It is incumbent upon the Bidders to ensure that all copies of the Bid Package submittal are complete and exact replicas of each other. Packages received without the requested information or quantities may be rejected. Place the sealed envelope within another sealed envelope clearly marked in the same manner as the first envelope. This is done to prevent accidental opening of the sealed submittals in our mailroom. Please mark on the envelope SEALED BID ENCLOSED. The Bidder shall be solely responsible for delivery of the bid. Reliance upon mail or public carriers is at the Bidder s risk. Submissions, received after the due date and time, are late and will not be considered. (dba/beaches ENERGY SERVICES) General: Shipping: Quantities: It is the intent of this bid document to procure Wire and Cable for the City of Jacksonville Beach, Florida for a period of one year, with an option to renew the contract for two (2) additional years, if mutually agreeable to both parties and if the vendor will hold bid prices (or Initial Prices) firm for the second and third years. THESE SPECIFICATIONS ARE INTENDED AS MINIMUM REQUIREMENTS FOR THE PROCUREMENT OF THE ITEMS LISTED HEREIN. ALL WIRE AND CABLE SHALL BE DELIVERED IN OPEN TOP TRAILERS. The estimated quantities contained herein reflect an approximate annual usage. The City may elect to purchase more of any item and the estimated quantities shall in no way restrict the number of any units purchased. The Initial Price, as bid, shall remain firm for the duration of the contract. (This Initial Price will be used to calculate the escalation or de-escalation of the actual Purchase Price, in accordance with changes in the metal price indices, as described in Section 3., Prices.) Numbers: Delivery: Specific industry-recognized wire and cable code names and detailed technical specifications have been provided to assist the bidders and help clarify the specifications for the Wire and Cable. The specifications still take precedence and it is the bidder s responsibility to determine that each manufacturer s Wire or Cable, as bid, meets the specifications. If there are any exceptions, they are to be clearly noted with the bid documents. The Wire and Cable shall be delivered FOB Destination to the City of Jacksonville Beach Storeroom located at 1460A Shetter Avenue, Jacksonville Beach, FL 32250 during normal City hours of business. At least 48 hours notice must be given prior to delivery to enable the City to arrange for unloading. BID SPECIFICATIONS 1. GENERAL 1.1 This section covers the general purchase specifications to procure wire and cable for the City of Jacksonville Beach, Florida for a period of one year, with an option to renew the purchase order for two (2) additional years, if mutually agreeable by both parties and if the vendor will hold his Initial Price firm for the second and third year. 1.2 The wire and cable shall be as specified herein and as indicated on the Technical Specifications and Data Sheets included in these Specifications. 2. CODES AND STANDARDS 2.1 The wire and cable shall be designed and fabricated in accordance with applicable AEIC, ANSI, ASTM, ICEA, IEEE, NEMA, and UL Standards. 2.2 All materials and devices shall be in accordance with applicable requirements of the Federal "Occupational Safety and Health Standards". 3. PRICES 3.1 Escalation/De-escalation Bid prices shall remain firm from the date of the bid award until the last day of the month of the bid award. On the first business day of each month, following the first month, the Current Prices (or actual Purchase Prices) will be changed according to the change in the metals price index, as described in Paragraphs 3.2 through 3.6, below. The Current Price (or actual Purchase Price) is the amount that will be on the Purchase Order for each order of wire or cable, and the amount that will be paid after delivery of each order. 3.2 Prices bid (or Initial Prices), including payment discount if applicable, shall be used for payment and these prices shall be deemed to include payment in full for all transportation, labor and equipment used in delivering all supplies to the point of delivery. All items to be provided under this Contract shall be new (not used or reconditioned, and not of such age or so deteriorated as to impair their usefulness or safety), of current production and of the most suitable grade for the purpose intended. 