RATIONALE OF THE SYLLABUS Economics provides the knowledge and insight necessary to understand the impact of developments in the business, society and the world economy. It enables one to understand the decisions of households, firms and governments based on human behaviours, beliefs, structures, constraints and need. It is concerned about how society sets about meeting people s demand for things they want to consume. It looks at the production, consumption, sale of goods and services, both at the level of individual products, firms and consumers and at the level of total production by countries. It also compares alternative ways of using limited resources that countries and individuals possess and considers how efficient such alternatives are. We all make economic decisions every day of our lives, and economics can help to improve our decision makings. Economics offers a way of thinking about the world that enables us to make the best of what we have. The study of Economics helps to understand various aspects of finance but Economics is also about choice, scarcity, opportunity and the impact of decision making on aspects of society. At Higher Secondary level students are in a position to understand some minimum level of abstractions. They can perceive what are going around, and can apply their mind to think about the reasons for such developments. Among those students, who prefer to study Economics, a systematic method of studying it may be introduced. The syllabus is framed in such a way that in Class XI students are introduced to basic economic concepts and terminologies, as far as practicable. It is expected that after introducing the subject of Economics to the students, teachers will introduce different concepts which will be elaborated in Class XII. Theoretical aspects of Economics will be introduced at a very rudimentary level in Class XI. Apart from introduction of theoretical aspects, students will be broadly acquainted with the basic aspects of Indian economy, problems related to its agriculture and Industries, with a special attention to West Bengal economy. In class XII Economic theory is dealt with in a greater detail. Concepts already introduced at Class XI are elaborated. In Indian economy, major problems of Poverty, Unemployment and Inequality are dealt with along with impact of economic reforms on Banking, Trade and Insurance. In each of the classes, 20 marks have been earmarked for project work, which has to be undertaken by the student. The student may and should visit villages to have a glimpse of the problems faced by Rural India. Students may learn to analyse statistical data published by different institutions like NAS, CSO and NSSO. 13

OBJECTIVES OF THE SYLLABUS 1. Understanding basic concepts of Economics and definition of Economics. 2. Understanding the functioning of Indian Economy and West Bengal economy mainly in the fields of agriculture and Industry over the Plan period. 3. Preparing students to analyze data related to national and state economies by introducing rudimentary statistical tools, and by application of those tools through project work. 4. Introducing the students to abstractions in economic models in micro and macro levels. 5. Preparing students to interpret movements in price, employment, output etc occurring in the society with adequate reasoning. 6. Preparing students to understand the inter relationship among decisions made by individual consumers, firms and the state. DESIRED TEACHING METHOD (FOR ECONOMIC THEORY) In Group A, as mentioned above in the rationale of the syllabus, it is expected that teachers, in Class XI, will only introduce the concepts mentioned in different chapters, from Chapter 3 to Chapter 12 without going into detailed elaboration. These concepts will be needed to understand Theoretical abstractions in Class XII Chapter 1 should and 2 should be described with the intention to make students acquainted with Economics as a social Science. SETTING UP OF QUESTION PAPERS Question papers should be such that an average student, who has made him just acquainted with the syllabus, can answer 60 percent marks. And a student, who has studied the syllabus thoroughly and seriously, can answer 100 percent marks. Questions can be repeated totally in successive years examinations, or may be set as totally new. All questions may be set from even a single chapter; on the other hand, no questions may be set from even a so called important chapter. While setting question papers, paper setter should use either-or method, instead of any two or any one method. In each section 20 percent marks should be allotted to compulsory questions, for which and among which there must not be any alternative. 14
