This program was designed to be flexible enough to meet the needs of small and large commercial customers, agricultural customers, industrial customers, and institutional customers like schools and governments. Non-Residential Energy Efficiency Program Guidelines All projects require pre-approval. Rebate application and necessary supporting document must be submitted prior to work the start of work to qualify for the PUD rebate programs. Appliance rebates are an exception to this rule. Eligibility requirements vary depending on the type of project. See program guidelines for more information. Please allow several weeks for the pre-approval process. Varying information must be submitted for pre-approval including application. Depending on size, Custom and Deemed projects may require an Energy Efficiency Implementation agreement to commit the funds in the annual budget. Projects, other than custom, should be completed within 6 months of pre-approval to receive rebate. Grays Harbor PUD must approve any extension to pre-approvals. The program provides rebates for deemed measures as well as non-standard (custom) rebates. Custom rebate amounts are calculated based upon annual kilowatt-hours saved, up to 50% of project cost. Eligible projects must have a simple payback analysis of one year or more. All projects must conform to local building, mechanical, electrical, fire, energy, ventilation, and environmental codes to be eligible for a rebate. Project materials must also meet the District s and regional conservation specifications and requirements. All deemed measures must comply with the latest version of the Bonneville Power Administration s Energy Efficiency Implementation Manual, which is subject to change on an annual basis. Grays Harbor PUD reserves the right to revise program rules and guidelines, including discontinuing all or part of the available incentives, at any time and without prior notice. All projects, once approved, will be subject to the guidelines in place at the time of approval. Although legal in the State of Washington, the production, processing, or sale of marijuana remains prohibited by federal law. Federal energy efficiency funding may not be used for these facilities.
HVAC SYSTEMS REBATES The Heating, Ventilation and Air Conditioning rebate program was designed to be flexible enough to meet the needs of small and large commercial, industrial, and institutional customers like schools and governments. It is not designed to replace the services of design professionals in new construction or large facilities. All projects must conform to current Washington State Energy Code requirements (including economizer) to be eligible for rebate. ARI rated cooling or heating capacity will be used to determine tonnage. 1 ton = 12,000 BTUH. 2. Single Package units require economizers when required by WSEC to be eligible for rebate. 3. See Business Owner Information form for ductless heat pump eligibility requirements. PRE-APPROVAL is required. Please submit application, contractor bid and technical information before starting the project. Heat Pump Requirements: An existing electrically heated building, 50,000 SF or less conditioned area, consumes less than 600,000 kwh annually. A heat pump calculator created by Bonneville Power Administration must be completed to calculate the appropriate energy savings and rebate amount for the project. Unitary A/C Requirements: Unitary air conditioning equipment refers to air-cooled, single cooling-zone, packaged unit, air conditioning equipment for commercial building applications. This equipment can be used in conjunction with gas or electric heating systems. Heat pumps are excluded. Advanced Rooftop Control Unit Requirements: Existing rooftop equipment must: be greater than 5 tons, have an existing economizer, have continuous operation during occupied hours, and serve only a commercial zone. The ARC must be: variable speed, multi-speed or cycling of the supply fan that meets ventilation and space conditioning needs.
COMMERCIAL WEATHERIZATION REBATE The Commercial Weatherization rebate program is a pilot program that is limited in availability. To qualify, buildings must be primarily heated with electric. All projects must conform to current Washington State Energy Code requirements to be eligible for rebate. All applicable permits must be obtained to qualify for rebates. Commercial buildings must be electrically heated. 2. Building must be residential style wood-frame construction, less than 5,000 SF. 3. Replacement windows must have a NFRC rated U-value of 0.30 or lower. PROCEDURES: PRE-APPROVAL is required. An energy audit will be required to verify existing insulation levels and determine eligibility. Rebate application & contractor bid must be submitted prior to project approval. NON-RESIDENTIAL LIGHTING REBATE PROGRAM ELIGIBILITY REQUIREMENTS Must be a commercial-metered business or industrial facility served by Grays Harbor PUD. Projects must be submitted on Bonneville Power Administrations Commercial/Industrial Lighting calculator. Refer to the Northwest Trade Ally Network for Commercial and Industrial Lighting for contractors skilled in lighting retrofit or new construction design. Projects are required to obtain a minimum energy savings of 40% reduction in annual kilowatthours used. Measure eligibility is based on the Bonneville Power Administration s (BPA) list of deemed incentives for lighting retrofits. Lighting equipment must be in accordance with BPA and Grays Harbor PUD standards. Incentives cannot exceed 50% of the total project cost. Note: Total project cost is a reflection of labor, materials, permits, recycling fees, and other associated costs. All hazardous materials associated with the retrofit project must be properly disposed in accordance with federal and state laws. Necessary permits for the project must be obtained and proper disposal of hazardous waste is required. The production, processing, or sale of marijuana is prohibited by federal law, and federally owned, controlled or administered resources may not be purposefully provided to facilitate the commission of a federal offense. Energy Efficiency incentive funding may not be used for these facilities. Request to Pay Customer Rebate to Contractor form must be completed prior to project approval. This form authorizes GHPUD to issue a two-party check sent to the customer to sign over to the contractor upon satisfactory completion of the work. Conditions apply. PROCEDURES 1. Contact Energy services at Grays Harbor PUD for more information and to determine eligibility. 