The Challenges facing Stellenbosch ito WM 1. Limited Landfill Airspace 2. Separation at source program without MRF 3. Resources, particularly qualified human resources 4. Change management and transformation 5. Compliance vs Outcomes-based approaches
Two distinct areas: The Devon Valley Landfill Site 1. The dump and now closed Cell 1 and Cell 2 2. The current landfill Cell 3 R18.3m airspace which may not even last 3 years, but can get a higher life expectancy.
The Closure, Rehabilitation and Capping of Cells 1 and 2 Closure: Firm to be appointed Aurecon Duration: Estimated to be 222 days Initial phase 27 days Undertake specialist studies - 75 days Draft BA Phase 115 days Final BA Phase 50 days Design making phase 76 days
The Closure, Rehabilitation and Capping of Cells 1 and 2 Rehabilitation and capping appointment of engineering consultant to draft design specifications - JPCE appointed Consultant and I will go through various design parameters to find best fit for site MIG funds of R38 m over 3 year period Will be seeking national and international designs Initial funds will be utilised on fencing and beautification of exterior of the site
The Closure, Rehabilitation and Capping of Cells 1 and 2 Design engineer has 6 weeks to come up with suitable design taking all issues into account Need comment from DWA (this will be a challenge) and D:EA&DP Contractor then to be appointed for cutting, shaping, capping installation and hydroseeding. Options for end-use plan

Waste Minimisation, Recycling and Drop-offs Recycling rate of approximately 8% - separation at source programme System incomplete and a farce Cost to minimise R1900/t vs cost to dispose of R390/t No MRF is biggest problem Recycling should not be a core municipal competency market driven and SM should be a facilitator Pilot project for 12 months to have mini-mrf and outsource an area for collection and distribution

MSA SECTION 78.3 AND THE PPP APPLICATION Completed the S78.1 Funding of R2m to conduct study Need to run PPP process in parallel with S78.3 Training courses to attend from Treasury Appoint Transaction Advisor Feasibility studies to be undertaken Choice of appropriate solutions required Visit to KZN to investigate WtE fast-tracking
WHY WAS WtE NEVER TAKEN SERIOUSLY BY MUNICIPALITIES BEFORE? Cost of landfilling too cheap If we cannot landfill properly, run dumpsites or worse still open burning Perceived to be technologically easier Unknown territory! The anti-burn lobby Environmental Authorisation
Achtung!! No cost to Council Pilot project which we can show Failure to operate on day of visit Give us all your waste Create thousands of jobs Top secret Be the first to try this technology lead the way
WHERE HAVE PROPOSALS GONE WRONG? TECHNICAL PROPOSAL FINANCIAL PROPOSAL Often good only focus Very Poor Too many in pilot stage Unsustainable models Very little actual plants up and running for more than 3-5 years Does not take into consideration ratepayers Municipalities are not cash cows
CURRENT TREND Better understanding of the municipal need and beneficiation Focus on tried and tested technology Financial models are more in synch Realistic and scalable models - PPP
GREEN CAPE FOCUS Move from Waste-to-Energy to realm of Waste Economy Develop DST Taking waste economy out of municipal economy Can guidelines be put in place to simplify PPP process?
Way Forward Stellenbosch Municipality cannot rely on landfill anymore Alternatives need to be found Waste-to-Energy or Waste-to-Food becoming more feasible option Regional landfill still important as back-up, but not primary disposal mechanism Need to put out a Request for Proposals
DIRECTION Innovation Capital of South Africa? Transformation necessary in Stellenbosch Outdated planning must change Resources human and financial required
EVENT GREENING Commenced in Nov 2013 at FEI World Cup Showjumping Qualifier 59% diversion of waste WoordFees 72.3% diversion of waste WOW Festival 79% diversion of waste Need to build on this momentum

Opportunities with rubble With 115,000 cubic meters of clay soils and 20,000 tons of rubble, you could manufacture 22 million blocks which could build almost 8000 50m2 houses.
Opportunities with rubble Act now, make it happen and open opportunities