3.3 Bidders shall provide unit bid prices (or Initial Prices), in dollars per thousand feet for each item listed on the bid forms assuming copper or aluminum, as appropriate, is the price per pound shown on the bid forms. This initial metal price shall be the most recent price available to the City of Jacksonville Beach and as published in American Metal Market Closing Prices or Platts Metals Monthly Averages. The aluminum price used shall be for Unalloyed Ingot, NY merchant, 99.7%, delivered Midwest, and shall be shown in U.S. dollars per pound. The copper price shall be for either Platts or Comex, high-grade electrolytic cathode, Spot, and shall be shown in U.S. dollars per pound. The bid price (or Initial Price), provided by the bidder shall be the basis for evaluation and award of the bid and shall constitute the firm price for the materials listed for the first month following the bid award. Thereafter, on the first business day of each succeeding month, the price for each item will be adjusted according to the change in the copper price as published in American Metal Market or Platts Metals and described above and the change in aluminum price as published in American Metal Market or Platts Metals and described above. Specifically, the Current Price for an item will be calculated according to the following formula: CP = IP + {(NCP ICP) * CC} + {(NAP IAP) * AC} where: CP is the Current Price for an item in $/1000 feet; IP is the Initial Price (Bid Price) for the same item in $/1000 feet; NCP is the New Copper Price published on the last business day of the preceding month in $/pound; ICP is the Initial Copper Price listed on the bid forms in $/pound; CC is the Copper Content in lb/1000 feet, as provided by bidder on the bid forms; NAP is the New Aluminum Price published on the last business day of the preceding month in $/pound; IAP is the Initial Aluminum Price listed on the bid forms in $/pound; and, AC is the Aluminum Content in pounds/1000 feet, as provided by the bidder on the bid forms. It shall be the responsibility of the awarded bidder(s) to forward to the City of Jacksonville Beach the copper and aluminum price as described above, published on the last business day of the preceding month. These prices shall be sent to the City of Jacksonville Beach by noon on the first business day of each month. 3.4 No bidder will be allowed to offer more than one price on each item, even if the bidder has two or more types or styles that would meet specifications. Bidders must determine for themselves which to offer. 3.5 Provide both unit price and extend and total. Prices must be stated in units of quantity specified in the bidding specifications. In case of discrepancy in computing the amount of the bid, the Unit Price quoted will govern. Each item must be bid separately and no attempt is to be made to tie any item or items together with any other item or items, unless specifically stated otherwise in these Terms and Conditions. Unless a Bidder offers a discount on payment terms, it is understood that a minimum of 30 days will be required for payment, with time being computed from the latter of the date of satisfactory delivery at place of acceptance and receipt of correct invoice at the office specified. Payment discounts, if offered, shall be as requested by these Terms and Conditions and/or bid terms. 3.6 Any and all discounts, other than a payment discount, must be incorporated as a reduction in the bid price and not shown separately. The price as shown on the bid shall be the price used in determining award(s). 4. HONORING PRICES, TERMS AND CONDITIONS Bidder warrants, by virtue of bidding, that orders placed within the specified period shall be honored at the prices, terms, and conditions quoted. 5. City of Jacksonville Beach Technical Specifications for Medium Voltage 28 kv TRXLP Insulated URD Cable Scope: To furnish complete, factory pre-assembled 28 kv cable, designed for installation on a grounded wye system having a distribution primary voltage of 15,240/26,400 volts. This cable shall be suitable for underground, or interior power circuits in either wet or dry applications, and are used for primary distribution in power plants and URD and network feeder applications, transformer and generator leads apparatus connections and vertical risers where high reliability and long life are desired, and where higher temperatures may be encountered. Applicable Standards: All cable shall conform to all applicable National Electrical Manufactures Association (NEMA), Association of Edison Illuminating Companies (AEIC), American Standards for Testing Materials (ASTM), Underwriters' Laboratories (UL), and Insulated Cable Engineers Association (ICEA) standards. Designations: TRXLP cables shall have an extruded semi-conducting material applied on the conductor, followed by the insulation, with a semi-conducting shield, solid coated copper concentric neutral wires applied spirally, all protected with a low density polyethylene compound jacket. The maximum continuous operating temperature of conductor, at rated load, shall be limited to 90 degrees Celsius, the emergency operating temperature shall not exceed 130 degrees Celsius, and the short circuit operating temperature shall not exceed 250 degrees Celsius as per the latest revision AEIC. Conductor: Aluminum conductor shall be hard drawn, Class B, stranded, central grade 1350, compressed conductor. Concentric - a conventional concentric untinned copper conductor, in accordance with ASTM specifications, is to be furnished for single conductor cables. Solid copper concentric neutral wires shall be spirally applied and the entire assembly covered with a LLDPE jacket. Strand filling - in order to alleviate water (electrochemical) treeing in the insulation, strand-filling compound will completely fill the conductor's inner strand layer(s). This compound shall be flexible and stable under the conditions imposed by the cable's