2. Contact a contractor or vendor from the Northwest Trade Ally Network for Commercial and Industrial Lighting for a free lighting audit. 3. Contractor or vendor will submit a project proposal in the form of BPA s lighting calculator to GHPUD along with all of the associated specifications for the proposed equipment. In some instances PUD staff can assist a building owner in completing the calculator. 4. Pre-approval by Grays Harbor PUD for projects must be obtained prior to material purchase and installation. 5. The customer will receive a project proposal from the contractor containing energy savings, incentives, project payback, return on investment, and total project cost. Note: Project proposals are estimations and may vary. 6. Any agreement for a two party rebate check must be reviewed prior to project approval to make sure accuracy of incentive amounts. 7. Project application must be received by Grays Harbor PUD before materials are ordered and work begins. Application must be received before approval will be granted. 8. Upon project completion the contractor or customer will notify Grays Harbor PUD, and provide all paid invoices and other documentation associated with the project. 9. Grays Harbor PUD will conduct a final inspection of the project to verify the project and compliance with the proposal. The rebate will be processed once the inspection is completed. ENERGY SMART INDUSTRIAL PROGRAM ESI PROGRAM COMPONENTS ENERGY SMART INDUSTRIAL PARTNER (ESIP): The ESIP is a dedicated industrial energy efficiency expert assigned by the ESI program who provides utility staff with a single point-of-contact for coordinating the ESI program and its resources. ENERGY MANAGEMENT: Energy Management is a pilot component of the ESI program that addresses the opportunities to acquire energy savings through improved operations and maintenance (O&M) and management practices. There are three core features of Energy Management: 1. Energy Project Manager co-funding The goal of Energy Project Manager co-funding is to increase end user management and engineering efforts devoted to electrical energy projects/activities and increase the number of industrial projects submitted. 2. Track and Tune Projects Track and Tune is designed to financially and technically help the end user do the little things well while installing a tracking system that allows ESI program staff and end users ability to track energy performance and savings over multiple years. 3. High Performance Energy Management High Performance Energy Management provides training and support to end users on how to implement energy management into their core business practices. High Performance Energy Management is the application of the principles and practices of continuous improvement to energy management within an end user s organization. SMALL INDUSTRIAL MEASURES: The Small Industrial component provides a cost-effective mechanism to handle specific efficiency measures where the energy savings on individual projects are small in relation to typical industrial projects. ENHANCED LIGHTING: Enhanced Lighting can be considered an extension of the existing Northwest Trade Ally Network to drive more industrial lighting projects. Industrial Lighting Specialists are assigned to participating utilities to assist in these efforts. Guidelines: Rebate application and all necessary supporting documentation will be required before approval. Program requires an Energy Efficiency Project Implementation Agreement to be signed to commit the funding for the project. Timeframes are determined in this agreement. COMMERCIAL/INDUSTRIAL/AGRICULTURAL CUSTOM REBATE PROGRAM The program provides rebates for any project with verifiable electric energy savings, including large projects for commercial, industrial, and agricultural customers. Rebates are determined based on actual energy savings up to $0.18/kWh and cannot exceed 50% of the total project cost. Some examples of projects include: Electronically Commutated Motor Variable Frequency Drive for Pump, Motors, Compressed Air, or Fan Systems Large Commercial Shell Measures New Construction HVAC Controls Commercial Refrigeration Measures NOTE: Custom projects follow the guidelines of Bonneville Power Administration s Measurement and Verification protocols. M/V Protocol: Before efficiency measure is installed, existing electrical consumption is measured. Based on this measurement and estimated energy savings, an estimated incentive is calculated. During post-installation measurement of efficiency project, energy savings are verified, these verified energy savings will be calculated into the actual incentive for the project. Guidelines: Rebate application and all necessary supporting documentation will be required before approval. Program may require an Energy Efficiency Project Implementation Agreement to be signed to commit the funding for the project. Timeframes are determined in this agreement. Incentives levels* : $0.18/per kwh saved, limited to 50% of the project cost, or simple payback period. *Incentives are evaluated on a case by case basis and may be limited based on the availability of funds. Rebate amount varies depending upon: Standby losses and Energy Factor Rebate $25 Ice Maker Size and performance specs $40 - $300 Clothes Washer Dryer and water heat source $25 - $125 Dishwasher Size and performance specs $100 - $750 Electric Fryer/Combination Oven/Holding Cabinet/Steamer/ Convection Oven Equipment type and performance specs $125 - $1,750 Pre-rinse spray wash valves Water heat source, kitchen usage, and equipment specs $100 Appliances must be installed at a commercially metered premise. Water heater qualification depends on standby losses and Energy Factor (EF). Clothes washers must be ENERGY STAR rated. Installations may be verified by PUD to ensure compliance with guidelines. Applications must be received within 60 days of purchase or delivery date. A copy of itemized purchase receipt or invoice must accompany rebate application. Leased equipment does not qualify for this program. A copy of the performance specifications and technical data is required for each measure.
