CONSULTANCY OPPORTUNITIES CONSULTANTS FOR POSTS IN CEMOT S ELECTION OBSERVATION CENTRE-CUM- ELECTION SITUATION ROOM The Research and Education for Democracy in Tanzania (REDET) program which is a leading agency of Tanzania Election Monitoring Committee (TEMCO) and the Legal and Human Rights Centre (LHRC), for and on behalf Tanzania Civil Society Consortium on Election Observation (TACCEO) have jointly established the Coalition for Election Monitoring and Observation in Tanzania (CEMOT). The major thrust of the coalition is to enhance citizens engagement in the observation and monitoring of the 2015 Tanzania electoral processes in order to determine the extent to which they are credible, free and fair. CEMOT intends to create the Election Observation Centre (EOC)/Election Situation Room (ESR), which is a new model to be used by the major domestic election observation groups, TEMCO and TACCEO, for monitoring and observing electoral processes in Tanzania. Using the modern Information Communication Technology (ICT), the Centre will provide a platform for generating and sharing information as well as engaging the state and non-state actors in a constructive manner in order to ensure the credibility, freeness and fairness of elections. PROJECT MANAGER 1.1 Principal Duties and Responsibilities: 1.1.1 Provides strategic management and operational direction of the project; 1.1.2 Provides technical leadership, oversight and support to all aspects of the project; 1.1.3 Devises strategies for the sustainability of CEMOT and its ICT driven EOC; 1.1.4 Manages and supervises all project staff and consultants; 1.1.5 Maintains good relationship with members of CEMOT Executive Committee and other partners; 1.1.6 Plans and coordinates the developments and/or running of ICT driven EOC project, using the best project management practices at all stages. This includes: Designing work plan and establishing time lines, Setting SMART objectives and standards as well as managing (monitoring and evaluating) the performance of the project staff, Liaising with all team members around EOC project (ICT officer, media and communication officer, Administrative and logistics officer, accountant) Actively monitoring and evaluating progress against the project s result framework and work plan 1.1.7 Ensures that project activities, expenses and reporting comply with funders requirements as specified in the grant agreements; 1.1.8 Prepares or supervises the preparation of work plans as well as financial, logistical and other program documents; and 1.1.9 Stays abreast of ICT innovations and challenges by maintain a thorough knowledge of ICT environment, and a general understanding of the challenges facing EOC project stakeholders in the country 1.1.10 Participates and facilitates the development and production of the EOC reports. 1.2 Minimum Qualifications: 1.2.1 Master's degree in political science, international relations, social sciences or law, management or similar disciplines; 1.2.2 Working experience on mass community projects and knowledge of electoral processes will be an added advantage; 1.2.3 At least five years of solid work experience in grant/project management of which 2-3 years at senior level position; 1.2.4 Strong interpersonal skills with evidence of ability to build relationships with a wide range of stakeholders, including government, media, private sector, CSOs, development partners and research institutions; 2

ICT OFFICER/EXPERT 2.1 Principal Duties and Responsibilities: 2.1.1 Develops a catalogue of all technical requirements for the election observation centre (EOC) 2.1.2 Designs and develops an implementation plan on ICT set up for the election observation centre 2.1.3 Liaises with the ICT implementing partner as regards all technical issues relating to the election observation centre 2.1.4 Assists in designing and developing a checklist and training materials for election observers 2.1.5 Participates and facilitates the development and production of the EOC reports. 2.1.6 Liaises with ICT team on setting up functional short codes with Mobile network operators across platforms 2.1.7 Reviews and provides insights on standard data collection tools for observers 2.1.8 Reviews Training modules for observers, assesses initial TOT delivery and provides insights on key considerations to be made from technology perspective. 2.1.9 Ensures that social media platforms are integrated into election monitoring tools 2.1.10 Provides oversight on training of data clerks team 3
2.1.11 Develops a categorization scheme and data analysis requirements template 2.1.12 Supports web developers and integrate all necessary information 2.1.13 Provides technical support to EOC staff, including data clerks 2.1.14 Develops and customizes security codes and ensures the safety of ICT equipment. 2.1.15 Sets up equipment such as laptops, projectors, interactive whiteboards, sound systems and other specialist ICT equipment, ensuring that systems are ready for use and operating correctly. 2.1.16 Develops a maintenance schedule for all ICT-equipment, i.e. computer hardware, software and networks, and ensure that it is followed. 2.1.17 Takes overall responsibility for the promotion and observance of a safe working environment in the specialist work area including risk assessments, review of safety procedures and distribution of safety information for all personnel using specialist work areas including data clerks and cleaners, where appropriate. 2.1.18 Maintains an up to date inventory of ICT software and licenses in EOC 2.1.19 Prepares weekly report and information as required by Project Manager. 2.2 Minimum Qualifications 2.2.1 Master s degree in ICT, Computer Science, Information Technology Systems or any related relevant field. 2.2.2 Experience in managing web to sms information systems is an added advantage. 2.2.3 Knowledge of PHP, MySQL, Java and other programming languages. 2.2.4 At least 5 years experience working in the ICT sector 2.2.5 Proven ability to work under pressure, meet deadlines and prioritize workloads. 2.2.6 Strong interpersonal skills 2.2.7 Demonstrated experience in establishing and maintaining storage, virtualization, server & desktop environments, networking, remote access, and wide range of platform technologies 2.2.8 Ability to write proposals and reports 3.3 Compensation and Terms of Employment 3. MEDIA AND COMMUNICATIONS MANAGER 3.1 Principal Duties and Responsibilities: 3.1.1 Develops a communication strategy for the Election Observation Centre 3.1.2 Develops publicity and sensitization strategies for the election observation centre activities 3.1.3 Prepares EOC draft public statements for the approval of the Executive Committees 4
