What is the Municipal Services District (MSD)? BUDGETING AUTHORITY Managed by Board of Trustees composed of locally elected council members Beginning Jan. 2017 the board will consist of: Metro Township: MSD Board has budgeting authority. If Metro Townships choose to not be in the MSD, the metro township council has budgeting authority. Cities: Who remain in the MSD, the MSD Board has budgeting authority, except for utility franchise taxes and local property taxes.
