Notice to Report On December 13, 2014, the Department of Environmental Protection (DEP) published notification of the emissions and source reporting requirements for Unconventional Natural Gas operations in the Pennsylvania Bulletin. Notice 44 Pa.B. 7789 The source reports for the 2014 calendar year were due to DEP by March 1, 2015. 2
Sources and Activities Subject to Reporting Requirements Activities Coal Bed Methane Gas Compression, Processing and Related Activities Unconventional Natural Gas Development, Production, Transmission, Processing and Related Activities Conventional Natural Gas Compressing, Processing, and Related Activities 3
Sources and Activities Subject to Reporting Requirements Sources (Including but Not Limited To) Drill Rigs Well Heads Well Completions (unconventional) Compressor Stations Dehydration Units Fugitive Emissions From: Connectors Flanges Pump Lines Pump Seals Valves Heaters and Reboilers Pneumatic Controllers and Pumps Stationary Engines Tanks Pressurized Vessels and Impoundments Venting Blow Down Systems 4
Emission Inventory Results 5 Analytes Compared Total CO2 (CO2t) Calculated by adding: Actual CO2 CO2e For Methane CO2e For Nitrous Oxide NOx SOx PM2.5 VOCs 5
CO2 Equivalent Values CO2t numbers are calculated from the CO2e for Methane and Nitrous Oxide emissions reported using the Intergovernmental Panel on Climate Change s 100 Year Global Warming Potential and adding them to the actual CO2 reported. CO2e Factor of 25 for Methane and CO2e Factor of 298 for Nitrous Oxide These are the factors the Department currently uses for Greenhouse Gas Inventory https://www.ipcc.ch/publications_and_data/ar4/wg1/en/ch2s 2-10-2.html 6
