541.03 DEFINITIONS For this specification the following definitions shall apply: Fence Post: An upright tubular or fabricated steel member for supporting fencing material. Line Posts: Fence posts spaced at regular intervals between terminal posts throughout each stretch of fence. Terminal Posts: Fence posts that include end, gate, corner and straining posts. End Posts: Fence posts positioned at the ends of a stretch of fence. Gates: Defined as the distance between the inside faces of the gate posts. Gate Posts: The two fence posts forming a gateway. Corner Posts: Fence posts positioned at corners and changes or direction greater than ten degrees. Straining Posts: Fence posts positioned at changes in grade greater than thirty degrees. Top Rail: A tubular or fabricated steel section continuously joined by means of sleeves or couplings throughout each stretch of fence extending between terminal posts. Brace Rail: A tubular or fabricated steel section used for bracing terminal posts. Diagonal Brace Wire: Wire used for bracing terminal posts. Top Wire: Wire installed at the top of the fence and extending throughout each stretch of fence between terminal posts. Bottom Wire: Wire installed at the bottom of the fence and extending throughout each stretch of fence between terminal posts. Fittings: Mechanical connections of various designs, shapes and metals to join fence components into an integral structure. Wire Ties: Wire used to tie chain link fence fabric to line posts, bottom wires and top rails or top wires. Knuckled: The type of selvage obtained by interlocking adjacent wire ends, in pairs, and then bending the wire ends back into a closed loop. Barbed: The type of selvage obtained by interlocking adjacent wire ends, in pairs, and then twisting the wire at least two turns with the wire ends above the twist. Barbed Wire: Twisted longitudinal wires, termed line wires, to which the barbs are attached. Non Shrink Cement Grout: means a bedding compound that is inert and free from shrinkage. 541.05 MATERIALS 541.05.01 Fence Fabric The steel wire for chain link fence fabric shall conform to CAN/CGSB-138.1. The fabric shall be 1200 mm or 1800 mm wide with a uniform 50 mm diamond pattern chain link mesh closed at one edge by knuckling and at the other edge by twisting to form a barb. The fence wire shall be one of the following: 1. Type 1, Class A, Style 2, Grade 2. 2. Type 1, Class D, Style 1. or 3. Type 1, Class D, Style 2. 4. Type 2, Style 1. Chain link fence placed less than 10 m from the roadway shall be constructed with materials described in (1) or (2) above. Chain link fence placed more than 10 m from the roadway may be constructed with materials described in (1), (2), (3) or (4) above. The vinyl coating shall be grey in colour. 541.05.02 Posts and Rails All posts and rails shall be of galvanized steel pipe, and shall conform to CAN2/CGSB-138.2. 541.05.03 Diagonal Wire Brace, Top and Bottom Wires All wires shall be single strand galvanized steel wire conforming to CAN2/CGSB-138.2. Vinyl coated top and bottom wires shall match the colour of the vinyl coated fence fabric. 541.05.04 Gates Gates shall be constructed from galvanized steel pipe frames and braces, conforming to CAN/CGSB- 138.4. All joints shall be electrically welded and hot-dip galvanized after welding, or otherwise treated by a procedure approved by the Authority as providing equivalent protection. All gates shall be supplied with galvanized malleable iron hinges, latch and latch catch and shall be capable of opening 180 degrees. Gate latches shall be suitable for the use of padlocks which can be attached and operated from either side of the gate. Gates shall be supplied completely assembled, including the fabric. The gate fabric and other components used on the gate shall match the adjacent fence fabric and be subject to the same quality requirements. October 1998 Page 3 of 8 SSP 541S01

541.05.05 Fittings and Accessories All required fittings and accessories and galvanizing of such material shall conform to CAN/CGSB-138.2. All posts shall be fitted with waterproof metal caps designed to fit and fasten securely over the posts and carry either the top rail, or top wire as specified. Fasteners for attaching fence fabric to posts, bottom wire, top rail or top wire shall be 3.5 mm diameter aluminum or galvanized steel wire or 1.5 mm diameter stainless steel wire. Fasteners shall be coated if the entire system is coated. Stretcher bar fastening bands shall be fabricated from 3 x 19 mm steel or 5 x 19 mm aluminum. 541.05.06 Zinc Coating Zinc coatings shall conform to CAN2/CGSB-138.1, CAN2/CGSB-138.2 and CAN/CGSB-138.4. 541.05.07 Concrete Concrete shall conform to OPSS 1350 for 20 MPa concrete. 541.05.08 Barbed Wire Barbed wire shall conform to CAN/CGSB-138.2. 