available but needs to be updated and modified for better information and retrieval system. Use of database and web technology would help in accessing plant protection scientist profiles, contact details and other related information and would solve the problem to great extent. On completion, the outcome of the project in the form of database of plant protection scientists will work as a web based information system and would be very useful to facilitate communication and information exchange among scientists and between scientists, extension workers, state personnel working in agriculture, seed, fertilizer and agrochemical industry. It will also work as an online directory for farmers to consult an expert for taking right decision at right time for managing insect pests/diseases/nematodes/weeds. 208 Key Words: Web-based database, Information system, e-directory, Entomology, Plant Pathology, Nematology, Weed science, Bioagents, Biopesticides, IPM Part-II : Investigator Profile 210 Principal Investigator 2101 Name : Meenakshi Malik 2102 Designation : Scientist (Agriculture Statistics) 2103 Division/Section : Database & Forecasting team 2104 Location : NCIPM 2105 Institute Address : LBS Building, IARI, Pusa, N. Part-III: Technical Details 220 Introduction and objectives: The NARS in India is one of the three largest systems in the World. It employs about 30,000 scientists working under the Indian Council of Agricultural Research (ICAR), State Agricultural Universities (SAUs) and State Agricultural departments. These Scientists are working across sixty-eight disciplines of agricultural sciences. These Scientists are working on different aspects of plant protection. To facilitate exchange of information and coordination of research activities in the area of plant protection in the country, a web based database of plant protection research workers would be developed under this project. The application would be redesigned and redeveloped for providing information about human resources in the field of plant protection in NARS of the country, which would be helpful for better research planning and coordination. It will maintain up to date information of each and every personnel working in plant protection on attributes like personal details, Qualification, Specialization, Projects completed, projects ongoing affiliated to scientific societies/boards/committees, Awards, Experience etc. Broadly this Website will provide information of Scientists, on above-mentioned parameters. The system could be operated from anywhere through Internet for viewing the detailed information. 2201 Origin of the project : (Problem identification) There is a growing realization to have a sound database of protection personnel working under NARS. In India, the agricultural system is spread across the nation and plant protection is a very big and important component of NARS. Therefore, development of plant protection personnel s database is foremost need for carrying out pest management in the country. Development of online database would be endeavor to developing a personal information repository of scientists working in plant protection in the country. Developing the database, the very first step would be to collect the information about the scientists working in different organizations under NARS and feeding the same into a database. The database would comprise particularly of entomologists, plant pathologists, nematologists and scientists of weed science. 2202 Immediate Objectives : To update information about scientists working on plant protection in NARS To develop a database for the system To develop a user interface and search facility for the system To host the developed application on institute s web server 3

2203 Long term objective : Organization of profiles of the research workers in the field of plant protection so as to enhance the interaction and exchange of information among themselves and for easy search by the farmers as & when required for expert advice. To improve research and planning in the area of plant protection. To facilitate communication among plant protection scientists. To developing easy access to plant protection scientists profiles by different user groups. To increase linkages among scientists of different disciplines in the area of plant protection. 2204 Review of Status of Research in the Subject: Internet is widely used and is a preferred tool for communication among researchers and extension workers. To facilitate this communication, it is necessary to have scientists personal information organized at one place, so that their profiles and contact details are easily accessible. Development of database or information systems or networking of personnel working in the different fields in NARS has already taken place but in the field of plant protection, this would be resource based information system at one platform at National level. National Centre for Agricultural Economics and Policy Research (NCAP) has already developed a web-based network of Social Scientists to strengthen Agricultural Economics Research in National Agricultural Research System (NARS) comprising ICAR organizations and state Agricultural Universities (SAU's). Other than NCAP, another ICAR institute IASRI has also developed an Agricultural statisticians Network under NATP project "Institutionalization of Research Priority Setting, Monitoring and Evaluation and Networking of Social Scientists. Agricultural Statistician Network, a web application provides profiles of statisticians working in NARS and enhance dynamic working linkages among the statisticians with emphasis on research information exchange, resource sharing and optimizing response time. Information base has been categorized discipline-wise to provide information for different disciplines. So far there has been limited progress particularly in development databases for plant protection, the plant protection scientists information system would provide a solid base for exchange of information & communication among scientists and their clientele. 4

Meenakshi Malik 8 II. Niranjan Singh 4 III. A. K. Kanojia 4 2212 Methodology: The work involves creation of database on profile of scientists, their contact details etc. The information of plant protection scientists collected from all the organizations working under NARS would be compiled and fed into the database. A userfriendly web-interface including search facility would also be developed using ASP technology. The developed application could be accessed using Internet browser. Subsequently, the application would be hosted on NCIPM s website. 2213 Plan of Action : The work plan involves following steps: 1. Collection of personal information of plant protection scientists working in the country 2. Compilation of the information 3. Design and creation of database 4. Feeding information into the database 5. Development of front-end web application for information display and reporting 6. Centre has the mandate to develop database on all aspects of pest management and to give advice on related national priorities of pest management policies. To smoothen the communication and exchange of information among different research workers in the area of plant protection, the project aims to provide a web-based database of profiles and contact details of scientists working under NARS. 2222 Questions attempted to be answered: Who are the scientists working in different disciplines of plant protection in the country? How to contact and have their profiles? 6

Where to have this information at one place? 2223 Anticipated Process/Products/Technology/Knowledge Expected to be Evolved by Pursuing the Project: A technology in the form of web-based information system of scientists working on plant protection under NARS. 224 Practical Utility of Anticipated Results of the Project: a. Immediate benefits: An information system for research workers, extension workers and farmers to have personal and contact details of scientists working on different aspects of plant protection in the country. b.
