This document is a Project Proposal 2 Presentation at the Steering Committee Meeting Modification as necessary Presentation to potential funding agencies Preparation of detailed Terms of Reference Funding Implementation

Overall Objectives 3 Improve livelihood of population through sustainable utilisation of water resources Improve water quality of the Chu River Basin

Reaching the Objectives 4 Improving livelihood, improving water quality 1. Development of River Basin Management Plan, including a River Basin Action Plan. 2. Establishment of organisational framework. 3. Establish an on-going process with stakeholder involvement.

Project Strategy - 4 elements 5 1. Stakeholders are involved through a consultative process; National and local. Development, implementation and continuous operation. Participation ensures cooperation and ownership. 2. Implement through a three-phased approach; Several activities are implemented in parallel. Mobilisation of stakeholders at an early stage. 3. Launch a number of pilot projects; Provides guidance on implementation on large scale. Allows for flexible adjustments to the Action Plan. 4. Capacity building of local institutions All activities have in-built elements of knowledge transfer

3 Phase Project Implementation 6 1. Analysis of the Basin 2. Development of Scenarios and Basin Plans 3. Implementation Measures Chu RBMP

Matrix for development of plan 19 Basin natural resources Description of natural resources (water, soil, vegetation, mineral resources, etc. Description of trends (depletion, climate changes, pollution. Deforestation, etc). Description of monitoring programme for state of natural resources. Inventories Inventories of land use (agriculture, pastures, urban, industries, mining, etc.) Inventory of water availability (amount of water, demand from sectors, etc.) Inventory of ecosystems (forests, pastures, aquatic systems, no of species, etc.) Inventory of pollution sources (industries, wastewater, agriculture) (DRAFT Jan 2012, Leif Iversen) Assessments of needs and vulnerability Assessment of needs of aquatic ecosystems (water quality and quantity, reduced impact). Assessment of vulnerability to climate changes, extreme events, droughts and flooding. Assessment of impact of changing land use and human activity Stakeholder analysis Analysis of stakeholders needs (communities, agriculture, industries, utilities, etc.) Analysis of mechanisms for stakeholders participation (committees, hearing, information, advisory boards, etc.) Analyses of priorities Analysis of key priorities for communities and government (economic development, agriculture, protection of an ecosystem, etc.) Basin and subbasin goals Define long term goals (10-20 years) with regard to aquatic environment, economic development and stakeholders management. Define short term goals (5 years) with regards to environment, economic development, management and monitoring mechanisms. Objectives for water allocation and quality Set objectives for water allocations to users (ecosystems, agriculture, human consumption, industries, fisheries, energy, tourism, etc.). Set objectives for water quality and according to legislation (ecosystems, agriculture, human consumption, industries, fisheries, energy, tourism, etc.). Development scenarios Prepare scenarios for economic development, increased population and settlements. Forecast water demand Prepare scenarios for development in agriculture, industry, energy, etc. Forecast water demand Prepare risks assessments related to different scenarios of development Action Plans Describe Objectives and strategy for the Basin Action Plan including implementation measures ( who does what and when ) to achieve the goals. Describe Objectives and management plans for subbasins. Describe guidelines for implementation.
