TENDER NOTICE RETROCONVERSION OF LIBRARY BOOKS Sealed tenders are invited on behalf of Secretary, Central Board of Secondary Education for the following work from experienced and equipped firms. The firm with quality certificate will be given preference. The firm should have facilities to input data in Indian Languages using Unicode or Other Window version for Indian Languages apart from English. The different type of documents may be ascertained from the library before submitting tender. Terms and Condition and other specifications for doing the job are given as under: Sl. No. 1. Computers, Other peripherals and software required for creating the data of English and other Regional Languages in machine-readable format will be the responsibility of the agency. CBSE will only provide space and agency has to make own arrangement of hardware etc., 3. Work has to be completed within 90 days from the issue of work order. 4. Total number of records will be around 14,000 (approximately) including Indian Languages. 1
Technical Pre-requisites: 1. Experience in similar type of work i.e., preparation of Computerized Library bibliographic database work in at least five Government Organizations. 2. Minimum practical knowledge of resource persons in Library automation, Classification schemes, Subject heading, MARC fields etc, 3. Knowledge of preparation of bibliographic database for Indian Language books in MARC fields using Unicode or Other Window versions of language software. 4. Reputation and Accreditation of the Company in the relevant field. 5. Certificate obtained from Competent Authorities stating similar type of work done earlier in Government Organizations. Tender documents having all the specifications, terms and conditions can be obtained from the Syndicate Bank, CBSE, Extension Counter, 17, Rouse Avenue New Delhi 110 002 between 9.30AM to 1.00PM on all working days up to 27-04-2006 on payment of Rs. 100/- (Rupees one hundred only) in cash (non-refundable) or can also be downloaded from CBSE website www.cbse.nic.in for which Rs.100/- in the form of a Demand Draft in favour of Secretary, CBSE payable at Delhi may also be enclosed with the tender document. Tender is to be submitted under two bid system technical and financial in two separate envelopes duly superscribed technical bid and financial bid. Both the envelopes should be placed in one sealed envelope accompanying the earnest money of Rs. 10,000/- (Rupees ten thousand only) in the shape of Bank Draft favoring Secretary, CBSE payable at Delhi. Tenders for Retro conversion of Library Books should be mentioned on the top of the envelope. The technical bids will be opened on the same day 27-04-2006 at 3.30PM in the presence of tenderers who may like to be present. Financial bids of only those agencies which have necessary technical capabilities shall be opened on the date intimated by the board. Terms and Conditions: 1. Place of work will be at Central Board of Secondary Education, Shiksha Sadan, 17- Rouse Avenue, Institutional Area, New Delhi 110 002. 2. The technical details may please be submitted in Annexure-I and rates in Annexure-II. 3. The agency to which the work is allotted will be required to deposit 10 percent of the total likely amount payable to it for the work as a security in the form of a Bank Guarantee. This amount shall be liable to be forfeited in whole or part in case of default as per decision of the Chairman of the Board, which shall be final. 4. Computers, Other peripherals and software required for preparing the data of English and other Regional Languages in machine-readable format will be the responsibility of the agency. CBSE will only provide place and agency has to make own arrangement of hardware, software etc., 5. Work has to be completed within 90 days from the issue of work order. For delay in work penalty as decided by Secretary, CBSE shall be levied. 6. Total number of records will be around 14,000 (approximately) including Indian Languages. 7. Bibliographic details are obtained from records available from library and to be created as per MARC21 with DDC-22 edition for Classification and Library of Congress Subject Headings for Subject as instructed and make bar coding for the same. 8. Database preparation, corrections and make available in all respects including OPAC and provision for report generation is completely responsibility of the agency. 9. Weekly progress report has to be submitted for monitoring the progress of the work. 10. The agency has to engage competent professionals for doing this work. 11. Final payment will be made only after the database is operational in all respects. If the work is not satisfactory, the Secretary has the right to make proportionate deductions from the consolidated payment for unsatisfactory work and his decision in this regard shall be final. 12. The agency will handover on-line database ready in all respects for use in library. 13. CBSE reserves the right to call the agency for corrections if any, even at a later stage. 14. Agency shall make up-gradations of the database in later stages if necessary on requirement. 15. The agency shall do all other jobs related to the execution of the project in the desired format and quality. 16. Secretary, CBSE reserves the right to accept or reject, in part or full, any or all the tenders without assigning any reason thereof. 17. Tenders received without EMD or received after due date and time will not be entertained. 18. In case of dispute the decision of Secretary, CBSE would be final. 19. The payment of increased/decreased number of documents shall be made/deducted proportionately. 20. Tax as applicable will be deducted at source. 5