541.05.09 Turnbuckles Turnbuckles shall be drop forged steel conforming to the U.S. Federal Specification FF-T-791b Type 1, Form 1, class 4, and shall be galvanized conforming to CSA G164-M. The average overall length shall be approximately 30 cm, with ends in the closed position. Bolt diameter shall be approximately 10 mm and shall be capable of taking up a minimum of 150 mm slack. 541.07 CONSTRUCTION 541.07.01 Chain Link Fence The work shall include preparation of the site, installation of terminal posts, bracing, line posts, concrete footings, concrete anchors, pipe rails or top wire, fence fabric, bottom wire, restoration of the site, barbed wire and zinc coating repairs. 541.07.01.01 Site Preparation Prior to the erection of the chain link fence, the Contractor shall remove any debris and correct ground undulations to obtain a smooth, uniform gradient. The Contractor shall cut off at ground level, such trees, stumps and brush and remove and dispose of such logs, debris and overhanging branches which would interfere with the erection of the fence. 541.07.01.02 Post Installation All posts shall be placed plumb and set accurately in line and position as specified by the Authority. Posts shall be cut to the required height above the ground to present a smooth and uniform profile. Line post spacing shall be equal horizontal distances. Horizontal deflections of 10 degrees or more shall be considered as corners with corner posts installed. Straining posts shall be installed at equal intervals not exceeding 150 m. Additional straining posts shall be installed where changes in vertical alignment exceed 30 degrees. 541.07.01.03 Posts on Concrete Barrier All posts installed on a concrete barrier shall be fastened to the concrete barrier using an adhesive anchor with a minimum pull out strength of 40 kn installed in accordance with manufacturers specifications. Each post shall be fabricated with a welded steel base plate grade 300 W and conforming to the contract drawings. All welds shall be to a low hydrogen classification conforming to CSA W59-M. Manual electrodes shall be E7015, E7016 or E7018. All welds shall be continuous. 541.07.01.04 Concrete Footings All posts set in earth, loose or friable rock, or where overburden to solid rock is 450 mm or greater, shall be set in concrete footings, shall be rough cast in the ground and domed above grade to shed water, and to the dimensions shown in the contract. Where the size of the hole exceeds the minimum dimensions of the footings, the Contractor shall either place the footing against undisturbed ground or shall backfill the hole with suitable earth material compacted to a density of 95% of maximum dry density and then bore a hole to the required minimum dimensions. All posts in solid rock or where overburden is less than 450 mm, holes for posts shall be drilled in the rock to a minimum depth of 380 mm with the diameter 25 mm greater than the outside diameter of the post. The annular space around the post shall be filled with non-shrink cement grout. For footings required in concrete, non shrink cement grout shall be placed as shown in the contract. Concrete placing, curing, testing and protection from the elements shall conform to OPSS 904. 541.07.01.05 Pipe Rails or Top Wires Pipe rails or top wires shall be fastened to post tops using waterproof caps. 541.07.01.06 Top and Bottom Wires Top and bottom wires shall be fastened to terminal posts with turnbuckles and centre bands. One turnbuckle is to be used between end, corner, straining or gate-posts. October 1998 Page 5 of 8 SSP 541S01

541.07.01.07 Fence Fabric Fence fabric shall not be installed until the concrete footings have cured for a minimum of five days. The stretched fabric shall be fastened to end, corner, gate and straining posts with steel stretcher bars and steel or aluminium stretcher bar bands. The longitudinal axis of the diamond pattern shall be perpendicular to the slope of the pipe rail. The fabric shall be placed on the side of the post nearest the roadway, with the barbed edge at the top. The fabric shall be securely fastened to the line posts, bottom wire and top rail or top wire with tie wires. The wire ties on the top and bottom wire shall have not less than two twists. The fabric shall not be fastened to any diagonal braces. 541.07.01.08 Site Restoration After fence erection, the Contractor shall clean and trim the site, and restore the ground to a neat and original condition existent prior to fencing operations. 541.07.01.09 Barbed Wire When specified, barbed wire shall be installed using the barbed wire arm fitting. The barbed wire arm shall be installed with the arm pointing away from the roadway. 