ENCOURAGING ENERGY-EFFICIENT BUILDING PRACTICES The building sector accounts for nearly 40% of all energy consumed in France and is one of the key focuses for achieving the EU s target of 27% of energy savings by 2030. Old housing, which will account for 75% of national housing by 2050, and office parks which gobble up 1/3 of all energy consumed by buildings, represent the best possibilities for making savings in the sector. Caisse des Dépôts Group is already heavily committed to retrofitting social housing and is extending this action to both publicly- and privately-owned commercial property.
The Group s aim is to improve the overall energy efficiency of buildings. While continuing its ambitious programmes to promote a more responsible use of energy, it will focus the bulk of its efforts on energy retrofits for the existing stock of property. Containing and reducing energy consumed in social housing Caisse des Dépôts offers attractive financing terms to social landlords wishing to deploy major energy retrofit programmes. It is using the social housing eco-loans scheme to retrofit 200,000 units of the least energy-efficient social housing every year and the goal is to complete 700,000 retrofits by 2020. SCET develops and provides solutions (CDNergy and CDfi) that help social housing bodies manage and make the best use of Energy Savings Certificates (CEE) as well as providing them with an energy database of their property portfolio and strategic decision-making support.caisse des Dépôts also partners apartment cooperatives and small social landlords that wish to deploy energy retrofit programmes by financing engineering work and giving a hand to «third-party» operators such as the semi-public company Energie Posit if. The Group is conducting an ambitious retrofit programme in the low-cost housing companies (ESH) owned by SNI Group: to date, 10% of the least energy-efficient housing stock has been covered by this programme, resulting in a reduction of around 37% in energy consumption. Encouraging private home owners to renovate their properties The Group is working on a number of financial solutions to accelerate the privately-owned residential energy retrofit programme and reach the annual target of 500,000 retrofits a year set out in the Law on the Energy transition and green growth. It has leveraged the Social Cohesion Fund entrusted to it in order to set up a National Guarantee Fund that makes it easier for financial institutions to give loans to households for carrying out retrofits. Caisse des Dépôts is also experimenting with a new housing micro-loans scheme to finance energy retrofits, improve living conditions and adapt first-level social housing. Financing energy retrofits and the construction of energyefficient public buildings Caisse des Dépôts is closely involved in discussions on energy efficiency with local and regional authorities and public bodies. The Group is providing local authorities with 5 billion in «green growth» loans out of the 20 billion local public sector funding programme to finance retrofits to public buildings, new energypositive buildings and public infrastructure projects. As part of the energy performance partnership contracts («CPPE») put out by local authorities, Caisse des Dépôts has funded energy retrofits to 14 lycées in Alsace and 100 primary schools in Paris. It is helping universities to design their real estate strategies with the aim of improving their overall energy performance. Caisse des Dépôts also intervenes through Exterimmo, specialist in third-party financing for energy retrofits to public buildings, and in the deployment of sustainable patrimonial development and energy strategies by local and regional bodies. The big advantage of the Exterimmo model is its ability to provide public decision-makers with turnkey solutions. As unique co-contracting public entity, it is responsible for designing and steering industrial and financial partnerships.
Innovating to enhance energy efficiency The Group is developing large-scale projects with strict environmental criteria that aim to market buildings whose energy and environmental performance is ahead of current regulations. Its subsidiaries are also firmly behind this objective and they leverage their various forms of complementary expertise to provide long-term support for their customers at all stages of the value chain. Egis and SCET have devised innovative solutions in the pre-project phase (applications for measuring GHG emissions, project design assistance, etc.) for optimising both the construction and operation of the buildings. Icade and the SNI Group are developing projects around energy-positive buildings or «energy-passive» housing with a keen focus on rigorous operating criteria. Aside from the building s intrinsic performance, the Group is helping to obtain new labels and certification with the aim of factoring in energy performance. LES ENGAGEMENTS DU GROUPE The Group is committeed to financing energy retrofits for 60,000 units of social housing every year. The Group wishes to develop the solutions available for encouraging energy-efficiency in publiclyand privately-owned commercial property. SNI Group is aiming to achieve average consumption of 150 kwh/ sq.m./year in its housing portfolio by 2020. Icade plans to use its position as sole owner and operator of the portes de paris development to pilot-test a smart and sustainable city. First partnership agreement in Mandres les Roses In January 2014, Exterimmo signed a first partnership agreement with the town of Mandres les Roses to finance the design, construction and maintenance of a school at Les Charmilles. This is the first partnership framework agreement to include an explicit energy performance guarantee and to anticipate future regulations for new buildings by obtaining the Effinergie+ label. Energies Posit if: stepping up the pace of energy retrofits in collective housing The semi-public company supports energy efficiency initiatives for jointly-managed buildings and small social housing landlords in the Paris Region. It provides support with financing solutions and helps coordinate all of the stakeholders involved in retrofitting and guaranteeing the buildings energy efficiency. It should boost the number of energy retrofits from 600 to 1,600 a year and help structure a new sector that will generate employment.
An energy-positive block within the Confluence district As part of its role as developer of Lyon s Confluence district, Icade is building an «energy-positive block» (BEPOS Label) connected to a local smart grid. Local houses and apartments will also have access to an electric car sharing service and to energy-smart Vesta technology to enhance energy efficiency. Résidence Hélios: social housing with the «Passivhaus» label Thanks to the Champ de Foire eco-housing pilot project in Clisson, SAMO (SNI Group) became the first social landlord to deliver 26 bioclimatic housing units with the Passivhaus label in the Loire-Atlantique department. This social housing programme is part of an ambitious drive to cut tenant s energy bills.
