2. Legislative Compliance This document has been drafted to comply with the principles of the Human Rights Act. Proportionality has been identified as the key to Human Rights compliance, this means striking a fair balance between the rights of the individual and those of the rest of the community. There must be a reasonable relationship between the aim to be achieved and the means used. Equality and Diversity issues have also been considered to ensure compliance with the Equality Act 2010 and to meet our legal obligation in relation to the equality duty. In addition, Data Protection, Freedom of Information and Health and Safety Issues have been considered. Adherence to this policy or procedure will therefore ensure compliance with all relevant legislation and internal policies. 3. Introduction The PDR provides a framework for line managers to fulfil their roles and responsibilities in relation to the management of the performance and development of their staff. It is intended to be a joint review and discussion regarding performance and future development. The overall aim is for all staff to be competent in the roles they undertake and to receive structured feedback on their performance on a regular basis. The policy seeks to encourage a shared sense of purpose and to show how they contribute to force values and priorities. 4. Policy Statement Derbyshire Constabulary recognises that providing a high quality, effective service to the communities we serve is dependant upon the contribution and performance of all staff. Therefore, in accordance with the principles of the Force People Plan, the force operates a Performance Development Review Scheme (PDR). The PDR Scheme equips staff with the skills and development they need to support the force s strategic and operational planning processes and fulfil their roles to a high standard. It also demonstrates the organisational commitment to the career development aims and aspirations of the individual. 5. Procedures A formal PDR Annual Review must be held for each member of the Force between 01 April and 31 May (with some exceptions please see guidelines on PDR and You web page). The Annual PDR review will be recorded on the form provided and must be carried out in accordance with the information provided on the PDR and You Intranet website which is available to all staff. 4
6. Monitoring and Review This policy will be reviewed annually by the HR Department. Subject to any new legislation or changes in case law which require immediate amendment, this policy will next be reviewed in April 2017. 7. Appeals Process Any appeal against the application of this policy should be directed to the Head of Department, Human Resources. 5
