MES Class Code: 050000 THERMAL PROPERTY ANALYZER PUBLICATION This specification is a product of the Texas Department of Transportation (TxDOT). It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and any and all references to TxDOT must be removed. TxDOT does not assume nor accept any liability when this specification is used in the procurement process by any other entity. PART I GENERAL CLAUSES AND CONDITIONS 1. The equipment furnished under this specification shall be the latest improved model in current production, as offered to commercial trade, and shall be of quality workmanship and material. The respondent represents that all equipment offered under this specification shall be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. 2. Respondent should submit with the solicitation or have on file with TxDOT, Austin, Texas, the latest printed literature and detailed specifications on equipment the respondent proposes to furnish. This literature is for informational purposes only. 3. All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment shall be furnished by the vendor. All parts shall conform in strength, quality and workmanship to the accepted standard of the industry. 4. The unit provided shall meet or exceed all federal and state of Texas safety, health, lighting and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture. 5. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. 6. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondents should note that future specification revisions may require mandatory compliance with the SAE plastic coding system. 1-5

7. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources. PART II SPECIFICATIONS 1. SCOPE: This specification describes a thermal property analyzer for determining the thermal conductivity, thermal effusivity, thermal diffusivity, and heat capacity of a substance with the form of solids, liquids, or paste and possibly powders. Although there is no standard ASTM test method available, thermal property analyzers shall meet or exceed the following: EXAMPLES: Setaram Instrumentation, Model Mathis #TCI (X890001) Hot Disk, Model TPS-1500 or TxDOT approved equal NOTICE TO RESPONDENT: Any example shown is listed to show type and class of equipment desired. Respondent is cautioned to read the specification carefully, as there may be special requirements not commonly offered by the manufacturer. DO NOT ASSUME STANDARD EQUIPMENT MEETS ALL OF THE DETAILED SPECIFICATION REQUIREMENTS MERELY BECAUSE IT IS LISTED AS AN EXAMPLE. Respondent is cautioned that any unit delivered to the FOB point which does not meet specification in every aspect will not be accepted. 2. FUNCTIONAL REQUIREMENTS: The minimum testing range of thermal conductivity shall be 0.1 W/mK to 100 W/mK and minimum testing range of thermal effusivity shall be 0.1 W s/m 2 K to 19,000 W s/m 2 K. 2.1 The testing temperature of samples shall be between -20 C to +155 C, with the controller in the temperature range of +15 C and +28 C. 2.2 The device shall be based on the principle of transient plane source technique or modified transient plane source technique. 2.3 The test procedure shall be non-destructive and samples shall be reusable after testing. 2.4 There shall be minimum or no device calibration and sample preparation. Calibration shall already be performed in the factory. 2.5 The testing procedure performance shall be a minimum of one test within 20 seconds. 2.6 The input power shall be in the range of 110-230 VAC, 10-15 AMPS fused and 50-60 HZ. 2.7 The minimum sample size shall be 17 mm or less and the maximum sample shall be up to and inclusive of 80 mm in diameter or cube size. 2.8 The minimum sample thickness shall be 0.5 mm with a maximum of 100 mm. 2.9 The device shall work in an ambient environment with a maximum relative humidity of 85%- 90%, non-condensing. 2.10 The device shall have a minimum measurement precision from.5 % to 1% when testing is repeated on the same sample ten times. 2.11 The device shall have a minimum testing accuracy of 3%- 5% when compared to actual physical constant. 2-5

