Strategic Transportation Element (STE) What is STE? STE is to provide guidance to: ensure consistency in achieving the Measure R goals guide the selection of future projects in the South Bay freeway and highway network for Measure R establish a plan for program evaluation and system monitoring ensure that the project development and implementation will lead to the successful realization of the desired and expected benefit to the operation of the South Bay highway network
History tells us congestion will continue to grow in Los Angeles County Caltrans District 7 (Los Angeles and Ventura County) Growth Trends
Projects need to address bottlenecks and congested areas on South Bay Freeway Corridors (red colored area congested speeds) Baseline Existing Conditions AM Peak PM Peak
STE pursues attainable Strategic Goals & Objectives for accountability Goal 1 Improve Local and Regional Mobility and Access Improve freeway/highway/regional arterial mobility by 5-10% by 2020 & 15-20% by 2040 (against no-build) Implement cost-effective infrastructure and Transportation Management System (TMS) improvements Goal 2 Improve Travel Reliability & Traffic Safety Implement advanced Incident Management System to reduce impacts of incidents and events Implement integrated joint incident management effort across jurisdictions Goal 3 Reduce System Demand with Multimodal Strategies Goal 4 Deliver Projects Efficiently and Cost-Effectively

Sequencing of SBHP projects to achieve progressive mobility gains Project sequencing is essential for progressive mobility gains (every year to the last project implementation instead of waiting for gains until most of the projects are implemented) Prioritize by downstream operational improvements before upstream Prioritize by greater mobility gain (delay reduction) improvements Sequencing also prevents constant disruption of traffic with construction activities by combining projects that makes sense (such as auxiliary lane and off-ramp widening)
