GENERAL TERMS AND CONDITIONS 1. Special Conditions: Special conditions included in the Bid Document shall take precedence over any general provisions hereinafter set forth. 2. Specifications: Unless otherwise stated by the bidder the proposal will be considered as being in strict accordance with the specifications outlined in the Bid Document. References to a particular trade name, manufacturer s catalog or model number are made for descriptive purposes to guide the bidder in interpreting the requirements of the City only. They should not be construed as excluding proposals on other types of materials, equipment and supplies as equal to that specified. However, the bidder, if awarded a contract, will be required to furnish a particular item referred to in the specifications or description unless a departure or substitution is clearly noted and described in the proposal and approved by the Safety Service Director s Office. 3. All exceptions to the specifications must be clearly defined in supplemental information submitted with the bid. Any additional information the prospective Bidder believes is relevant to awarding a contract may be included. Descriptive literature may be included where applicable. 4. The materials needed are to be purchased between January 1, 2016 and December 31, 2016. The quantities shown are estimated quantities and are not intended to be the actual amount purchased. The estimated quantities are shown only to serve as a guide in helping the bidder know the approximate quantity involved. 5. Prices bid for each item shall include delivery to Alliance Street Department, Water Sewer Department, Wastewater Department, Parks Department, Fire Department, City Hall Safety Building, Freedom Center and City Administration Building & Annexes unless otherwise specified herein. 6. Quotations to include all charges for delivery, F.O.B. Destination-Freight Prepaid and inside delivery, unless otherwise stated by the bidder in Bid Document. THE CITY IS EXEMPT FROM ALL FEDERAL AND STATE TAXES. 7. Payments for materials will be made monthly upon receipt of invoices for materials delivered during previous months. 8. BE SURE TO INSERT UNIT PRICES AND CARRY OUT EXTENSIONS. Errors or omissions could result in your bid being declared invalid. In case of an error in extension of prices, the unit price will govern. All quoted bid prices must be firm, as no price adjustment will be allowed on the purchase order. 9. Sealed bids will be received by the Director of Public Safety and Service as indicated on the attached legal notice. Bidders may submit a proposal for any of the various items for which bids are requested. Proposals must be made on the form attached. 10. Verbal instructions given by any of the Officers, Agents, or Employees of the City shall not be binding upon the City. Instructions in writing only, from the Safety Service Department of the City of Alliance, shall be binding. 11. The Bidder agrees, if awarded the contract, to deliver the quantity awarded, as instructed, and that all articles shall be subject to the inspection and approval of the City. In the event that any of the said articles should be rejected as unsuitable or not in conformity with these specifications, such articles shall at once be removed and other articles of proper quality as set forth in these specifications shall be furnished in place thereof, all at the expense of the successful bidder. 12. In the case of non-compliance by the successful bidder, the City retains the right to cancel the awarded contract at anytime during the contract period.
2016 PIPE, FITTINGS, VALVES, & FIRE HYDRANT SPECIFICATIONS SPECIAL CONDITIONS. All items bid to be American made. DUCTILE CAST IRON PIPE. The material shall be Class 52 and shall meet the requirements of the latest AWWA standards for ductile cast iron pipe. Prices bid shall include the cost of delivery. DUCTILE CAST IRON FITTINGS. The material shall meet the requirements of the latest AWWA standards (C153) for ductile cast iron fittings designed for a working pressure of 150 pounds per square inch. INCLUDES ACCESSORY KITS. GATE VALVES. Gate valves shall meet the requirements of the latest AWWA standards (C509 or C515) for gate valves designed for a working pressure of 150 pounds per square inch. Valves shall be equipped with a resilient seat ring that has been tested for zero leakage at 150 pounds per square inch. Valves shall open in a clockwise direction and shall come with mechanical joint ends. INCLUDES ACCESSORY KITS. BUTTERFLY VALVES. Butterfly valves shall meet the requirements of the latest AWWA standards (C504) for rubber seated butterfly valves designed for a working pressure of 150 psi. Valves