ANGLIAN WATER SERVICES LIMITED 2016-2017 MISCELLANEOUS CHARGES STATEMENT This document sets out the Miscellaneous Charges fixed by Anglian Water Services Limited as the water and sewerage undertaker for its area of appointment for the 12 months commencing 1st April 2016. It should be read in conjunction with the Wholesale Charges Scheme and the Customer Charges Scheme, which have been made in accordance with charging rules issued by the Water Services Regulation Authority. PART A: General Provisions 1. Introduction to this Miscellaneous Charges Statement 1.1 The Miscellaneous Charges Statement includes various charges, which are made neither under a charges scheme as set out in section 143 of the Act nor required to be included by Condition C of our Instrument of Appointment. These charges indirectly relate to the provision of our water and wastewater services, but are either raised under specific statutory provision (outside of section 143) or because we are providing a service under an agreement. They have therefore been described as Miscellaneous Charges. 1.2 Our charges in respect of supplies of water and the provision of wastewater services, as well as trade effluent, infrastructure charges and any other charges, which are not covered by separate statutory provision or an agreement, are set out in our Wholesale Primary Charges Scheme and Customer Charges Scheme. 1.3 Unless the contrary intention appears, words and expressions used in this Miscellaneous Charges Statement shall be given the same meaning as they have in the Act or, as the case may be, the Wholesale Charges Scheme or the Customer Charges Scheme. 1.4 Any phrase introduced by the terms including, include, in particular, such as or any similar expression shall be construed as illustrative and shall not limit the sense of the words preceding those terms. 2. Regions 2.1 The provisions of this Charges Statement apply to our Water Supply services and/or Sewerage Services on the following regional basis: the Anglian Area (Water Supply and/or Sewerage), Hartlepool Area (Water Supply), Finningley Area (Sewerage), Northstowe Area (Water Supply) and Woods Meadow Area (Water Supply). 2.2 For the avoidance of doubt, the Finningley Area, Northstowe Area and Woods Meadows Area form part of the Anglian Area. 3. Charges for Normal Working Hours 3.1 The standard charges set out in the statement are based on the work being carried out during normal working hours under standard conditions, unless stated otherwise. In other instances Anglian Water reserves the right to charge on an at cost basis. 4. Payment Terms 4.1 Payment will generally be required in advance, unless otherwise specified in this statement. 4.2 Where payment is not required in advance, charges will be payable on the date specified in the account, or, if there is no such date, within 21 days of receipt of the invoice. 5. VAT 5.1 All charges published in this statement exclude VAT unless specified otherwise. VAT will be added to the published charge where required. 2

PART B: Disconnection & Reconnection Services 1. Temporary Disconnection & Reconnection Services 1.1 Temporary Disconnection Charges Disconnection or cut-off of any premises (other than premises specified in Schedule 4A of the Act) for non payment of water charges, during normal working hours 56.00 56.00 1.1.1 Certain premises become liable to disconnection where an occupier is liable to pay charges and has failed to do so before the end of seven days beginning with the day after he is served with notice requiring payment. Payment following the expiry of that period does not affect these disconnection powers. Where a crew has been dispatched to premises to carry out a disconnection for non-payment (following the appropriate notice) and payment is made between such dispatch and actual disconnection, the occupier will be given the opportunity to agree to pay the abortive costs of deploying the crew, failing which we may proceed with disconnection. 1.2 Reconnection Charges Reconnection following temporary disconnection, during normal working hours 56.00 56.00 Reconnection following disconnection for non payment of water charges, during normal working hours 56.00 56.00 1.2.1 We will not in the above circumstances levy an infrastructure charge in respect of the connection. 3

PART C: Water Connection Services 1. If the test shows the meter to be operating incorrectly no testing charge will apply and we will adjust your charges in accordance with the Meter Regulations. 6

The charge will be 50% of the installation on new mains charge, as noted above. 2.3.2 Permanent abandonment will apply when neither the Fire Authority nor the Company has any use for the hydrant as an asset and the tee is removed from the main. 9

PART F: Developer Services 1. And as stated above, is calculated as 50% of the appropriate fee based on the amount of properties the re-design is being carried out for. 10

1.4 Section 104 (Agreement to adopt sewer at future date) Activity ANGLIAN Enquiry fee 39.00 Supervision fee 2.5% of estimated construction cost Additional Technical Vetting Charge 200.00 Assessment of CCTV survey 171.00 Section 185 Sewer Diversion Section 30 Sewer Requisition Legal agreement amendment charge 4.5% of estimated construction cost 5.0% of estimated construction cost At Cost 1.4.1 Enquiry fee is an upfront fee. 1.4.2 Supervision fee is an upfront fee and has a minimum charge of 500. 1.4.3 The making of section 30 agreements does not form part of Anglian Water s duty and is therefore subject to such terms as Anglian Water may agree. 1.4.4 All reasonable costs associated with section 185 are payable by the applicant. 1.4.5 Anglian Water may require conditions in relation to section 104 agreements it makes with an applicant and accordingly, payment of the administrative charges are to be considered included within such conditions. 11

PART G: Trade Effluent Services 1. Non Routine Sampling 1.1 We carry out standard scheduled sampling and analysis in accordance with our own regulatory functions. Should traders require additional sampling and analysis of its Trade Effluent in connection with the trader s regulatory and other duties, they should contact an accredited laboratory. 2. Environment Agency Application 3.1 Where a proposed new or amended discharge of trade effluent (or other non-domestic discharge) requires Anglian Water to formally submit an application to the Environment Agency for a Water Recycling Centre permit variation, the cost of the application fee will be paid in full by the discharger. 4. Environment Agency Control of Complex Organic Substances 4.1 A limited number of discharges contain complex organic substances in such concentration that the Environment Agency consider it necessary to control them by including concentration limits in discharge consents. Effluents with such limits attract a higher licence fee than normal. 4.2 Where the increase in this fee is attributable to an individual trade effluent or effluents that are consented to discharge these substances, then the additional fee will be added to the trade effluent charge of the discharger. 12
