Minutes of the Meeting of Technical Committee 1 held under restructured National Bamboo Mission on 3 rd July, 2018 in Krishi Bhawan List of the participants attended meeting is attached. At the outset, Sh. R.S. Sinha, member secretary welcomed the members of the Technical Committee and after brief round of introduction he gave the background information on Restructured National Bamboo Mission. Sh. S.D. Sharma, DDG (Research), ICFRE and Convener of the committee in his opening remarks stressed upon need to meet the requirements of the quality seedlings/saplings of appropriate clones of Bamboo. Under National Bamboo Mission, approximately 1 lakh hectare has to be covered within a period of two years in non forest area (on the government and private lands). For this he emphasized the need to ascertain state wise availability of non forest area for determining the state-wise plantation targets and availability of quality saplings/seedlings of bamboo species to meet the requirement. He expressed the need to rope in accredited private nurseries and Tissue culture Labs in addition to those of ICFRE, ICAR, KFRI and other Govt Institutions, to supply certified Quality Planting Material for planting into the field. He also expressed the need to ascertain the status of current planting stock and source of planting material in each state to explore and fulfilling the requirement of more planting material through tissue culture raised plants and to build the capacity of the stakeholders to undertake large scale plantations and rope in private nurseries and Tissue Culture Labs if need be. During the discussion, members of the Committee opined that yield is a very important aspect which needs to be looked upon. The species with higher productivity needs to be identified region wise and accordingly nursery should be developed to ensure supply of quality planting material which in turn will provide better return to the growers. For multiplication of high yielding variety tissue culture planting material, private nurseries should be involved. For the convenience and purpose of assessment of preparedness of propagation and cultivation of Bamboos on the country level, it was decided to group various States in which the Restructured National Bamboo Mission Activities shall be implemented, into different regions namely: 1. Northern region comprising of Odisha, Uttarakhand, Bihar, Jharkhand, and Gujarat 2. Central region comprising of MP, Maharashtra, Chattisgarh and Telangana 3. Southern region comprising of Andhra Pradesh, Tamil Nadu, Kerala, and Karnataka

North Eastern region comprising of Arunanchal Pradesh, Assam, Meghalaya, Mizoram, Nagaland, Tripura, Manipur and Sikkim Also it was felt that there is need to have region-wise basic information on (i) (ii) (iii) (iv) (v) State-wise priority bamboo species to be grown depending upon climatic zonation, Industrial requirements and ease to grow, spacing norms. State wise plantation targets of Non Forest Lands identified for planting, State-wise number of Plants/seedlings required to plant the areas identified over a period of two years. number of species wise plantable plants of certified high quality source available with various Govt. institutions in the region, Availability and details of accredited Tissue Culture Labs and nurseries available in the region with their capacity to multiply and supply plantable seedlings. All the Nurseries and plantation areas shall be georeferenced. For this purpose, for different regions it was decided to have a group of officials/institutions, as under who shall collect all the above listed information on priority and submit to NBM. Intimation in this regard shall be issued to all concerned by NBM. 1. for Central region (MP, Maharashtra, Chattisgarh, Telangana) Sh. B.B. Singh, MD, State Bamboo Mission, Madhya Pradesh; Sh. T.S. Singh to lead the group. 2. for Southern region (Andhra Pradesh, Tamil Nadu, Kerala, Karnataka) Director, KFRI, Dean, Tamil Nadu Agriculture University, Director, IFGTB, Coimbatore; Director, IFGTB, Coimbatore to lead the group. 3. for North Eastern region Director RFRI Jorhat, Director,Biswanath College of Agriculture University; Representative of AAU, Jorhat; Director RFRI Jorhat to lead the group. 4. for Northern region (Odisha, Uttarakhand, Bihar, Jharkhand, Gujarat) ADG (RP),ICFRE, Director FRI, Director Birsa Munda Agriculture University, Ranchi; Director FRI, to lead the group. Assuring Quality Planting Material: On the quality aspect of the saplings/seedlings, members of committee were of the opinion that two components one of making

available the base material for multiplication and certification of the plantable saplings are very important. In this context, directions be given by NBM to ICFRE to provide base material on usual terms of payment to accredited nurseries, forest department of respective states and other tissue culture labs for production of quality seedlings/saplings by multiplication through Tissue Culture. It was also discussed and decided that to ensure only quality planting material is planted in to the target areas ToRs for accreditation of the nurseries/tissue Culture Labs and certification norms for the plantable seedlings and saplings need be developed. It was suggested by members to have regional accreditation body with members drawn from ICFRE, ICAR, KFRI and State Agricultural Universities etc to have accreditation of nurseries and tissue culture labs and State Bamboo Mission should register all nurseries and Tissue Culture Labs (govt. and private) of their respective State. Regarding capacity building, it was decided that training of the trainers shall be imparted to various stakeholders through identified agencies including ICFRE, ICAR, KFRI and State Agricultural Universities etc.. At the end of the meeting following actionable points emerged: 1. Nodal officers / institutions for different regions may collect the basic information on the items as listed above so as to forward the same to NBM before the next meeting to proceed further. 2. ICFRE to provide base material for multiplication of planting stock to respective states on demand as per their requirement on usual terms of payment. 3. ICFRE, KFRI and Tamilnadu State Agricultural University and Assam State Agricultural University to prepare draft ToR for accreditation of nurseries/tissue Culture Labs and certification of plantable seedlings and saplings. Lastly, it was decided to have the next meeting of Technical Committee-I on 3 rd August, 2018 and in between, consultation with the members and experts to review the progress on the actionable points through video conferencing. It was also decided to coopt Dr. Sanathan Barthwal through Director FRI and Dr. R.S.C. Jairaj, Director RFRI, Jorhat for future meetings to avail their expertise.