541.07.01.10 Zinc Coating Repairs All abraded and damaged galvanized surfaces shall be cleaned and painted. Damaged areas shall be thoroughly wire brushed and all loose and cracked zinc coating removed, after which the cleaned area shall be painted with two coats of a zinc pigmented paint approved by the Authority for this purpose. 541.07.01.11 Bracing A pipe or wire brace shall be placed diagonally across the panel at all end and gate posts. Corner and straining posts shall be supported with diagonal braces placed on both sides of the post. In all cases, the higher end of the diagonal brace shall be connected at the terminal post. End fittings for pipe braces shall be secured by a 6 mm bolt placed through the brace and fitting at both ends. 541.07.02 Gates The work shall include the installation of each size and type of gate with the necessary fittings and hardware, including construction of the gate stop in the case of double gates. 541.07.02.01 Gate Installation Gates shall be constructed with the fabric on the side farthest from the roadway, with the barbed edge at the top. All gates shall have a chain hook to hold gates open and double gates shall have a steel gate centre rest with drop bolt for the closed position. October 1998 Page 6 of 8 SSP 541S01

The surface grade within the required gate sweep area shall be low enough to permit free movement of the gate. 541.07.03 Management and Disposal of Excess Material Management and disposal of excess material shall be according to OPSS 180. 541.08 QUALITY CONTROL/ASSURANCE 541.08.01 Material The Contractor shall upon request furnish certification of compliance with the material specifications. The Contract Administrator may test any samples supplied at the Contractor's expense, to ensure compliance with the material specifications. Products, represented by the samples, not in compliance shall be removed from the Contract site and replaced at the Contractors expense. 541.08.02 Construction The Contractor shall certify that the installation complies with the standards and specifications as detailed in the contract. The Contract Administrator may perform a spot visual inspection to determine conformance with the workmanship, design and dimensional requirements of this specification, including but not limited to the following. The fence fabric shall be stretched taut and securely fastened to the posts, top rail or wire, and the bottom wire. The top of the fence shall follow approximately the profile of the natural ground, or grade line, if specified. All posts shall be true to alignment and plumb. Terminal posts shall be installed at locations as indicated in this specification. Gates shall move freely. Failure to conform to the specifications will result in a complete inspection of the installation, and removal or replacement of all defective workmanship or materials. The inspection as well as any required removals or replacement shall be at the Contractors expense. Inspection costs will be 40 dollars per hour with a minimum charge of 500 dollars. 540.08.03 Warranty The Contractor shall be responsible for the proper performance of the Work only to the extent that the design and specifications permit such performance. Subject to the previous paragraph the Contractor shall correct promptly, at no additional cost to the Owner, defects or deficiencies in the work which appear prior to and during the period of 12 months from the date of substantial performance of the Work, as set out in the Certificate of Substantial Performance of the work, or where there is no Substantial Performance Certificate, 12 months from date of Completion of the Work as set out in the Completion Certificate. The Owner will promptly give the Contractor written notice of observed defects or deficiencies. Failure to correct deficiencies within 14 calendar days of receiving notice will result in the Owner having the work done with cost recovery from the Contractor. The Contractor shall correct or pay for damage resulting from corrections made under the requirements of the above paragraph of this subsection. October 1998 Page 7 of 8 SSP 541S01

541.09 MEASUREMENT FOR PAYMENT 541.09.01 Actual Measurement 541.09.01.01 Chain Link Fence Measurement will be made in metres, following the contour of the ground, of the actual length of fence erected with no deduction for gate openings. 541.09.01.02 Gates Measurement will be made in units of each, regardless of the size and type of gate erected. Double gates will be counted as one gate. 541.09.02 Plan Quantity Measurement Measurement is by Plan Quantity, as may be revised by Adjusted Plan Quantity, for the horizontal length, in metres, along the centerline of fence, including gate openings. 541.10 BASIS OF PAYMENT 541.10.01 Chain Link Fence - Item Gates - Item Payment at the contract price for the above item(s) shall be full compensation for all labour, equipment and material required to do the work.
