Code: 8742 NAICS Code: 922150 Prepared by: Sara Longoria Date: Rev. 7-29-97; 5/14/01; 5/30/07; 2/19/2015; 12/21/2017 Approved By: Date: SUMMARY: This position is the Facility Administrator (FA) who oversees and directs the overall operations of the Nueces County Robert Barnes Regional Facility, including: fiscal management; resident care, progress, and discipline; food service; building and equipment maintenance; transportation; staff; and program development. Supervises all long-term residential services, Intervention Programs and the long term facility. Ensures that Nueces County Juvenile Probation Department (NCJPD) and Robert Barnes Facility policies and procedures related to personnel and residents are carried out. Manages the personnel functions of the Residential Services Division of the NCJPD in compliance with departmental policies and procedures and with applicable state and federal statutes. SUPERVISION AND GUIDELINES: Incumbent works under the direction and supervision of the Chief JPO. Guidelines include, but are not limited to, state and federal laws, and NCJPD standards and procedures. Complies with the Code of Ethics developed by NCJPD and the Texas Juvenile Justice Department. ORGANIZATIONAL RELATIONSHIPS: Directs other Juvenile Probation Officers, Juvenile Supervision Officers and other facility staff. Works closely with other county departments, area law enforcement agencies, school districts, judges, and the Texas Juvenile Justice Department. Also deals with clients and their families. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. ** ADMINISTRATION **- insures that the Robert Barnes Facility meets requirements for risk control management and rehabilitation of offenders. 1

- oversees the inspection and maintenance of the safety and security of the residential program in relation to both residents and staff. - supervises the work and evaluates the performance of facility personnel; is involved in all matters regarding the hiring, training, and discipline of staff members. - insures that Robert Barnes Facility records and statistical data meet established requirements. - assists the Chief JPO in preparing budget and grant requests; oversees the utilization of the Robert Barnes Facility s annual budget. - develops, writes and implements the Residential Program to include aftercare educational services, counseling services, medical services, food services and all services needed in a residential program. The incumbent shall also: -Respond to crisis situations and provide crises control/counseling as needed. -Teaches and enforces facility rules and regulations; shall, as needed, coordinate facility staff meetings on a regular basis to teach, motivate and redirect staff to meet, maintain or promote new policies, procedures and any and all changes to local, state and federal protocol in effort to meet facility, department and TJJD standards. -Evaluates performance of individuals, coaches, mentors and administers discipline, as appropriate. -Acts as a liaison with other agencies and with employers; speaks to outside groups about the Robert N. Barnes Regional Juvenile Facility Program. -Assists and updates policies and procedures in accordance to the Texas Juvenile Justice Department. -Perform other related duties and assigned for the purposes of ensuring the efficient and effective functioning of the facility. -Is on call 24 hours a day, seven days a week. -Promotes a productive and healthy work environment through diligent proactive leadership that includes teaching, guiding, redirecting and encouraging staff through ethical role model behavior and conduct. -assists architects in developing floor plans and monitors construction as needed. -manages the acquisition of furniture, equipment, supplies, uniforms for staff, youth clothing and vehicles. ** PROGRAMS & SERVICES **- insures that the Robert Barnes Facility operations are structured as a sanction (as an alternative to incarceration) addressing the risks and needs of its residents. - may work with community or regional entities to implement programs and services meeting the needs of 2

offender populations. - develops written information for the client population regarding the Residential Program s functions and services. - evaluates medical, psychological, and psychiatric treatments needed by its residents. - ensures that its residents are screened as to educational attainment levels and are provided literacy tutoring when needed. -Any other duties assigned. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Incumbent must be 21 years of age. A person employed as a peace officer is not eligible for employment with the Robert Barnes Facility, nor is a person who is currently on probation or parole, or who is serving a sentence for a criminal offense. Minimum requirements: 1) a bachelor s degree from an accredited college or university plus four years of experience in full-time casework in a social service, community, corrections, or juvenile agency, with two of those years in a supervisory or administrative position; or 2) a Master s degree plus two years of supervisory or administrative experience; or 3) a combination of the above experience and/or education totaling eight years (with 24 semester hours of graduate education equivalent to one year of experience). LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as proportions and percentages. REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS: Certified Juvenile Supervision Officer and Juvenile Probation Officer with the Texas Juvenile Justice Department or eligible for certification within six months of employment. 3

A valid Texas driver's license and appropriate liability insurance. Must obtain a Defensive Driving Certificate within 6 months of employment. Must be "bondable. Must obtain certification in CPR and Red Cross First Aid. Must complete approved restraint training within 30 days of employment. OTHER SKILLS AND ABILITIES: Extensive knowledge of juvenile justice systems and methodologies. Knowledge of leadership/management principles and practices. Ability to motivate and supervise professional and technical staffs.- Ability to conduct investigations and to make clear and impartial reports.
