The Employment, Investment and Trade Group includes Agriculture Victoria; Creative and Visitor Economies; Regional Development Victoria and the divisions of Investment and Economic Projects; Trade Victoria; Industry Develoment and Innovation; Policy Programs, Small Business and Employment; Resources; Fisheries; Employment, Investment and Trade Policy; and the Chief Operating Officer. The Agriculture Victoria Agriculture Victoria works with industry, primary producers, and communities to drive sustainable economic growth in the food and fibre sectors The Agriculture, Food and Fibre Division The Agriculture, Food and Fibre Division works in sector development, policy, regulatory and advocacy with industry partners, primary producers and rural communities. The division delivers important agriculture and biosecurity services to the food and fibre sectors. Key outcomes are to increase the value and volume of production, support industry development and transition, prevent the introduction and spread of pests and diseases, maintain domestic and international market access, and ensure the welfare of all animals. Most of this Division's work comes under the Agriculture Victoria brand, but also includes forest industry policy, domestic animal management and some entity governance.

Key Accountabilities 1. Lead the Food and Fibre Strategy and Programs team to support the delivery of the Government s Food and Fibre Sector Strategy; effectively deliver strategic projects; and deliver funding programs that demonstrate exemplary governance and administration. 2. Lead the development of and ensure the administration of funding programs such as Agriculture Infrastructure and Jobs Fund, Food Source Victoria, Food Innovation Fund and Young Farmer Scholarships are consistent with governing frameworks. 3. Lead strategic projects and provide high-level advice that facilitates the growth of food and fibre industries including by undertaking complex research and analysis of trade, investment and other economic data to develop a detailed profile of Victoria s food and fibre industry. 4. Engage with key stakeholders including local, State and Commonwealth Government agencies and industry, business and community stakeholders and lead collaborative network development to support food and fibre sector development activities. 5. Expand and implement current program development, monitoring and evaluation frameworks that are auditable, ensure consistency of approach and which form the basis of sound strategic and robust management decisions. 6. Provide strong, collaborative and adaptable leadership, including coaching and mentoring, to foster a high performance culture that delivers outcomes across the Group and Division. 7. Lead by example by actively communicating and embedding a culture of safety first including ensuring OHS legislation compliance. Key Selection Criteria 1. Demonstrated record of achievement in high-level strategy development and program administration in agriculture or food and fibre sector. 2. Demonstrated experience in developing, implementing, monitoring and evaluating a significant portfolio of funding programs. 3. Proven senior level management experience with proven ability to lead, motivate and develop a team of skilled and professional staff in the delivery of major programs and projects. 4. Highly developed negotiating and and influencing skills including the ability to negotiate and build consensus at senior levels with organisations on complex programs and governance issues. 5. Demonstrated understanding of the impacts of external events and changing stakeholder needs and be able to identify the leverage points where intervention will add value. 6. Highly developed interpersonal and communication skills, with a proven ability to work collaboratively, develop networks and foster effective working relationships with key stakeholders both within and external to government. Desired Experience/Qualifications An appropriate tertiary qualification in a subject-related discipline and relevant post graduate qualifications would be well regarded.
