Equipment purchased by the Town of Grand Falls-Windsor is not to be released to the Town of Grand Falls-Windsor without written authorization of the Town s Purchasing Department. 13. Brand names or brand name indicators, makes, and model numbers contained herein are for reference only in regards to the type, level of quality, and durability that the Town of Grand Falls-Windsor will accept as a minimum in these specifications. All equipment to be installed as per the manufacturer s recommendations. 14. Bidders must meet specifications of original tender document of record held at the Town of Grand Falls-Windsor Purchasing Office. The Town of Grand Falls-Windsor reserves the right, at any time, to reject a tender that has been altered from the original tender document issued to all bidders. 15. Bidders should enclose descriptive literature as part of this proposal. Equipment is to be completely serviced by the dealer before unit is delivered, subject to inspection and approval by the Town. 3
16. It is the individual bidder s responsibility to ensure that all addenda/um have been received and included in the bid price. If applicable, please note addenda/um on tender summary page. 17. The Contractor covenants with the Town that its employees and those of any/all subcontractors (if applicable) shall be fully covered within the Workers Compensation regulations and the Company shall, on being awarded the tender, furnish to the Town satisfactory proof that its employees are fully covered under the Workers Compensation Act. 18. Prior to performing work hereunder, the Company agrees to provide the Town with confirmation of full insurance coverage including, without restricting the generality of the foregoing, Comprehensive General Liability Insurance of at least $2,000,000. The Company shall be required to add the Town Council Grand Falls-Windsor to this insurance policy as a named insured. The Town shall require thirty days written notice of any change or cancellation of the insurance policy. 19. The successful Contractor will adhere to all safety requirements as per the Occupational Health and Safety Act as enforced by the Town s Occupational Health and Safety Officer. All items of safety apparel/equipment shall be the responsibility of the Contractor. Contractor to be COR certified and submit a site specific safety plan. Contractor to meet with the Town s Occupational Health and Safety Officer to ensure all safety requirements have been satisfied prior to starting work. Specifications For Flow Monitoring Equipment Tenders are invited for the supply of flow monitoring equipment that is to be installed within the Town of Grand Falls-Windsor s sanitary sewer system via manholes. The quote will include any sensors, data loggers/transmitters, installation hardware and software (the flow monitoring equipment) that is needed to carry out flow monitoring. 4
Terms of Reference 1. Submission Requirements The quote shall include pricing for all hardware and software needed to operate the sensor and data logger including, but not limited to: rings, hooks, etc. that may be needed to install the sensor and data logger in manholes with pipes of sizes shown in Table 1. 1.3 Vendor Support Vendor must demonstrate how they will provide local support within Newfoundland. Local representation is considered an asset. 1.4 Presentation of Pricing Quote submissions shall include a detailed breakdown of the pricing for each item of the flow monitoring equipment being quoted. All prices shall be in Canadian funds and are to remain firm for acceptance for 30 days. Please complete the pricing spreadsheet on page 8. In addition to the flow monitoring equipment pricing, the following shall be presented but broken out separately and shall be considered as additional optional services: 1.5 The price for installation for all nine flow monitoring equipment installations listed. 1.6 The price for basic training for the Town on the operations and maintenance of the equipment. 2. Technical Requirements Equipment quoted shall be suited for installation inside a sanitary sewer system via manholes. While the initial installation shall be of a medium length of time in the order of magnitude of months, the flow monitoring equipment will then be moved to different locations depending on the Town s needs. The flow monitoring equipment shall: 2.1 provide reliable data under all flow conditions including but not limited to full pipe flow/surcharging conditions; 6
2.2 measure, log, and transmit instantaneous flow data (i.e. totalizer type equipment that can provide average values only is NOT acceptable); 2.3 transmit data via a wireless method that does not require Town staff to physically be present at the flow monitoring equipment location; 2.4 NOT be reliant on external power sources for operation; 2.5 be contained entirely within the manhole and not require any external infrastructure to support its operation. 3. Operations Information The following information should be included in the quote: 3.1 List of consumables and typical consumable life, including but not limited to batteries (number and type) and any desiccant used by the flow monitoring equipment. 3.2 Supplier recommended calibration frequency for optimal operation. 3.3 Supplier recommended frequency of sensor cleaning while sensor is in operation. 7