operation within limits stipulated herein, and compatible with the conductor, strand shield and insulation materials per ICEA Publication T-32-645. The outer strand layer of the conductor shall be clean from the filling compound so that splices and terminations can be readily applied using standard compression type connectors employing the same techniques as for unfilled conductors. Copper conductors are to be composed of untinned soft or annealed concentric copper wires and conforming to reduce diameter compressed formation meeting, before stranding physical requirements of ASTM specifications. Conductor Shielding: This cable shall have an extruded super smooth semiconducting shield (HFDA-0800 or HFDA-0802 or LE-0504 or LE-0500) applied directly on the conductor for stress relief and better adhesion of the insulation, and be compatible with the insulation material. LE-0594 or LE- 0595 is also allowed. HFDA 0802, LE 0504 and LE0594 are only allowed for use with aluminum conductors. Insulation: The insulation thickness shall meet or exceed 100% of the recommended voltage rated insulation. Insulation shall be free of contamination of any kind. The cable shall consist of thermosetting extruded, unfilled, tree retardant cross-linked polyethylene (TRXLPE) insulation (HFDB-4202 or LE-4212) directly over the conductor shield, and free of contamination of any kind. The extrusion shall be smooth, free from voids and imperfections, and have uniform thickness with the conductor well centered. The insulation diameter shall be in accordance with ICEA. Insulation Shielding: Extruded semiconducting shield (HFDA-0693 or LE-0310) shall be used between the insulation and the outer jacket to relieve stress. The insulation shield diameter shall be in accordance with ICEA. Jacket: For corrosion protection in duct installations as well as in other types of installation, the cable shall be jacketed with a Linear Low Density Polyethylene Compound. The jacket shall be extruded to encapsulate the concentric and shall be free stripping. The jacket thickness shall be in accordance with the applicable section of ICEA. This jacket is to be applied without contamination or oil between the jacket and cable, and shall be suitable for exposure to direct sunlight. A water swellable powder or tape shall be applied between the insulation shield and the jacket to block the ingress of moisture into and along the interface and around the concentric wires of the cable. Assembly: The cable shall be assembled in a continuous single run in the same head, free from contamination, and dry cured. It shall be assembled with the insulation shield as one congruous smooth bond to minimize insulation stress. The cable shall be assembled in lengths specified for each cable size on the purchase order. Dimensions and Data: Prior to manufacturing, the successful bidder shall be required to provide a cross sectional drawing of the cable and dimensions, including: outside diameter; diameter over conductor shield; diameter over insulation; diameter over insulation shield. The dimensions provided must be given with plus and minus tolerances. Ampacities, impedance values and cable weight per thousand feet (lbs./1000ft) shall also be included. This information shall be mailed within 10 days ARO to Steve Lancaster; City of Jacksonville Beach; 1460A Shetter Avenue, Jacksonville Beach, FL 32250. Identification: The cable shall have permanent contrasting marking (indented or hot foil tape) on the jacket at interval not to exceed five feet. The marking on each cable jacket shall contain the manufacturer s name, plant designation, conductor size and type, insulation and wall thickness, voltage rating and year of manufacture. Sequential footage markings shall be applied at a maximum of every three feet on all single conductor cables. Page 7 of 9 BID TENDER FORM

Markings shall meet the requirements of AEIC. Shipping: Each reel shall be shipped complete with protective cover and I.D. marking for storage. The reels must be able to withstand shipping, handling and storage for at least one year without decomposition. Heat shrink type cable end caps shall be installed on each cable end. Non-returnable wood reels shall meet the requirements of NEMA WC-26, Class II (Note: Arbor holes minimum diameter allowed 3-1/4 ). Any material shipped to BES and deemed Unacceptable shall be returned to the manufacturer at his expense. General: The cable shall be built in a clean environment as a continuous run, complete, factory assembled and packaged. The finished product shall be free of defect and able to operate on nominal system voltage of 15,240/26,400 volts. Approved Manufacturers: Listed below are the current approved cable manufacturers. Certified test reports shall be furnished on all cables shipped. The report shall include the master reel numbers, CBJ Stock item No. purchase order number, shipping reel number(s) and the actual test results compared to the required values. The conductor shield, insulation and insulation shield compound designation shall also be included in the certified test report. Each length of cable shall be tested in accordance with AEIC specifications.
