CITY OF CALIMESA invites applications for the position of: MANAGEMENT ANALYST $61,300.78 $78,237.06 Annually Closing Date: December 17, 2015 at 5:30 p.m. DEFINITION Under general supervision, to perform a variety of para-professional, technical, financial and administrative duties; in support of various departmental and City-wide projects and programs; and to perform other duties as required. ESSENTIAL JOB FUNCTIONS Depending on assignment, duties may include, but are not limited to, the following: 1. Provide administrative and technical assistance in the coordination and implementation of various policies and programs, as well as City-wide operations, as assigned; provide management assistance with assessing and monitoring work load and administrative support systems; identify opportunities for improvement. 2. Responsibility for the City business licensing program and related databases; take related calls, receive applications and fees, and applications to other departments for approval. Coordinate the related fire inspection program. 3. Perform a variety of tasks and functions which may include, but are not limited to, various Finance functions such as cash receipting, accounts payable, journal entry preparation/posting, grant monitoring and a variety of related duties. 4. Respond to sensitive requests for information and assistance; interpret policies, rules, and regulations in response to inquiries and complaints; resolve issues and refer more complex or technical inquiries to appropriate staff. 5. Advise the public of requirements for eligibility for various projects and programs. 6. Assist in compiling and analyzing data on a variety of assigned projects and programs; compile and maintain status reports on assigned projects and program activities. 7. Provide general administrative and technical support to City s contracted Engineering, Building and Code Enforcement consultants, as required. 8. Seek grant opportunities and prepare grant applications in an effort to enhance the City s financial resources and programs; assist in the preparation and monitoring of assigned grant budgets; recommend expenditure requests for designated accounts; monitor approved budget accounts; forecast funds needed for equipment, materials, and supplies; select subcontracts; write reports to grant agencies and submit requests for reimbursement; assist in implementing budgetary adjustments to grants as necessary. 9. Revise and post web and social media content for assigned areas; update and edit web pages as directed.

10. Provide support to City Commissions as staff liaison as assigned; attend meetings and prepare agendas and minutes. 11. Assist with special events, sponsorships and trade shows; assist with setting up events; coordinate reservations and extend invites; prepare materials for trade shows; conduct follow-up calls as necessary. 12. Assist with Geographic Information System (GIS) by accessing and printing various property detail and aerial view reports; serve as System Administrator controlling system access. 13. Write reports which present and interpret data; identify alternatives and make and justify recommendations; prepare cost analyses. 14. Write reports for City Council and Commission meetings. 15. Coordinate activities among City departments and outside agencies and organizations, as assigned. 16. Advise and assist department management and City personnel regarding anticipated projects and other proposals. 17. Perform related duties as required. MINIMUM QUALIFICATIONS Knowledge of: Principles and practices of financial, statistical, and administrative data collection and report preparation. Principles and practices of governmental operations. Principles and practices of budget and grant administration. English usage, spelling, grammar and punctuation. Modern office practices and procedures. Computers and related equipment; software including word processing, spreadsheets and data applications at an advanced level. Principles and procedures of record keeping. Principles and techniques used in public relations. Principles of business letter writing. Business mathematics. Pertinent Federal, State, and local laws, codes, and regulations. Ability to: Understand the organization and operation of the City and of outside agencies as necessary to perform assigned responsibilities. Interpret and apply City administrative and departmental policies and procedures. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. Communicate clearly and concisely, both orally and in writing. Analyze situations carefully and adopt/recommend effective courses of action. Prepare clear and concise financial and administrative reports. Operate computers and related equipment; utilize software including word processing, spreadsheets and data applications at an advanced level.

Independently prepare correspondence and memoranda. Organize, direct, and evaluate the work of assigned staff Manage and adhere to budgetary and grant related criteria and guidelines. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Education: Any combination of experience and training that would likely provide the required knowledge, skills and abilities necessary for satisfactory job performance is qualifying. A typical way to obtain the knowledge, skills and abilities would be: Experience Two years of increasingly responsible administrative experience, preferably within municipal government or similar public agency setting, and Education Bachelor s degree from an accredited college or university in Business, Finance, Accounting, Public Administration or a related field. Special Requirements: Possession of a valid California Class C driver s license and good driving record. Physical Requirements and Environmental Conditions: The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of the job. EMPLOYEE BENEFITS All employees who are employed on a full-time basis, except seasonal and temporary employees (forty [40] hours per week), shall be eligible for health, dental and vision insurance coverage, which becomes effective on the first of the month following the employment date and continuing throughout the month of separation. The City provides a Flexible Health Benefit Plan with a monthly amount of $800.00, where employees can choose an appropriate health plan for them and their families. New hires who established CalPERS membership prior to January 1, 2013 and who is hired by a different CalPERS employer after January 1, 2013 after a break in service of greater than six months will pay 6.2% of the employee rate and will be subject to the 2% @ 62 Plan, with a 3 year average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City does not participate in Social Security. Holidays/Vacation/Sick/Management Leave City employees receive 12 paid holidays, 2 floating and employee birthday holiday per year. 80 hours of annual vacation and 96 hours of annual sick leave. Exempt employees receive 40 hours of management leave per year.