shall open in a clockwise direction and shall come with mechanical joint ends. INCLUDES ACCESSORY KITS. CLAMPS. Single panel stainless steel repair clamps. Panel, nuts, bolts, and lugs are to be made of 304 stainless steel. Bolt assembly to use bars and NOT fingers. Gasket is to be cemented to panel and allow a full 360 degree watertight seal. Smith Blair 261, Ford FS1, or equal. Each bidder shall submit a catalog cut of the alternate he is proposing to furnish. SERVICE SEALS. (Tapped Repair Clamp) Single panel stainless steel repair clamps. Panel, nuts, bolts, and lugs are to be made of 304 stainless steel. Bolt assembly to use bars and NOT fingers. Gasket is to be cemented to panel and allow a full 360 degree watertight seal. Smith Blair 264, Ford FS1 repair clamp tapped, or equal. Each bidder shall submit a catalog cut of the alternate he is proposing to furnish. DRESSERS. Dressers shall meet the requirements of the latest AWWA standards (C219) for bolted, sleeve type couplings for plain end pipe. Each bidder shall submit a catalog cut of the dresser he is proposing to furnish. HIGH TOLERANCE DRESSERS. To be Viking Johnson MaxiFit, or equal. Item is exempt from special conditions. Bidders proposing an alternate shall submit a catalog cut of the alternate he is proposing to furnish. Additionally, bidder will be required to present a dresser, with manufacturer s material specification and standards, for review, upon request. HYMAX 2000 SERIES DRESSERS. VALVE BOXES. Monument box and lid shall be East Jordan 1570 or an alternate equal in size/dimension and equivalent in weight. Each bidder shall submit a catalog cut of any alternate casting he is proposing to furnish. FIRE HYDRANTS. A General Classifications: 1. "Alliance Breakaway" hydrants shall be suitable for non-shock cold water service. 2. "Alliance Breakaway" hydrants shall be post type with compression main valve closing with the line pressure. 3. "Alliance Breakaway" hydrants shall be "traffic type" with easily replaceable
flangeable parts designed to break on traffic impact. 4. "Alliance Breakaway" hydrants shall fully comply with and exceed AWWA standard C-502 latest revision for dry barrel hydrants. B Size, Ranges and Working Pressure. 1. Main valve size 4-1/2" - I.D. (see flow loss requirements) 2. Maximum working pressure 250 p.s.i. 3. Inlet connection 6" mechanical joint. Includes accessory kit. 4. "Three-way" two hose nozzle, one pumper nozzle. 5. Depth of bury five (5) foot 0 inches. C Design Features: 1. The operating nut shall be a one-piece bronze casting with ductile iron weather shield. The operating nut to be a 1-1/8" square, measured flat to flat with minimum height of one inch. Pressure seals or dirt seals making contact with the operating nut shall be protected from changing climatic conditions by the weather shield attached to the operating nut in an allowed manner. The thrust collar will be an integral cast part of the operating nut above which will be fitted an anti-friction device. The hydrant shall open right. 2. All threaded and metal to metal bearing surfaces in the bonnet shall be sealed away from the line pressure by no less than two' O'Rings. The first of which will act as a wiper and dirt seal, the other as a pressure seal. Shall have O rings at the bonnet, ground and shoe flanges. 3. The hose nozzle size shall be 2-1/2" with City of Alliance threads. The pumper nozzle size shall be 4-1/2" with City of Alliance threads. They must be threaded and locked in place by a stainless steel or brass pin or screw. "O" Rings will be used as pressure seals. 4. The upper barrel shall include two hose nozzles and one pumper nozzle located on the same plane, with the center line of the steamer nozzle at least 18" from the ground line mark on the lower barrel. 5. Hydrant to be dry top design with factory lubricated operating mechanism with provisions to field check for the need of lubrication and an external means to lubricate the operating mechanism without removal of bonnet. Parts to be lubricated shall include anti-friction device, thrust collar, stem threads, bronze stem sleeve and stem pressure seal. Shall employ self oiling system with positive lubrication. Type of lubricant shall be oil suitable for a temperature range of -40degrees F to + 150 degrees F. 6. Upper and lower barrel flanges (except those designed to break on traffic impact) are to be integrally cast. Wall thickness of upper and lower barrels to be no less than those called for by AWWA standard C-502-73 under Table II. (Statically Cast Iron). Ductile iron for lower barrel construction is not an acceptable material. 7. That part of the top operating stem which passes through the bonnet O'Rings Will be encased in a brass sleeve with a rubber O-Ring seal between the stem Surface and the brass sleeve near the lower end of the sleeve. 8. The union between the upper and lower barrels shall be made by a traffic
