TENDER NO: KCAA/053/2016-2017 1.0 INTRODUCTION The East African School of Aviation (EASA) is the training department of the Kenya Civil Aviation Authority. It offers a variety of aviation, technical and management programmes. The school was established in 1954 to provide training for Telegraphic and Teleprinter Operators. In 1960, the school was expanded to cater for training of Engineering Technicians and Air Traffic Control Officers. In 1963, the operations of EASA were entrusted to the International Civil Aviation Organisation (ICAO) Training Mission and the name changed to East African Common Services Organisation School (EACSOS). The name was later changed to East African School of Aviation (EASA) under the directorate of Civil Aviation, in the then ministry of transport and communications. The East African School of Aviation (EASA) has the following accreditations: Registered with Ministry of Education; KCAA Approved Training Organization; ICAO (International Civil Aviation Organization) TRAINAIR PLUS Full Member; ICAO Endorsed Government Safety Inspector (GSI) and Aviation Security (AVSEC) Training Centre; IATA (International Air Transport Association) Training Centre: Member of the African Approved Aviation Training Organizations Association(AATO); ISO 9001:2008 Certification. 2.0 OBJECTIVES OF THE ASSIGNMENT The objective of this assignment is to (i) (ii) (iii) Prepare the Designs for Construction of Chapel at East Africa School of Aviation. Prepare Tender documents complete with the drawings and Bills of Quantities. Provide Professional Construction supervision services to ensure the project is executed and completed within the budgeted time frame, on budget and to specifications. Page 2 of 6
3.0 SCOPE OF THE ASSIGNMENT 3.1 Overview: The overall scope of the consultancy assignment comprises the preparation of preliminary and detailed designs, drawings and cost estimates. The Consultant will be expected to provide Contract management Services in Site supervision during the construction period 3.2 The detailed scope of services will include but not be limited to the following: Visit to the site and prepare generic designs for the works based on discussions with the Client of the facilities and installations needed. Review proposed designs with the Client. Prepare architectural and engineering drawings to appropriate scale as per normal practice to enable bidding and construction. Prepare detailed Bill of Quantities (BQs), specifications and cost estimates of the required works and services. Prepare preliminary cost estimates for the project. Site Supervision Arranging coordinating and leading site inspections, meetings and preparing site meeting minutes. Re-measure all provisional works as they are executed Prepare project progress reports for the Client Preparation of final accounts Prepare a certificate of making good defects after the lapse of defects liability period thereby causing the discharging of the Contractors from all liability and concluding projects The draft report (plans and preliminary drawings) indicating the location, dimensions, capacity, and proposed solutions for the works should be submitted to the Client before proceeding with the scheme design and the final technical design. The Client will provide comments on the draft report, which will be incorporated in the consultant s final report. The scope of works for the for the proposed design, construction and supervision of a chapel for the East African School of Aviation (EASA) will include but not limited to: 3.3 General The main activities will include but not limited to; carry out investigations, surveys, consultations, estimates, conceptual design, detailed design, construction drawings, carry out Environment Impact Assessment study, preparation of specifications and tender documents, tendering, and selection of contractor, construction supervision reports and production of as-built drawings to meet the specific requirements for all separable parts of the works. Notes on the detailed scope: The interested bidders should note that the project will be implemented in three phases; however the detailed requirements/activities to be implemented in each phase will be highlighted at the proposal stage for the bidders who will have met the expression of interest (EOI) requirements. 4.0 Specific Mandatory Requirements: All interested consultants must MEET the following mandatory requirements in order to proceed to the proposal stage. No. Requirements Verification i. Firms legal status Company profile/history, contacts, products/services Certificate of registration/incorporation, physical address, management and organization structure. Attach the documents mentioned. ii. Minimum of ten (10) years experience in implementation of similar systems iii. Demonstration of bidders understanding and capability to undertake the project A brief overview of at least five (5) similar projects implemented successfully with contact persons and references from Organizations i.e. provide copies of contracts, LPOs, completion certificates etc. Detailed description and designs of bidders understanding of the assignment, how the bidder proposes to undertake the assignment and expected components of the project following the scope in 1 above. iv. Introduction and confirmation At least three (3) letters of introduction, of technical capability, recommendations of good performance and guarantees reliability and guarantees of good performance. from clients, agencies, manufacturers where applicable etc. v. Fulfilment of social obligation Attach a valid/current tax compliance certificate. vi. Demonstration of Competence and qualifications of the following key professional /Technical Staff for the assignment of design, construction and supervision of a Chapel at EASA. (i) Team Leader (ii) Project Architect (iii) Civil/Structural Engineer (iv) Quantity Surveyor (v) Electrical Engineer (vi) Mechanical Engineer a) Registration with the relevant/respective professional bodies (attach valid practicing certificates) b) Attach signed current CV s and valid copies of academic and professional certificates showing the competencies and skills of the indicated technical staff and project managers who have been involved in the implementation of similar assignments as regards to (ii) above. NOTES ON THE CONSULTANTS TEAM S The Consulting firm shall provide a team who are registered/ accredited with a body officially recognized in the country of origin of the individual consultant. As a minimum, the team indicated above will comprise professional staff with the following qualifications and competencies: Team Leader: The Team Leader shall be a registered architect with a recognized university degree in Architecture and having post registration experience of at least 10 years having worked in the building design and construction industry for at least 10 years with at least 5 years of professional experience in design and supervision of buildings and ancillary works Project Architect: The Project Architect shall be an architect with a recognized university degree in Architecture and having post registration experience of at least 10 years. The Project Architect should be registered/ accredited by an official body. Civil /Structural Engineer: The Civil Engineer shall be required to have a recognized university degree in Civil Engineering and having post registration experience of at least 10 years. The Civil Engineer should be registered/ accredited by an official body. Quantity Surveyor: The Quantity Surveyor shall be required to have a recognized university degree in Quantity Surveying and having post registration experience of at least 10 years. The Quantity Surveyor should be registered/ accredited by an official body. Electrical Engineer: The Electrical Engineer shall be required to have a recognized university degree in Electrical Engineering and having post registration experience of at least 10 years. Mechanical Engineer: The Mechanical Engineer shall be required to have a recognized university degree in Mechanical Engineering and having post registration experience of at least 10 years. The Mechanical Engineer should be registered/ accredited by an official body. Other Professional Staff: Given the nature of the assignment, other professional staff in areas of contract preparation, quantity surveying, civil and structural engineering, mechanical and electrical engineering and building utilities supervision will be required as above. These staff should be professionally qualified and MUST attach the applicable registration/practicing certificates and atleast first degree in the relevant fields. 5.0 Mode of Application. All interested consulting firm (s) with relevant qualifications and experience are invited to submit their expression of interest (EOI) for this assignment. The client will prepare a shortlist of candidates to be selected on the basis of the expression of interest to which the client will send Request for Proposals.
