Contents 1 Overview 2 Potential Technologies for Mitigation 3 List of selected technologies 4 5 National strategy Project ideas

Overview The total land area for agriculture in 2000 was 9.3 million ha, accounting for 28.2% of the total national land area, of which 7.6 million ha was for rice cultivation Main sources of GHG emissions in agriculture sector include rice cultivation, livestock, agricultural soils, burning of agricultural residues, etc. The total emssions from agriculture were 65,090.7 thousand tonnes of CO 2 equivalent (tco 2 e). Therefore, agriculture is a priority sector for GHG mitigation technologies With the globally changing climate, food security is one of the essential problems to countries with a large agricultural population like Vietnam

Potential Technologies for Mitigation Controlled nitrogen fertilizer application Wet and dry irrigation in certain rice growth stages Wet and dry irrigation on rice paddies Changing from perennial crops to short-term crops Nutrition improvement through controlled fodder supplements Growth hormones for cattle Anaerobic manure digestion to produce biogas fuels Crop rotating technologies to avoid SOC loss Covering steep lands with trees to prevent soil erosion and keep soil moisture Nutrition improvement through mechanical and chemical fodder processing Cattle genetic modification

List of selected technologies List and assessment of prioritized technology in the agriculture sector Availability/Scale Technology Options Potential for mitigation in 20 year Short-term/small and medium scale Short-and mediumterm / small scale Short-and mediumterm/ medium scale (mil. tco 2 ) Benefits out put from MCDA assessment Estimated abatement relative current ($US/tCO 2 ) cost with price Biogas technology 22.64 55.40 - Biogas replacing coal in plains: 4.1 - Biogas replacing firewood in highlands: 9.7 Nutrition improvement through controlled fodder supplements Wet and dry irrigation in certain rice growth stages 7.9 53.00-10.9 61.1 51.83 5.2

National Strategy (technology transfer and development) Biogas Technology Commercially available technologies (short-term) Review, restructure and strengthen existing agricultural incentives Assign technology focal points Develop mechanisms to support R&D of biogas technology and implement pilot projects Create loan and tax incentives 0-5 Review and assess policies Enhance management capacity of agricultural facilitating authorities Build capacity for technology experts Formulate coordination mechanisms between stakeholders 5-10 Develop concessional loan mechanisms for farmers Create funds for training and education International cooperation in development and transfer of biogas technology 10-15

Project ideas The project ideas for international support for climate change mitigation P.o Name of proposed projects The purpose of project 1 Development of the bio energy in the live stock sector to replace energy used in agriculture zone and mitigate GHG emission Improve farmer life, save burning material and reduce environmental pollution. Create methane for cooking in agriculture region to mitigate GHG emission. Time Budget (USD) 7 8 mil 2 Management of the irrigation to mitigate methane emission and improve water irrigation efficiency in Red and Cuu Long river deltas. Saving water irrigation, improving rice productivity through bulding perfect irrigation process and capacity building for technical officials to reduce methane emission on rice field 6 15 mil