safety device such as a two-part safety flange, four-part segmental coupling, or breakable lugs in combination with breakable bolts. The design will permit rotation of the upper barrel to position the nozzle in any direction. The nozzle position shall not be restricted by bolt hole placement. 9. The lower flange of the upper barrel and the top flange of the lower will be reinforced where flange joins the barrel section by either increased wall thickness or flutes and ribbed construction at that point. 10. The union between the upper and lower stems shall be made by a breakable coupling. The design shall be such that excessive turning torque on the stems in either the opening or closing cycle is not transmitted to the weakened section of the coupling. The stems are to be retained in the coupling by stainless steel clevis pins and cotter pins, or stainless steel bolts and nuts. 11. The main valve assembly is to include double drain valves to operate automatically each time operated without the aid of springs, pins, or toggles. The main valve rubber is to be reversible. The drain valve mechanism is to be an integral cast part of the upper valve plats. 12. The drainway shall be all bronze. Drain water shall not come in contact with the internal cast iron parts of the shoe while exiting the hydrant through the drainway. 13. The seat ring shall thread into a bronze bushing or drain ring. If the bushing type construction is used the bushing must be threadably retained in the shoe and locked in position by lower barrel flange overlap. If drain ring design is used, the drain ring must be retained between the lower flange of the lower barrel and shoe flange with the drain ring housed in a cast iron drain housing. The housing shall be attached to the shoe flange. Pressure seals shall be rubber gaskets or O'rings. 14. The stem threads that extend beyond the lower valve plate shall be protected by sealed ductile iron cap nut or other approved method that is locked to the lower valve plate to prevent premature loosening. 15. The hydrant shoe shall have generous support pads on base and back for blocking and supporting the hydrant. 16. The maximum allowable pressure drops through the entire hydrant as listed below. when tested according to AWWA standard C-502-73. One 2-1/2" hose nozzle at 250 g.p.m. flow - 1.30 p.s.i. One 4-1/2" pumper nozzle at 1000 g.p.m. flow - 3.40 p.s.i. Two 2-1/2" hose nozzles at 500 g.p.m. flow - 1.20 p.s.i. 17. Main valve and seat ring to be removable through the upper barrel from above ground. 18. All bolting material below ground shall be at least 3/4" in diameter. If bolts smaller than 3/4" diameter are used, they must be of silicon bronze or 18-8 stainless steel. D Test Pressure: 1. Fire hydrants are subjected to two (2) hydrostatic tests per AWWA C-502-73 standard.
E Submittal Data: f.1.1. One (1) test is made on fully assembled hydrant, with test pressure of 300 p.s.i., main valve is open. Except for a maximum allowable leakage of five fluid ounces per minute through drain valves, no other leakage is permitted during this test. f.1.2. Another test is made at 300 p.s.i. with main valve closed, and pressure applied to shoe inlet. No leakage is permitted on this test. f.1.3. All hydrants shall be drained and shipped in closed position. 1. Each bidder shall submit with his bid three (3) copies of: A. Flow loss charts. B. Operation instructions. C. Drawings showing type of material used cross referenced with applicable ASTM numbers. D. Certification that testing was done in accordance with AWWA standards and flow testing was done in last five (5) years. BRASS CORPORATION STOPS. All corporation stops shall meet the requirements of the latest AWWA standards (C800). All threaded connections shall be AWWA standard thread. Corporation stops shall be a Ford model F600, a Mueller model H15000, or a A.Y. McDonald model 4701. Service side connection must be flare type. No alternates will be allowed, must conform to 2013 No Lead Standards. BRASS CURB STOPS. All curb stops shall meet the requirements of the latest AWWA standards (C800). Curb stops shall be a Mueller model H15209, a Ford model B44 Series quick joint, or a A.Y. McDonald model 6100Q. To be compression type connections. No alternates will be allowed must conform to 2013 No Lead Standards. CURB BOX. Bidder shall furnish curb box and rod, and shall be Hayes No. 5800, or Mueller No. H-10314, or Ford EA1. No alternates will be allowed.
