre (1.6 ounces per square foot). 2M-2.4 Miscellaneous Materials 1. Gate outside frame shall be galvanized steel pipe, standard weight, having an outside diameter of 48 mm. Interior bracing shall be 33 mm outside diameter standard weight galvanized steel pipe. 2. All joints shall be electrically welded and hot-dip galvanized. 3. Gates are to be supplied with galvanized malleable iron hinges. Gate closure hardware shall include a latch and latch catch suitable for padlocking and a drop bolt for closed position. 4. All fittings and hardware shall be cast aluminum alloy, galvanized steel or malleable or ductile cast iron. Post caps shall provide a waterproof fit. 5. Overhang tops shall be galvanized malleable iron or high strength aluminum alloy with eyes to hold top rails and three strands of barbed wire spaced 200 mm apart. The projection shall be approximately 300 mm long to project 45 above horizontal. 2M-3.0 EXECUTION 2M-3.1 Erection of Fence 1. Ground undulations along the proposed fence line shall be removed to obtain a smooth, uniform gradient between posts. Clearance between the bottom of the fence and the ground surface is to be not less than 25 mm nor more than 75 mm. 2. The fence shall be erected along the lines shown on the Drawings. Line posts shall be spaced 3.0 m apart. 3. Straining posts shall be installed at equal intervals not exceeding 150 m to enable tensioning of the fabric.
DIVISION 2 - SITEWORK SECTION 2M- SECURITY FENCING Page 2M-4 2M-3.1 Erection of Fence (Continued) 4. Corner posts are to be installed where the changes in alignment exceeds 20. 5. All posts shall be embedded in concrete to depths shown on the Drawings. Fabric shall not be installed until the concrete has cured for a minimum of three days. 6. Braces shall be installed between end and gate posts and the nearest line posts. 7. The fabric is to be stretched between end corner, gate and straining posts with a tension bar secured to the post with tension bands at 300 mm intervals. The fabric shall be secured to top rails, line posts and bottom tension wire with wire ties at 450 mm intervals. 8. Gates shall be installed where shown on the Contract Drawings. 2M-4.0 MEASUREMENT AND PAYMENT 2M-4.1 Measurement 1. Supply and erection of the security fence will be measured in lineal metres of the actual installed length. 2. Gates will be measured as a complete unit for a double gate assembly supplied and installed in accordance with the Contract Documents. 2M-4.2 Payment 1. Payment for the supply and erection of the security fence will be made on the basis of the Tendered Unit Price per lineal metre which shall be full compensation for the materials supply, all necessary posts, installation, fabric, etc. 2. Payment for the double gate assembly will be made in accordance with the Tendered Lump Sum Price which shall be full compensation for the supply of all necessary materials, labour and equipment to complete the gate in accordance with the Contract Documents.
STANDARD DRAWING
