Background Ordinance No. 51-16, requires property and business owners to make all primary entrances from the public way to their business accessible for people with disabilities (place of public accommodation ). A Place of Public Accommodation is generally a business where the public will enter the building to obtain goods and services [e.g. office building, etc] Places of accommodation include: Banks Day Care Centers Health Clubs Hotels Offices Repair Shops Restaurants / Bars Nail Salons Grocery Stores Laundromats Responsibility falls on the property owner. 3

Role of Department of Building Inspection Program Administrator Plan Review Inspection Compliance 8

Steps to Program Compliance STEP 1 Determine if building is subject to the Program by visiting sfdbi.org/busi nessentrance. If exempt, complete and submit Pre- Screening Form to DBI by May 23, 2018. STEP 2 If building is not exempt, consult a CASp inspector or licensed design professional to survey primary entrance(s). STEP 3 Complete and submit DBI s Category Compliance Checklist by deadline in consultation with CASp inspector or licensed design professional. STEP 4 File application for building permit(s) by deadline. For Categories 2 to 4: CASp or licensed design professional will propose barrier remediation. Step 5 Obtain building permit(s) by deadline. Complete permitted work and schedule inspections to receive a Certificate of Final Completion as required. Accessible Business Entrance Program 9

Exempt Buildings Include 1. Newly constructed buildings with a building permit application (Form #1/2) filed on or after January 1, 2002 do not need to comply with this Ordinance. 3. Bona fide private clubs 2. Religious organizations 4. Facilities which are not a place of public accommodation If building is exempt, owner will need to complete and submit a Pre-screening Form to DBI for compliance. 10

Next Steps if Building is NOT Exempt 1. HIRE a CASp or licensed design professional TO COMPLETE AND SUBMIT DBI S CATEGORY CHECKLIST COMPLIANCE FORM. 2. Once your form is accepted by DBI, you will have COMPLIED WITH THIS FIRST DEADLINE. 3. Once your building is placed in a compliance building category, FOLLOW THE DEADLINE SCHEDULE TO ENSURE PROGRAM COMPLIANCE. 11

Categories 1 and 2 Category 1 - Building entrance has no steps and is compliant with the requirements of the ordinance. Category 2 - Building entrance has no steps, but there are barriers such as non-compliant hardware, door opening clear width, lack of maneuvering space and with sloped landings not exceeding 2% (1:48). 13

Categories 3 and 4 Category 3. Building entrance has one step. Category 4. Building entrance with more than one step and/or other major barriers to the entry. 14

Technical Infeasibilities and Unreasonable Hardships In situations where removing barriers to the building proves to be infeasible or unreasonable, the ordinance requires the OWNERS PROVIDE AN ALTERNATE METHOD. Recommendations: Documentation Prior to beginning design work be sure to get extensive PHOTO DOCUMENTATION OF EXISTING FEATURES HAND DRAWINGS are also helpful in conveying information about materials, conditions or issues that need to be addressed Record CHARACTER-DEFINING FEATURES of the storefront Remember it is important to understand the CONDITION OF THE SIDEWALK as well as the storefront 18

Filling out the Checklist 19

Recommendations: Storefront Configuration DOOR ENTRANCES should remain in their EXISTING LOCATIONS to retain original location, RHYTHM, and CONFIGURATION of storefronts. Where existing storefronts must be moved/modified, RETAIN SCARRING and use differentiated but compatible materials for scarring areas. Design modifications should be REFERENTIAL BUT COMPATIBLE to the historic system (IE do not replace a portion of a butt-glazed system with a framed system) Modify storefront alterations that MINIMIZE THE LOSS of historic materials. 20

What about the California Historical Building Code? Alternative minimum standards for DOOR WIDTHS are as follows: SINGLE-LEAF door with 30 (or 29 ½ ) clear opening DOUBLE-LEAF door, one leaf which has 29 ½ clear opening EXTERIOR RAMPS have some alternative requirements: A ramp with a SLOPE no greater than 1:10 and a distance no longer than 5 (IE 5 long and 6 high) A ramp with a 1:6 slope and a distance no longer than 13 (IE 13 long and 2 1/6 high) 21
