Expression of Interest Terms and Conditions Training Fund for Sindh and Balochistan TVET Sector Support Programme May 2018
1. Eligibility Criteria: The following are the minimum eligibility criteria for the Training Fund which an Applicant Organization must meet in order to be considered in the short-listing stage of the application process. The minimum eligibility criteria are the following: a) Applicant Organization must be a registered organization under one of the following legal norms: The following acts, while not exhaustive, includes a wide range of public institutions and organizations, such as public training institutes administered by STEVTA and BTEVTA, private training institutes, training facilities established within an organization, such as a foundation or business industry association, training institutes established by non-governmental organizations, training institutes serving under any federal ministry / division and training institutes administered by other public organizations Section 42 of Companies Ordinance, 1984 (not for Profit); Trust Act, 1882 and 1920; Voluntary Social Welfare Agencies Ordinance, 1961; Societies Registration Act, 1860; Partnership Act, 1932; STEVTA Act, 2009; BTEVTA Act, 2011; b) Applicant Organization must have operational procedures and must operate within the national and international standards and have the required operational capacity (infrastructure, human and financial resources). Applicant Organization must provide the following documents along with the bid to allow the GIZ/TVET SSP to assess the operational capacity: Organizational procedures relating to HR, finance, accounting, contracting, procurement, internal/external control and data handling and processing; Budget statements of the organization for the last 3 years or prior; Audit, preferably external, reports of the organization for the last 3 years or prior; Record of training courses; Record of implementing competency based training courses and record of engagement of enterprises in planning and delivery of training courses; c) Applicant Organization acknowledges to operate within legal/regulatory requirement 1 of the TVET sector in Pakistan which are; Is either affiliated or willing to engage in the process of affiliation with the provincial Qualification Awarding Body (QAB); Is either registered or willing to engage in the process of registration with the provincial Technical Vocational Authority (TEVTAs); Is either accredited or willing to engage in the process of accreditation with the National Vocational & Technical Training Commission (NAVTTC); 1 All related documents (pertaining to affiliation, registration and accreditation) are required to be submitted at the time of proposal submission.
2. Other criteria: a) Applicant Organization must propose training courses from the NVQF which is explicitly demanded by the business industry associations and enterprises and have potentials for employment for at least 75% of trainees; b) Applicant Organization must propose a substantial workplace-based training which shall be imparted jointly with the partnering business industry associations and enterprises; c) Applicant Organization must identify and propose partnering business industry associations and enterprises with whom the mode of delivery and coordination arrangements are discussed and agreed; d) Applicant Organization along with the partnering business industry associations and enterprises must have the infrastructural capacity to conduct training for at least 150 trainees in a twelve-months cycle; 3. If a last enquiries date is specified, any request must be submitted before that date.
4. Submission of Application: 4.1 Documents: a) A concept note of a 2 or 3 pager outlining the demand of the business industry association and enterprises, the selected national vocational qualifications, breakdown of the trainees considered for the different training courses, the potentials of the employment for trainees, the roles and responsibilities discussed with the enterprises for planning and delivering and finally, the total cost per trainee for conducting the training; b) All documents listed under the eligibility criteria of this terms and conditions of the expression of interest; c) Any other documents such as profile, appreciation notes, and the likes that might be helpful in the process of evaluation; 4.2 Medium: a) Applicant Organization acknowledges that submission have to be only in hard copies in a sealed envelope or package, marked confidential and clearly identified as a submission for this expression of interest; b) Applicant Organization acknowledges that submission through electronic means such as e- mail or FTP is not accepted by the GIZ/TVET SSP; 4.3 Deadline: a) Applicant Organization must submit their bid along with required documents by COB 11 th June 2018 at the following addresses: Training Fund for Sindh and Balochistan: TVET Sector Support Programme Regency Heights, Plot No. 3A/3, G-5 Markaz Diplomatic Enclave - Islamabad 5. Acceptance of expression of interest: a) Applicant Organization agrees and acknowledges that the GIZ/TVET Sector Support Programme, in its absolute discretion: is not obliged to accept any expression of interest; may reject any expression of interest at any time; or may abandon this process at any time; b) Applicant Organization also acknowledge that: nothing in this document is to be construed as creating a binding contract (express or implied) between the GIZ/TVET Sector Support Programme and any Applicant Organization;
no legal relationship can exist between the GIZ/TVET Sector Support Programme and any Applicant Organization unless and until GIZ/TVET Sector Support Programme have completed all the steps of the application phase as stipulated in the operational manual and have signed and delivered (either by post, courier, hand delivery or facsimile) a written contract to the successful Applicant Organization(s); engaging with to an Applicant Organization, including in the ensuing steps, does not constitute an acceptance of the expression of interest but an invitation to negotiate; 6. Integrity: a) Applicant Organization must: declare any actual or potential conflict of interest; prior to the completion of this expression of interest process, not seek to employ or engage the services of any person (including an advisor, consultant or employee) who has a duty to the GIZ/TVET Sector Support Programme in relation to this process; not collude with any potential Applicant Organization; disclose whether acting as agent, nominee or jointly with another person and disclose the identity of the other person; not offer any incentive to, or otherwise attempt to influence, any employee of the GIZ/TVET Sector Support Programme or any member of an evaluation committee at any time; not make any news releases or responses to media enquiries and questions pertaining to this process without the GIZ/TVET Sector Support Programme written approval; and not attempt to seek confidential information in respect of this expression of interest process from GIZ/TVET Sector Support Programme s employees and others who have access to confidential information; 7. Complaints: a) If at any time during the expression of interest process, an Applicant Organization considers that it has been unfairly treated, the Applicant Organization must first notify the concerned person in GIZ/TVET Sector Support Programme in writing. If the matter is not resolved, the Applicant Organization may then contact the GIZ/TVET Sector Support Programme s nominated complaints officer below, and request in writing for the issue to be dealt with in accordance with the GIZ/TVET Sector Support Programme s complaint management process.