2.12 The device shall become part of TxDOT network. The vendor shall work with TxDOT to meet this requirement. 2.12.1 A laptop computer shall be part of the device, and shall have a processor of greater than 1.5 GHZ speed, a minimum memory of 1024 MB, and a battery lasting more than 3 hours. 2.12.2 Installed operating software and the interface shall be user friendly. It shall run on Windows XP Professional. The software shall have graphic capacity and data file can be easily transferred to Excel file. The acquired data shall populate into current TxDOT database system. 2.13 Shall have an automatic shutdown procedure to protect the device when temperature exceeds 110 degrees F or a voltage surge of 240 VAC is encountered. 2.14 The mean time between failures shall be more than 10,000 hours for a typical operating profile of 5 operating hours per day. 2.15 The sensor shall automatically compensate for variations in sensor temperature. 3. SAFETY PLAQUES OR DECALS: Product safety plaques or decals shall be furnished and affixed at the operator's station and at any hazardous area. The safety plaques or decals shall describe the nature of the hazard, level of hazard seriousness, how to avoid the hazard, and the consequence of human interaction with the hazard. Permanent plaques are preferred to decals. Type, size and location of product safety plaques or decals shall be in accordance with current ANSI Z535.4 standard. 4. CABLING AND ATTACHMENTS: All cabling and attachment devices needed for the installation of the thermal property analyzer System shall be included. 5. SUPPORT: Vendor shall provide TxDOT with a point of contact and telephone number. The point of contact shall respond to all inquiries relating to the purchase order. Inquiries may include, but not be limited to, technical support, service, and training coordination. 6. MANUAL(S): Equipment shall be delivered with current original manual(s) and two copies containing illustrated parts list, operating, calibration, and service instructions in English. The manual(s) shall be as detailed as possible outlining all necessary service and operating instructions for the equipment delivered. Manual(s) shall include necessary warnings and safety precautions. It is requested, but not required, that the manual be printed on recycled paper. Copies shall be reproduced from the current original manual and be clean and legible. PART III DELIVERY, INSTALLATION AND TRAINING 1. DELIVERY REQUIREMENTS 1.1. Delivery of all equipment on this order shall be completed within the number of days bid, as shown on the purchase order. Any units not delivered within this time frame may be canceled from the purchase order or, at TxDOT s option, an extension may be granted, whichever is in TxDOT s best interest. 1.2. If any units are canceled for non-delivery, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling. 2. INSTALLATION: Vendor shall be responsible for complete installation of the equipment, excluding physical modifications to the installation site. All cables and accessories necessary for a complete and safe installation shall be provided. 2.1. Vendor shall install unit(s) at the FOB point(s) to be fully operational and including attachment to the power source, telecommunications and diagnostic testing. 3-5

2.2. Vendor shall notify TxDOT point of contact a minimum of five working days prior to proposed installation date. 3. CALIBRATION: Vendor shall perform all factory and field calibrations prior to acceptance inspection. 4. TRAINING: The vendor shall provide the services of a competent factory-trained technician thoroughly trained in the use and operation of the unit to TxDOT for a minimum of eight-hour(s) instruction on safety, operation and preventive maintenance of the unit. Services shall be provided after the unit has been delivered and is ready for operation but prior to payment. The training shall take place on TxDOT's premises at a time and date mutually agreed upon by the vendor and TxDOT. PART IV ACCEPTANCE AND PAYMENT 1. ACCEPTANCE: All equipment ordered will be subject to acceptance inspection and performance testing upon receipt. Acceptance inspection and performance testing will not take more than ten working days, weather permitting. The vendor will be notified within this time frame of any units not delivered in full compliance with the purchase order specifications. If any units are canceled for non-acceptance, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling. System acceptance will occur after a minimum of ten consecutive failure free calendar days of operation following installation. Any three failures effecting thermal conductivity measurements will result in the beginning of a new ten day test period. The acceptance test period will not exceed 30 calendar days total. If the system fails the acceptance tests, TxDOT will notify the vendor in writing within ten days and the purchase order may be cancelled. 2. PAYMENT: Payment will be made within 30 days after the acceptance inspection has been completed and TxDOT determines that the equipment delivered meets specifications or the day, on which the correct invoice for the goods or materials was received, whichever is later. 3. WORKING DAY: A working day is defined as a calendar day, not including Saturdays, Sundays, or regularly observed state and federal holidays. 4-5

PART V WARRANTY WARRANTY: The equipment offered shall be warranted against defective materials, workmanship, and failures for a period not less than 12 months from the date of acceptance covering 100% of parts and labor cost. If the manufacturer's standard warranty period is in excess of 12 months, the standard warranty period shall apply. The vendor shall furnish a warranty card with the equipment indicating the terms and conditions of the warranty. At time of delivery, the vendor shall furnish a list of names and addresses of servicing dealers who shall perform warranty work. Provisions shall be made by the successful respondent to provide a delayed warranty start date for each unit furnished to this specification. Warranty start date shall be effective the day the unit is placed into service. Instructions shall be included with each unit delivered, advising TxDOT of the procedures to be followed for obtaining the delayed warranty start date. 5-5