3.1.4 Monitors and tracks the media coverage related to general elections and prepares monthly reports for the Ex.com. 3.1.5 Engages the media and organizes press briefings before, during and after election 3.1.6 Participates in drafting interim and final reports outlining the main election issues and developments 3.1.7 Provides regular reports to the Project Manager on the Media monitoring 3.1.8 Manages social media accounts and website content for the observation centre 3.1.9 Supports Executive Committee on election day and after in drafting periodic press briefing 3.1.10 Co-ordinates a team responsible for preparing a qualitative and quantitative analysis of the activities and content of the electronic and print media during the election process; 3.1.11 Assesses the extent to which parties and candidates have unimpeded access to the media and are not discriminated against in gaining this access, in accordance with OSCE commitments and other international standards; 3.1.12 Monitors whether the media, and state or public media in particular, meet their responsibilities to provide balanced and neutral coverage of the electoral process; 3.1.13 Considers the media environment and the extent to which media are able to work freely; 3.1.14 Ultimately must assess whether the media provide sufficient, balanced and diverse information to enable voters to make a well-informed choice; 3.1.15 Analyzes relevant media legislation, the regulatory framework for the media during elections, the work of regulatory bodies and any media-related election complaints. In this task, the media analyst is assisted by the legal analyst; and 3.1.16 May also be tasked to prepare a daily news summary for the EOC. 3.2 Minimum Qualifications 3.2.1 Masters degree in mass communication, journalism or media studies or any related field. 3.2.2 Sound knowledge of electoral processes and electoral legislation 3.2.3 At least 5 years of solid experience working in a similar or related position 3.2.4 Ability to communicate orally and in writing both in English and Kiswahili 3.2.5 Strong interpersonal skills and sound working experience in a busy media environment is an added advantage 3.2.6 Ability to write proposals and reports 4.3 Compensation and Terms of Employment 5
4. ADMINISTRATOR AND LOGISTICS OFFICER 4.1 Principal Duties and Responsibilities: 4.1.1 Assists the project leadership in recruitment and selection of Long Term Election Observers (LTOs) and Short Term Election Observers (STOs); 4.1.2 Coordinates the procurement of materials and equipment for the smooth running of the project activities; 4.1.3 Assists in the deployment and coordination of LTOs and Coordinators at different levels; 4.1.4 Organizes meetings for CEMOT Executive Committee as well as press conferences, training sessions, workshops, etc. 4.1.5 Ensures proper records management of the project inventories, including equipment and facilities as well as maintenance arrangements; 4.1.6 Organizes travel arrangements for CEMOT staff and Executive Committee members; 4.1.7 Serves as office supervisor to ensure that a safety and conducive working environment exists all the time; 4.1.8 Assists the Project Manager in taking notes and writing minutes during the meetings of different CEMOT organs; 4.1.9 Attends to any other duties as may be prescribed by the project manager; 4.2 Minimum Qualifications 4.2.1 Bachelor s degree in Public Administration, Business Administration or related relevant disciplines; 4.2.2 At least 2 years relevant work experience; 4.2.3 Ability to communicate orally and in writing both in English and Kiswahili; and 4.2.4 Intermediate computer literacy skills 4.3 Compensation and terms of employment 5. ACCOUNTANT 5.1 Principal Duties and Responsibilities: 5.1.1 Prepares, examines, and analyzes accounting records, financial statements, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards. 5.1.2 Coordinates with both the Fund Manager and Fiscal Agent to ensure timely disbursement of funds to UDSM REDET-LHRC Bank account. 5.1.3 Reports to Project Manager and Executive Committee regarding the finances of the EOC. 5.1.4 Establish tables of accounts, and assign entries to proper accounts. 5.1.5 Develops, maintains, and analyzes budgets, preparing periodic reports that compare budgeted costs to actual costs. 6
5.1.6 Develops, implement, modify, and document recordkeeping and accounting systems, making use of current computer technologies 5.1.7 Initiate all payment in relation to staff and LTOs/STOs remuneration, procurement and office maintenance. 5.1.8 Prepare periodic error-free financial reports for the scrutiny of the Executive Committee and funding stakeholders. 5.2 Minimum Qualifications 5.2.1 A Bachelor s degree in Accounting, Finance or relevant fields, possession of CPA will be an added advantage. 5.2.2 Proven track record of accounting experience. 5.2.3 Thorough knowledge of basic accounting procedures and principles. 5.2.4 Experience with creating financial statements. 5.2.5 Sound experience with general ledger functions and the month-end/year end close process. 5.2.6 Proven excellent accounting software user and administration skills. 5.2.7 Accuracy and attention to detail. 5.2.8 Aptitude for numbers and quantitative skills. 5.3 Compensation and terms of employment 6.
