Cluster Program Manager South Location: [Africa] [Lesotho] Town/City: Mohale's Hoek Category: Field Operations Job Type: Fixed term, Full-time Cluster Program Manager South Reports to: Operations Team Leader Provides supervision to: Shared supervision of Clusters staff as delegated by Cluster Manager- Sponsorship Coordinator, DME Coordinator, Cluster Accountant and Technical Coordinators Health & HIV, Education, WASH, ED & Agric Coordinator, Business Administrator & Development Facilitators Location; AP's South Number of positions; 2 Duration; fixed contract 3 years Purpose of the Position: Provide overall leadership in program assessment, design, implementation, monitoring and evaluation in all field locations within the defined cluster and ensure that they are consistent with WVs country strategy, standards, policies and procedures to deliver high standards of quality programming;
To ensure integration of development, HEA and advocacy and that appropriate sectoral interventions are applied in area development programs and special projects to achieve maximum impact in alleviating poverty of partner communities Major Responsibilities STRATEGY DEVELOPMENT & PLANNING 1. Contribute to the development of operations strategy ensuring that AP priorities in geographical area represented are integrated. 2. Review and ensure that all AP and sectoral programs have approved plan and budget. 3. Lead and support APs in planning for and developing new areas, including area selection and needs assessment, development of project designs, writing and submission of concept papers and project proposals. 4. Ensure alignment of AP programs with country strategy and operation goals and priorities. 5. Ensure well coordinated and effective communication between Operations Base, Projects and Head Office PARTNERSHIP 6. Promote the organizations positive image through collaboration and networking with other stakeholders at district level and ensure that community capacity on networking and collaboration is built. 7. Facilitate the planning, implementation, monitoring and evaluation of programs in all APs in the cluster.
MANAGEMENT 8. Provide effective customer service management in sponsorship funded APs within a subcluster by ensuring compliance with sponsorship standards and integration of child sponsorship with development programming in accordance with Sponsorship and TD Policies as well as sponsorship programming guidelines. 9. Ensure integration of all sectoral programs, HEA, advocacy including cross cutting themes in the ADP plan and implementation. 10. Ensure that recommendations from audit reports and audit findings (relating to sub cluster operations) and program/project evaluations within the sub cluster are addressed and implementation plans developed for the recommendations of the reports are in place and accomplished within 90 days of report issuance. 11. Ensure that Monthly, Semi-Annual and Annual financial and narrative reports are submitted on time 12. Facilitate the planning, implementation, monitoring and evaluation of programs in all APs in the cluster. QUALITY ASSURANCE 13. Ensure that programs are compliant to LEAP, IPM, CWBO, etc. standards. 14. Conduct project visits and lead project monitoring processes by staff and partners. 15. Lead planning processes involving assessments, Designs/Redesigns, Evaluations and transition as well as lessons leant events CAPACITY BUILDING & KNOWLEDGE MANAGEMENT
16. In collaboration with P&C and QM department, facilitate the assessment, development and implementation of the capacity building plan of the AP staff to address quality needs and priorities. 17. Contribute in the documentation of best practices and contribute to the WV's community of practice and center of excellence. Other Competencies/Attributes: Must be a committed Christian, able to stand above denominational diversities. Attend in daily devotions and weekly Chapel services. Perform other duties as required. Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Must have a university degree in development studies or related field. Must have at least 5 years experience in rural development work, preferably within World Vision. Must have good analytical and problem solving skills. Excellent command of the English language, both written and spoken. Knowledge of financial management. Must be computer literate in Microsoft Word, Excel and other software packages.
